Disabled Citizens and Political Power in Terms of Military Requirements: From the Modern Era to the Present
Mustafa Cebrail SadakaoğluThe disabled citizens considered by this study are the military veterans whose mental or bodily integrity was disrupted as a natural consequence of warfare during the first half of the twentieth century. This study discusses the direction and evolution of the issue of disabled citizens in the relatively more peaceful conditions of the second half of the twentieth century. More precisely, this paper examines the relationship between the disabled individual and political power through modern practices of power and the concept of biopolitics. The main purpose of the study is to present a series of concrete examples of the historical position of the disabled individual. In this context, a series of examples was derived from a literature search. This supports the basic assumption of the study, that the disabled individual can be understood within the framework of a functional approach during the modern period.
Modern Dönemden Günümüze Askeri Gereklilikler Açısından Engelli Yurttaş ve İktidar İlişkileri
Mustafa Cebrail SadakaoğluBu çalışmada; 20. yüzyılın ilk yarısından itibaren savaşın doğal bir sonucu olarak zihinsel ya da bedensel bütünlüğü bozulmuş eski askerlerden oluşan engelli yurttaş konusunun aynı yüzyılın görece barış ortamının tesis edildiği ikinci yarısından sonra hangi dinamiklerin etkisiyle ne yöne evrildiği tartışılmaktadır. Tartışmayı somutlaştırmak amacıyla engelli birey ile siyasal iktidar arasındaki ilişki ele alınmış ve bu ilişki modern iktidar uygulamaları ve biyopolitika kavramı üzerinden incelenmiştir. Çalışmanın esas gayesi engelli bireyin tarihsel konumuna ilişkin bir dizi somutlaştırma ortaya koyabilmektir. Bu kapsamda modern dönemden itibaren engelli bireyin işlevci yaklaşım çerçevesinde kavrandığına ilişkin çalışmanın temel varsayımını kanıtlamak maksadıyla literatür taraması yöntemiyle bir dizi örnek kullanılmıştır.
