Employment of Persons With Disabilities (Deaf-mute) in the Ottoman Bureaucracy During the Tanzimat Period
Sezai BalcıThe employment of mute people in the Ottoman Empire began during the reign of Mehmed II (The Conqueror). The services of the mute, called “bîzebân” (literally, without a tongue) in Persian, were used mostly in the Palace and Harem during the Ottoman Classical Age. Following the Tanzimat, they were employed in such branches of government as the Sublime Porte, the Council for Military Affairs, the Foreign Ministry, the Supreme Council, the Council of the Ministry of Education, and the Council of State. Key factors in the recruitment of the mute were their intelligence, and the beauty of their body and face. The mute communicated by means of a sign language called the “mute language.” Before the Tanzimat, the number of mute people employed in Ottoman bureaucracy ranged between twenty-five and forty, while thereafter, the above-mentioned departments each employed one or two. In the Ottoman Classical Age, the mute earned income through fiefs, but started receiving salaries after the Tanzimat. Various financial supports were given to the mute under the name of atiyye, so-called “sultan’s kindness.” Otherwise, mute people were paid as part of the “needy” apparatus. The Ottoman State made new arrangements to protect the rights and privileges of the mute after the Tanzimat. Even those involved in crime were not discriminated against in any way, with trial and punishment carried out according to the criminal law.
Tanzimat Döneminde Osmanlı Bürokrasisinde Engelli (Sağır-Dilsiz) İstihdamı
Sezai BalcıOsmanlı Devleti’nde dilsizlerin istihdam edilmesine Fatih Sultan Mehmed devrinde başlanmıştır. Osmanlı klasik devrinde Farsça bîzebân olarak isimlendirilen dilsizler, daha çok Saray ve Harem’de hizmet görmüşlerdir. Osmanlı klasik döneminde dilsizler daha çok Saray ve Harem’de Tanzimat’tan sonra ise Bâbıâli, Dâr-ı Şûrâ-yı Askerî Meclisi, Hâriciye Nezareti, Meclis-i Vâlâ, Meclis-i Maârif-i Umûmiye ve Şûrâ-yı Devlet gibi birimlerde istihdam edilmiştir. Bunların saraya alınmasındaki en önemli etkenlerden biri zekâları ve bunun yanında beden ve yüz güzelliğiydi. Dilsizler, kendilerine mahsus işaretlerle anlaşırlardı. Bu işaretlere de “dilsiz dili” denirdi. Tanzimat’tan önce Osmanlı bürokrasisinde istihdam edilen dilsizlerin sayısı 25-40 arasında değişmekteydi. Tanzimat’tan sonra ise yukarıda sayılan birimlerde 1-2 dilsiz istihdam edilmiştir. Klasik dönemde dilsizler tımarla gelirlerini sağlarlarken, Tanzimat’tan sonra maaşa bağlanmışlardır. Dilsizlere “padişah ihsanı” denilen atiyyelerle çeşitli yardımlarda bulunulmuştur. Bunun dışında daha çok muhtacîn tertibatı adı altında dilsizlere ödeme de yapılmıştır. Tanzimat’tan sonra Osmanlı Devleti diğer alanlarda olduğu gibi dilsizlerin de hak ve hukukunu korumak için birçok yeni düzenleme yapmıştır. Suça bulaşan dilsizlere ise herhangi bir ayrımcılık yapılmamış, ceza kanununa göre yargılama ve cezalandırılmaları gerçekleştirilmiştir.
