The Role of the Radio for Visually Impaired Individuals in Historical Process: to See Through the Radio

Visual culture, particularly television and internet technology, has developed significantly in recent years, and had a great impact on the masses. Radio, however, as an audio technology, has lost nothing of its value in the lives of visually impaired individuals. For many years, visually impaired individuals have been reading books (audio books) and watching dramas via radio (radio theatre). This study examines details of practices for the visually impaired in Turkey and around the world. This examination reveals the range of content that radio broadcasting can present to the visually impaired, and the new possibilities offered by today’s Internet-based technologies. Taking into account interactive accessibility, educational radio practices and radio theatres are evaluated from the perspective of the visually impaired. Finally, suggestions are offered for how the disabled might improve their lives with radio.

Tarihsel Süreçte Görme Engelli Bireyler İçin Radyonun Rolü: Radyo ile Görme

Her ne kadar, uzun yıllardır televizyonun ve internet teknolojisi ile gelişen görsel kültürün geniş kitleler üzerinde büyük etkisi olsa da radyo işitsel temelli teknolojisi ile özellikle görme engelli bireylerin yaşamlarında, değerinden hiçbir şey kaybetmemiştir. Görme engelli bireyler uzun yıllar, radyo aracılığıyla kitap okuyup (sesli kitap), yine radyo aracılığıyla oyun (radyo tiyatrosu) izlemişlerdir. Bu çalışma kapsamında, dünyada ve özellikle ülkemizde radyo aracılığı ile görme engellilere yönelik gerçekleştirilen uygulamaların detayları incelenmiş ve günümüz internet tabanlı teknolojilerin sunduğu yeni olanaklarla, radyo yayıncılığının görme engelli bireylere yönelik ne tür içerikler sunabileceği ortaya konmuştur. Eğitim radyosu uygulamaları ve radyo tiyatroları, etkileşimli erişilebilirlik uygulamaları da dikkate alınarak, görme engelliler açısından değerlendirilmiş ve radyo ile görme engellilerin yaşamlarına fayda sağlayabilecek öneriler sunulmuştur.
