ABD NİZAMİ SİLAHLI GÜÇLERİNİN YÜRÜTTÜĞÜ GAYRİNİZAMİ ASKERÎ DANIŞMANLIK GÖREVİ

Bu makale, ABD’nin mevcut genel askerî danışmanlarının gayrinizami danışmanlık görevini ifa ederlerken Özel Kuvvetler danışmanlarına kıyasla nasıl ve niçin dezavantajlı bir pozisyonda çalıştıklarını ele almaktadır. 11 Eylül sonrası dönemde Irak’a ve Afganistan’a asker konuşlandırılması, ABD Silahlı Kuvvetlerinin, hem Özel Kuvvetler hem de konvansiyonel birimlerce geniş ölçekte icra edilecek gayrinizami danışmanlık görevine dair yeni bir ihtiyacın da dâhil olduğu çok sayıda karmaşıklığa ayak uydurmasını gerektirdi. Özel Kuvvetler, kendilerinden bekleneceği üzere, askerî danışmanlığı başarıyla ifa edecek kurumsal esnekliğe, tarihsel bilgiye ve beceriye sahip olsa da konvansiyonel askerî kuvvetler alışkın olmadıkları bu göreve adapte olmakta bazı sıkıntılar yaşamıştır. ABD Silahlı Kuvvetlerinin genel danışmanları, alışılmışın dışındaki bu görevi ifa edebilmek için ellerindeki danışmanlık becerilerinden çok amaçlı bir “İsviçre çakısı” modeli geliştirmişlerdir. Bunun kapsamında; savaşçılık, arabuluculuk-diplomatlık, bilgi çağı teknolojisinin gerekleri, liderlik ve diğer kültürel araçlar yer alır. Askerler ellerindeki danışmanlık becerilerinden bu tarz İsviçre çakısı modellerini bir araya getirdikçe ABD’de daha derinlikli postmodern bir askerî kültürün belirişine işaret eden kültürel değişim dalgalarına yol açıyorlar.
