Political Views in the Ottoman Empire on Ceding Yerevan to the Armenians
Rüxsarə QuliyevaThe Russo-Turkish War (1877-1878) ended with the treaty of San Stefano, and this treaty has given an international status to the Armenian question. The Armenian question was debated by international diplomats for the first time in 1878. European states that did not agree with the terms of the Treaty of San Stefano were gathered at the Congress of Berlin. The portion of the peace treaty related to the Armenians was reworded and ended with a document that would fully satisfy the Armenians and settle the Armenian question. Thus, the Armenian question became a tool in the hands of the great states in the 19th and 20th centuries not only against Ottoman Turkey but also as a policy focus regarding the South Caucasus for some international powers. After World War I, the Armenian question again came up, this time in the South Caucasus. At the Trebizond Peace Conference (March 14-April 13, 1918), the delegation of the Transcaucasian Diet tried to gain autonomy based on the right of selfdetermination for the Armenians in the Eastern Anatolian section of the Ottoman Empire. The Batum Conference (May 11-June 4, 1918) started on May 11, 1918 as the second phase of the peace negotiations between the Ottoman Empire and the Transcaucasian Diet after the unsuccessful ending of the Trebizond Peace Conference. This time, the issue of creating a state for the Armenians in the Azerbaijani lands turned into negotiations. However, the idea of establishing the Armenian state in the South Caucasus and transferring a number of lands historically belonging to the Azerbaijanis to the Armenians should be noted as not being unanimous among Ottoman political circles. Prime Minister Talat Pasha and Military Minister Anwar Pasha did not see fit to establish the Armenian state in the South Caucasus, whereas Halil Bey and Vehib Pasha as the representatives of the Ottoman Empire in the Batum Conference considered the transfer of a number of lands belonging to Azerbaijan to the Armenians to be inevitable.

Rüxsarə Quliyeva1877-1878 yılında olmuş Rusya-Türkiye Savaşı San-Stefano Barış Anlaşması ile sona erdi. Bu anlaşma şimdiki “Ermeni sorunu”na uluslararası statü verdi. Ermeni sorunu ilk defa uluslararası diplomatlar tarafından tartışmaya açıldı. San Stefano Anlaşmasının şartlarına katılmayan Avrupa ülkeleri, Berlin Kongresi’nde toplandı. Barış Anlaşması’nın Ermenilerle ilgili maddesi yeniden oluşturuldu ve “Ermeni sorununun” çözümünde Ermenileri tam olarak tatmin edecek bir belge ile sona erdi. Bununla da “Ermeni meselesi” XIX-XX . yüzyıllarda büyük devletlerin elinde bir araç olmuş ve sadece Osmanlı Türkiyesine karşı dönüşmemiş, bazı uluslararası güçler arasında giden Güney Kafkasya siyasetinin merkezinde olmuştur. Birinci Dünya Savaşı’ndan sonra Güney Kafkasya’da “Ermeni meselesi” gündeme geldi. Trabzon Konferansı’nda (14 Mart-13 Nisan 1918), Transkafkasya delegasyonu, Doğu Anadolu’da Türk devletinin arazisinde Ermeniler için kendi kaderini tayin hakkı temelinde özerklik kazanmaya çalıştı. Batum’daki konferans (11 Mayıs, 4 Haziran 1918), 11 Mayıs 1918’de, Trabzon Konferansı’nın sonuçsuz bitmesinden sonra Osmanlı İmparatorluğu ve Transkafkasya Seymu arasındaki barış müzakerelerinin ikinci aşaması olarak açıldı. Bu kez Azerbaycan topraklarında Ermeniler için bir devlet kurma sorunu müzakerelere dönüştü. Belirtelim ki Güney Kafkasya’da Ermenistan devletinin kurulmasına ve tarihsel Azerbaycan arazilerinin bir kısmını devlet olabilmek için Ermenilere verilmesinde Osmanlı siyasi çevrelerin görüşleri aynı değildi. Sadrazam Talat Paşa ve Harbiye Nazırı Enver Paşa Güney Kafkasya’da Ermeni devletinin kurulmasını uygun bulmuyorlardı. Batum görüşmelerinde Türkiye’yi temsil eden Halil Bey ve Vehib Paşa ise Azerbaycan’a ait bazı bölgelerin Ermenilere verilmesini kaçınılmaz olduğunu düşünüyorlardı.
