The Aegean Sea and the Eastern Mediterranean in the Global and Regional Balance Based on the Axes of Geography, History, and International Law
The Eastern Mediterranean and Aegean Seas Within the Context of “primacy of Geography” and “geopolitical Significance”
Kaan KapanThe Eastern Mediterranean and the Aegean Sea are located in an active area, upon which a variety of wars ranging from wars of position to general and cold wars have been waged. However, various struggles for sharing the place are still ongoing. The region has numerous significant physical and geographical resources. Instead of finding ways to resolve the current problems in such an important region, countries strive to attain what they do not deserve or more than what they deserve by either overemphasizing the problems or suggesting an actually non-existing problem. Moreover, recent developments within the region indicate that the area will remain on the agenda in the following years. One of the primary issues to be included on the agenda will no doubt be related to the claims by some countries for solely rights over the areas with hydrocarbon resources in the region and various efforts to establish regulations for this claims. It is obvious that an agreement on this issue about the region, which has a peculiar geographical nature that is of particular concern to Turkey, is prevented by the efforts of countries who claim the ownership of the area in order to resolve the issue in favor of themselves through regional de facto claims. It is however not difficult to set the boundaries when the issue is evaluated by considering only two of the principles set for delimitation of maritime boundaries, namely, primacy of geography and international law (particularly equitable principles). Turkey should immediately declare exclusive economic zones with all riparian countries in the Eastern Mediterranean and the Aegean Sea (as has recently been done by Turkey with its south-western riparian Libya). Following these declarations by means of the energy resources to be obtained, Turkey would undoubtedly become a more powerful state in terms of economic, technological, and cultural development as well as in terms of its military strength.
“Coğrafyanın Üstünlüğü” ve “Jeopolitik Önem” Perspektifinden Doğu Akdeniz ve Adalar (Ege) Denizi
Kaan KapanDoğu Akdeniz ve Adalar (Ege) Denizi; geçmişten günümüze uğrunda genel, mevzi, soğuk ve özel harp çeşitlerinin hepsinin yapıldığı, günümüzde de paylaşım mücadelelerinin süregeldiği aktif bir coğrafyada yer almaktadırlar. Bölge fiziki ve beşeri coğrafi etmenler açısından önemli ve sayısız birçok kaynağı içerisinde barındırmaktadır. Böylesine değerli bir bölgede mevcut sorunların çözüm yollarının aranması yerine sorun köpürtülmekte ya da olmayan sorunlar ortaya atılarak ülkeler hakkettiğinden fazlasını ya da hiç haketmediğini elde etmek için mücadele vermektedir. Üstelik bölgede yaşanan gelişmeler önümüzdeki yıllarda gündemde daha çok yer tutacağını göstermektedir. Gündem olacak konuların başında kuşkusuz bölge kaynaklarının hak edilişi ve bu hak ediliş mücadelelerine kural koyma çalışmaları yer alacaktır. Türkiye’yi de yakından ilgilendiren bu meselede hak iddiasında bulunan ülkelerin bölgesel de factolarla işi kendi lehlerine çözdürme istekleri, kendine has bir coğrafi yapıya sahip olan bu bölgede anlaşma zemininden uzaklaşılmasına neden olduğu açıkça görülmektedir. Oysa olaylar deniz yetki alanlarının sınırlandırılması için belirlenen ilkelerden yalnızca coğrafyanın üstünlüğü ve uluslararası hukuk kuralları çerçevesinde (özellikle de hakkaniyet ilkesi) incelendiğinde sınırların çizilmesi hiç de zor değildir. Doğu Akdeniz ve Adalar (Ege) Denizi’nde (son süreçte güneybatı sınırındaki deniz kıyıdaşımız olan Libya ile yaptığımız gibi) tüm kıyıdaş ülkelerle münhasır ekonomik bölgeler acilen ilan edilmelidir. Bu ilanlar sonrasında bölgede önemli bir jeopolitik güç olan Türkiye elde edilen enerji kaynakları sonrasında dünya sahnesinde askeri, ekonomik, teknolojik ve kültürel yönlerden daha güçlü bir devlet olacaktır.
