Some Remarks on Marine Living Resources in Terms of Maritime Jurisdiction Areas in the Aegean and Eastern Mediterranean Seas

This study aimed to generally assess and review Turkish and Greek fishing in the Aegean and Eastern Mediterranean seas, which include the General Fisheries Commission for the Mediterranean subregions no. 22, 23, and 24, as well as the Food and Agriculture Organization statistical regions no. 3.1 and 3.2., within the scope of sustainable management and conservation of living resources. For the Aegean Sea, fishing grounds, commercial species of the high seas, fisheries-related consequences of extension of territorial waters up to 12 nautical miles, fisheries management and an overview of existing protected areas, and cooperation for sustainable fisheries between the two countries were assessed. For the Eastern Mediterranean, since Turkey has the longest shoreline and the largest human population along the coast, the subjects included the country’s food security and protection of biological diversity primarily by sustainable fisheries and the necessity of taking initiatives in regional research projects. In addition to the conservation of living resources, the increment of the number of protected areas, which consider the management of fisheries, subject of foreign fishing vessels, and regional cooperation are highlighted. As a peninsula country, a new evaluation on the proclamation of exclusive economic zones based on Turkey’s global and regional geostrategic developments is also presented.

Ege ve Doğu Akdeniz’de Deniz Yetki Alanları Sınırlandırılmasında Denizel Canlı Kaynaklarla İlgili Bazı Gelişmeler

Bu çalışma, GFCM alt bölgelerinden 22, 23 ve 24 numaralı bölge olarak ifade edilen alanlar ile FAO tarafından belirlenmiş 3.1 ve 3.2 nolu istatistik bölgesinin bir kısmını içermektedir. Çalışmada, canlı kaynakların sürdürülebilir işletilmesi ve korunması kapsamında iki bölge ele alınmıştır. İlkinde, Ege Denizi’nde Türk ve Yunan balıkçılığının genel bir değerlendirilmesi yapılarak balıkçı teknelerinin av alanları, Ege açık denizi’nde avlanan ticari türler, karasularının 12 deniz miline kadar genişletilmesinin balıkçılık açısından sonuçları, balıkçılık yönetimi ve mevcut koruma alanlarının incelenmesi yanında, iki ülkenin sürdürülebilir balıkçılık için işbirliği yapması gibi konular ele alınmıştır. İkincisinde, Doğu Akdeniz’de en uzun kıyı uzunluğuna ve fazla nüfusa sahip olan Türkiye’nin başta sürdürülebilir balıkçılık yoluyla gıda güvenliğinin sağlanması, biyolojik çeşitliliğin korunması ve deniz araştırmalarında bölgesel insiyatifi ele almasının gerekliliği önerilmektedir. Canlı kaynakların korunması yanında, balıkçılık yönetimine ilişkin tavsiyelerde bulunarak koruma alanlarının artırılması, yabancı balıkçı gemilerinin avcılığı ve bölgesel işbirliğine dikkat çekilmiştir. Bir yarımada ülkesi olan Türkiye’nin küresel, bölgesel ve jeostratejik gelişmelere bağlı olarak canlı kaynakları dikkate alarak ve Münhasır Ekonomik Bölge ilanı konusunda yeni bir değerlendirme yapması da önerilmektedir.
