Aircraft Maintenance Technicians' Qualifications and Significance of Their Competencies

Maintenance activities are carried out by maintenance technicians who have the necessary qualifications and competencies to maintain operations in the aviation field safely and effectively. With the increase in the number of aircraft and flight operations, an increase is expected in the number of employees who will work in the aviation sector. As the workload increases and aviation systems become more complex, the competencies of employees will become even more important. As stated in the documents published by international aviation authorities, the aviation industry will need a significant amount of qualified and competent pilots, air traffic controllers, engineers, ground operations workers, and maintenance technicians in the coming years. Maintenance technicians, whose critical role in aviation operations is known, may be exposed to physical, cognitive, and organizational factors that can negatively affect their performance from time to time. There are qualifications and competencies required of maintenance technicians to be able to work under these conditions and to ensure the airworthiness of aircraft with high safety standards. To prevent accidents and incidents caused by mistakes made during maintenance activities, maintenance technicians should have competencies such as technical competencies, human factors competencies, and a high sense of responsibility and safety culture. These competencies should be considered in the task and authorization processes, as well as in the selection and placement processes of maintenance technicians. In this chapter, information will be given on aircraft maintenance activities, the role and importance of maintenance technicians in the safety of aviation operations, the training processes for maintenance technicians, and the factors affecting the performance of maintenance technicians. Suggestions for the responsibilities of organizations and employees will be presented. In this section, information will be given on aircraft maintenance activities, the role and importance of maintenance technicians in the safety of aviation operations, the training processes of maintenance technicians, the factors affecting the performance of maintenance technicians, and the qualifications and competencies required of maintenance technicians. In this context, suggestions will be made about the responsibilities of authorities, aviation organizations, educational institutions, and maintenance technicians.

Hava Aracı Bakım Teknisyenlerinin Nitelikleri ve Yetkinliklerinin Önemi

Hava aracı bakım faaliyetleri, havacılık alanında sürdürülen operasyonların emniyetli ve etkili bir şekilde sürdürülebilmesi amacıyla gerekli niteliklere ve yetkinliklere sahip bakım teknisyenleri tarafından gerçekleştirilmektedir. Hava araçlarının ve uçuş operasyonlarının sayısının artması ile birlikte havacılık sektöründe görev alacak çalışanların sayısında da artış beklenmektedir. İş yükünün artması ve havacılık sistemlerinin daha karmaşık bir hale gelmesiyle birlikte çalışanların sahip olduğu yetkinlikler daha da önemli hale gelecektir. Uluslararası havacılık otoritelerinin de ifade ettiği gibi havacılık sektörü önümüzdeki senelerde önemli sayıda nitelikli ve yetkin pilotlara, hava trafik kontrolörlerine, mühendislere, yer işletme çalışanlarına ve bakım teknisyenlerine ihtiyaç duyacaktır. Havacılık operasyonlarındaki kritik rolü bilinen bakım teknisyenleri, zaman zaman performanslarını olumsuz yönde etkileyebilecek fiziksel, bilişsel ve örgütsel faktörlere maruz kalabilmektedir. Hem bu koşullar altında çalışabilmek hem de hava araçlarını yüksek emniyet standartlarında uçuşa elverişli hale getirebilmek için bakım teknisyenlerinin sahip olması ve geliştirilmesi gereken nitelikler ve yetkinlikler bulunmaktadır. Bakım faaliyetleri sırasında yapılan hatalardan kaynaklanan kaza ve kırım gibi istenmeyen durumların önüne geçebilmek için bakım teknisyenlerinin gerekli teknik yetkinliklere, insan faktörleri yetkinliklerine, yüksek sorumluluk ve emniyet kültürü bilinci gibi yetkinliklere sahip olması gerekmektedir. Sözü edilen yetkinlikler, teknisyenlerin işe seçme ve yerleştirme süreçlerinde olduğu gibi görev ve yetkilendirme süreçlerinde de göz önünde bulundurulmalıdır. Bu bölümde genel hatlarıyla hava aracı bakım faaliyetleri, bakım teknisyenlerinin havacılık operasyonlarının emniyeti konusundaki rolü ve önemi, bakım teknisyenlerinin eğitim süreçleri, bakım teknisyenlerinin performansını etkileyen faktörler konularında bilgiler verilecek, bakım teknisyenlerinin sahip olması gereken nitelikler ve yetkinlikler açıklanmaya çalışılarak bu konuda otoritelerin, havacılık organizasyonlarının, eğitim kuruluşlarının ve çalışanların sorumlulukları hakkında öneriler sunulacaktır.
