Scientometric Analysis of Research Performance of North African Countries in the Field of Science and Technology

This study examines the research performance of the Northern African countries in the field of science and technology (S&T) from 1996 to 2018. The aim is to know the research capacity of these countries and their willingness to adopt the strategic vision set out in the African Union Agenda (AU 2063). The African Union (AU) 2063 aims to change the current economic model (Based on petrol and natural gas). Many African countries rely on natural resources and oil revenues to transform this economy into a knowledge-based that fosters economic growth and development in Africa and leads to the rapid transformation of the continent. Regarding the method of data collection in this study, we relied on the SCImago database, which includes a total of 27 subject areas and retrieved only seven subject areas in the field of science and technology related to the Northern African countries( Algeria, Tunisia, Morocco, Mauritania, and Libya). This study covers all the data in the period between 1996 and 2018. Microsoft Excel was used to analyse data collected from a SCImago database. The results are presented in tables on the ranking of the Northern African countries in terms of the most productive in science and technology. The paper suggested that more cooperative efforts be made between the Northern African countries on the one hand and between low-performing and high-performing African countries as an option to develop the knowledge capacity needed to achieve the African Agenda (AU 2063).

KUZEY AFRİKA ÜLKELERİNİN BİLİM VE TEKNOLOJİ ALANINDAKİ ARAŞTIRMA PERFORMANSLARININ BİLİMMETRİK BİR ANALİZİ

Bu araştırmanın amacı, 1996 ve 2018 yılları arasında Kuzey Afrika ülkelerinin bilim ve teknoloji alanındaki (B&T) araştırmalarının performansını incelemektir. Araştırmanın hedefi, Kuzey Afrika ülkelerinin araştırma kapasitelerini incelemek ve Afrika Birliği Gündemi’nde (AU 2063) ortaya konan stratejik vizyonu ne derecede benimsemek istediklerini anlamaktır. Afrika Birliği (AU) 2063, mevcut ekonomik modeli (petrol ve doğal gaza dayalı bir ekonomi) değiştirmeyi hedeflemektedir. Birçok Afrika ülkesi, ekonomi modelini Afrika’da ekonomik büyümeyi ve kalkınmayı teşvik eden ve kıtanın hızlı dönüşümüne olanak sağlayan bilgiye dayalı bir model ile değiştirmek için doğal kaynaklara ve petrol gelirlerine güvenmektedir. Bu çalışmanın verisi SCImago veri tabanında elde edilmiştir. Bu veri tabanında toplam 27 konu alanı mevcuttur. Bu konu alanlarından biri olan bilim ve teknoloji alanının yedi alt konusunun sadece Kuzey Afrika ülkeleriyle (Cezayir, Tunus, Fas, Moritanya ve Libya) ilgili olan verileri çalışmada kullanılmıştır. Çalışma 1996- 2018 yıllarına ait verileri kapsamaktadır. SCImago veri tabanından toplanan BRAHIM KERTIOU 81 verileri analiz etmek için Microsoft Excel kullanılmıştır. Sonuçlar Kuzey Afrika ülkelerinin bilim ve teknolojide en yüksek üretkenlik derecelerine göre sıralanmış ve ilgili tablolarda sunulmuştur. Çalışmanın bulguları Afrika Birliği Gündemi’nin (AU 2063) hedeflerine ulaşmak için gereken bilgi kapasitesini geliştirmek amacıyla Kuzey Afrika ülkeleri ve -bir diğer opsiyon olarak düşük performanslı ve yüksek performanslı- Afrika ülkeleri arasında daha fazla iş birliği için efor sarf edildiğini ortaya koymuştur.
