A Review of Time Management in Administrative Jurisdiction with The “Theory of Constraints” Approach

Aydın Gülan

The theory of constraints has emerged in a novel written in 1984 and since became one of the fundamental hypothesis of industrial engineering approach. Applicability of the theory to administrative justice within scope of time management is assessed considering the European Court of Human Rights’ reasonable time approach.

Mühendislik Bilimlerinin İş Akış İyileştirmeleri için Kullandığı “Kısıtlar Teorisi” Yaklaşımıyla İdari Yargıda Zaman Yönetimine Bir Bakış

Kısıtlar teorisi 1984 yılında roman formatında yazılmış bir kitapla gündeme gelerek, özellikle endüstri mühendisliği yaklaşımının temel “varsayım”larından birisi haline gelmiştir. Bu teorinin idari yargıda zaman yönetimi bakımından uygulanabilirliği Avrupa İnsan Hakları Mahkemesi’nin “makul süre” hususundaki anlayışı da dikkate alınarak değerlendirilmiştir.
