Veri Yönetişimi ve Açık Veri Uygulamaları

Kurumsal bir varlık olarak veriyi yönetmek ve veriden değer üretimini desteklemek günümüzde önemli bir konu olarak organizasyonların gündemindedir. Yönetişim kavramı bağlamında değerlendirilen kurumsal veri yönetim süreçleri “veri yönetişimi (data governance)” yaklaşımı kapsamında genişleyerek bütünsel bir anlayışa dönüşmektedir. Veriden değer üretimi çabası kapsamında bir diğer önemli gündem ise açık veridir. Gün geçtikçe daha fazla açık veri girişimi vatandaşlar ve geliştiricilere ulaşmaktadır. Açık veri girişimlerinin sayısı yıllar geçtikçe artarken, sağlanan verilere ilişkin (standart eksikliği, erişim zorlukları vb.) yaşanan sorunlar verilerin etkin kullanımını zorlaştırmaktadır. Bu sorunların üstesinden gelmek için son yıllarda daha geniş çerçevede bir bakış ile “açık veri yönetişimi (open data governance)”ne yönelik çalışmalar göze çarpmaktadır. Bu çalışmada veri yönetişimi ve açık veri ilişkisi kapsamında bir literatür değerlendirmesi sunulması amaçlanmıştır. Bu kapsamda öncelikle veri yönetişimi kavramı değerlendirilerek kavramın gelişimi, bileşenleri ve mevcut uygulama süreçleri açıklanmıştır. Sonrasında veri yönetişimi açık veri ilişkisi ele alınarak yönetişim uygulamalarının açık veri süreçlerindeki yerine ilişkin bilgiler sunulmuştur. Çalışma sonuçlarında literatürde yer alan mevcut akademik çalışmalar ve otorite kurumların sunmuş olduğu raporlar kapsamında elde edilen bilgilere yönelik değerlendirmeler yapılmaktadır. Çalışmanın karmaşık bir yapı sergileyen veri yönetişimi ve açık veri ilişkisi ile ilgili araştırmacılara ve uygulayıcılara daha derin bir anlayış geliştirmelerinde yol göstereceği düşünülmektedir.

Data Governance and Open Data Implementations

Managing data as a corporate asset and supporting the creation of value from data are key issues on organizations’ agendas. Institutional data management processes, evaluated in the context of the governance concept, are expanded within the framework of the ‘data governance approach’ and transformed into a holistic understanding. Open data is another essential item on the agenda as part of the drive for value creation from data. More and more open data initiatives are reaching citizens and developers. While the number of open data initiatives has increased over the years, problems related to the data provided (lack of standards, access difficulties, etc.) make it difficult to use the data effectively. In order to overcome these problems, studies on open data governance with a broader perspective have come to the fore in recent years. The purpose of this study is to give a survey of the literature on the connection between data governance and open data. In this context, the term “data governance” is first examined, followed by an explanation of how the term came to be, its components and current implementation procedures. Following that, information about the role of governance practices in open data processes is offered along with a discussion of the connection between data governance and open data. The results of the study present assessments of the information found in existing academic studies in the literature and reports from authoritative institutions. This study is expected to guide researchers and practitioners in developing a deeper understanding of open data and data governance issues.
