Compliance Measures for Processing of Health Data: Digital Transformation vs. Privacy
Nilgün Başalp YıldırımThe ongoing digitalization in the health sector has changed the way health data is collected, stored, and shared, leading to significant ethical and legal challenges. This paper looks at how digitalization affects health data management and examines the important role of the Turkish Personal Data Protection Act (KVKK) in protecting this data. As digital health technologies grow rapidly, health institutions must follow strict data protection measures set by the KVKK. This analysis discusses the specific responsibilities that the KVKK places on healthcare institutions and other stakeholders, focusing on compliance measures such as data protection rules and ensuring data minimization and accuracy. Additionally, the study addresses legal issues that arise with digital health innovations, such as concerns about patient privacy and data breaches. By examining these aspects, the paper aims to show how digitalization, while providing many benefits, requires a balanced approach to protect individual privacy rights and maintain trust in healthcare services.
