Evsizlikten Kurtulmada Barınma Evlerinin Rolü ve Önemi

Evsizlikten doğrudan ya da dolaylı olarak etkilenen kişi sayısı yıldan yıla artmaktadır. Evsizlik bu artış ve diğer sosyal sorunlarla olan karmaşık ilişkisi nedeniyle, dünya genelinde olduğu gibi Türkiye’de de kamusal alanda giderek daha görünür bir sorun haline gelmektedir. Evsiz bireylere yönelik geliştirilecek sosyal politikalarda ve hizmet modellerinde, öncelikle bu kişilerin hizmetlere dair deneyimlerinin ve sağlanan desteğin etkilerinin anlaşılması büyük önem taşımaktadır. Bu doğrultuda çalışma, evsiz bireylerin evsizlikten kurtulma süreçlerinde barınma evi hizmetlerinin etkilerini ve bu hizmetlerin kalıcı barınmaya geçişteki rolünü kapsamlı bir şekilde analiz etmeyi amaçlamaktadır. Çalışma nitel araştırma desenine göre kurgulanmıştır. Bursa il merkezinde kamu tarafından işletilen erkek barınma evinde kalan 16 evsiz birey ve 5 barınma evi çalışanıyla yarı yapılandırılmış görüşme gerçekleştirilmiştir. Elde edilen veriler; (1) evsizlerin barınma evine gelme nedenleri, (2) barınma evi hizmetinin kapsamı, (3) evsizlerin yaşamına etkisi ve (4) barınma evi hizmetinin geliştirilmesine yönelik görüşler olmak üzere dört ana tema altında betimsel olarak analiz edilmiştir. Araştırma sonucunda, evsiz bireylerin barınma evine başvurma nedenleri arasında bağımlılıklardan kurtulma, olumsuz sosyal çevreden uzaklaşma, temel ihtiyaçlarını karşılama ve güvenli bir ortam isteği/arayışı öne çıkmaktadır. Barınma evi hizmetlerinin mevcut haliyle evsizlikle mücadelede önemli bir geçiş desteği sağladığı, acil ve kısa süreli müdahale süreçlerinde kritik bir ara basamak işlevi gördüğü, ancak evsizliğin kalıcı olarak çözülmesinde daha uzun vadeli ve sürdürülebilir çözümlere ihtiyaç olduğu tespit edilmiştir. Bu bağlamda, barınma evlerinde evsizlerin yaş, ihtiyaç ve koşullarına göre farklı gruplara özel hizmet programlarının geliştirilmesi gerektiği sonucuna ulaşılmıştır. Buna göre barınma evi modeli kapsamında uzun vadeli bir başarı için iş ve meslek edindirme, psikolojik destek, aile danışmanlığı, hukuki arabuluculuk ve bağımlılık tedavisi gibi kapsamlı rehabilitasyon hizmetlerinin daha etkili bir şekilde sunulması gerekmektedir.

The Role and Importance of Shelters in Overcoming Homelessness

Homelessness has become an increasingly visible issue in public spaces, both in our country and worldwide, due to the rising number of individuals directly or indirectly affected and its complex relationship with other social problems. When developing social policies and service models for homeless individuals, it is crucial to understand their experiences with these services and the impact of the support they receive. This study aims to comprehensively analyze the effects of shelter services on the process of overcoming homelessness and their role in the transition to permanent housing. The study follows a qualitative research design, with semi-structured interviews conducted with 16 homeless men and 5 shelter staff members in a publicly run men’s shelter in Bursa. The data were analyzed using descriptive analysis under four main themes: reasons for seeking shelter, the scope and evaluation of shelter services, the impact of shelter services on overcoming homelessness, and suggestions for improvement. Findings show that key reasons for seeking shelter include the desire to overcome addiction, distancing oneself from a negative social environment, meeting basic needs, and seeking a safe space. Shelter services were found to provide critical transitional support in addressing homelessness, acting as an intermediary step in short-term interventions. However, long-term and sustainable solutions were deemed more effective in permanently resolving homelessness. The study concludes that shelters should develop service programs tailored to different groups based on age, needs, and circumstances. For long-term success, it is recommended that shelters offer comprehensive rehabilitation services, such as job training, psychological support, family counseling, legal mediation, and addiction treatment, more effectively.
