Working from Home During the COVID-19 Pandemic: Lessons on Well-Being, Work-Life Balance, and Health

In the developed capitalist countries, with the effect of neo-liberal policies and economic crises in the 1980s, social assistance began to be reviewed in the face of the pressures of social expenditures on public budgets. Along with the 1990s, there was a growing consensus that social assistance budgets in many countries were being cut, and that recipients of benefits were being distracted from working. In this process, policies aimed at ensuring the integration of social assistance recipients with the labor market were prioritized. Along with strict eligibility requirements, conditions for participation in programs that will increase their integration into the labor market have been introduced. At the same time, it was the responsibility of the assistants to prevent the dependency culture created by social aids on individuals. This concept, also called dependency theory, is also used to explain the situation in which social assistance recipients discourage from working because of the way the benefits are designed and delivered. According to the theory, the problem is not in people’s ability to work or employment opportunities, but in the existence of deterrents to work. Regardless of the individual and familial characteristics that cause poverty, it is controversial whether the family’s receiving social assistance will promote social assistance dependency of the child in the household in the future and whether social assistance systems have such an effect.This situation is based on the belief that dependence is transferred from parents to children through knowledge and values and a culture of intergenerational social assistance addiction is created. In other words, it is widely accepted that children who grow up in low-income families and receive social assistance are more likely to receive it as adults. Although this situation is caused by a variety of factors, the experiences that children have during their growth periods cause the phenomenon of dependence to be mentioned. It is thought that the culture of dependence gains an intergenerational dimension, especially when children begin to experience the feelings of shame and stigma caused by receiving social assistance from an early age while learning the processes of accessing social assistance through their parents. Those who oppose the causality hypothesis, on the other hand, defend the idea that the parents are disadvantaged, not the family’s receiving welfare services, with the "disadvantaged relationship” approach. This situation, which is called the "shared determinants effect", is evaluated as a tendency to be related to factors such as education level, work motivation, and living area among parents and children.Another group where the culture of dependence is questioned is women. Especially in the new division of labor that started with the capitalist production system, the understanding of women’s labor in reproduction within the family causes women to be more dependent more men on social assistance. This situation, which is frequently criticized by the feminist ideology, is seen as a result of the destructive effects of capitalism on women, due to the understanding that devalues women’s labor and assigns them duties based on gender. Before the industrial revolution, although women’s labor was controlled by others, it was in a visible, understandable, and official position. Increasing individualism with industrial capitalism has built a new dichotomy of economic dependence and independence. As a result of the hegemony of wage labor, women’s labor with unpaid housework and parenting roles has been devalued. Male labor began to be evaluated within the scope of the family head, who earned his bread by reducing the care roles in the family, during this process. While income-generating policies were restructured based on gender, social reproduction remained the responsibility of women.

Social Assistance Dependency as A Social Assistance Problem

The purpose of this study is to investigate how much and in what direction divorce rates in Turkey are affected by women’s socioeconomic status. In the literature, it is stated that the most important reasons for the increasing divorce rates are the changing female roles in society and the family structure, the individualization brought about by industrialization, the increase in welfare levels, and the facilitation of divorce opportunities. The change in the place and role of women in the family structure is associated with the increase in women’s participation in the labor force and the increase in the level of education, which occurred alongside industrialization. At this point, the regional differentiation of socioeconomic status indicators for women reveals the need for a spatial study of the effects of these variables on the divorce rate. In this context, the following indicators of socioeconomic status were evaluated for 2008, 2014, and 2019: educational status, household size, female labor rate, female employment rate, the crude divorce rate, and the female unemployment rate. The 26 sub-regions in the Turkish Statistical Region Units Classification (IBBS) Level 2, conducted by the TURKSTAT (Turkish Statistical Institute), were examined using Spatial Autocorrelation (SAR) and Spatial Error (SEM) Models.	The findings reveal that divorce rates have been steadily increasing across the country over the years studied. This situation is thought to be a result of the regulations made in the 1950s in the world and the 1980s in Turkey, accelerating the bureaucratic procedures regarding divorce and the regulations made in the laws that facilitate divorce cases. In addition, it has been observed that divorce rates are lower in the eastern regions of the country than in the western regions. It has been observed that this spatial differentiation arises due to many different reasons, such as: education, family and social structure, job opportunities provided to women, and the ratio of women in employment. The LISA maps obtained in the continuation of the study reveal that spatial differentiation occurs not only in one sub-region, but also in adjacent sub-regions. In summary, the effect of women’s socioeconomic indicators on divorce rates in any sub-region results in a combination of neighboring sub-regions. As a result, it can be seen that the divorce rates in Turkey are regionally affected by the socioeconomic status of women. In the models estimated for the three mentioned years, the average household size appears as a factor that increases the divorce rates. This situation reveals that the family order which derives from the patriarchal and extended family structure, especially in eastern societies, is a factor that increases divorce in Turkey.While the increase in the rate of women graduating from college and univerisites increases the divorce rate for all three years, the increase in the number of illiterate women has a decreasing effect on the divorce rate. The result obtained supports the study of Jalovaara (2003). Accordingly, the Independence hypothesis (Hobson, 1990; Ruggles, 1997), which reveals that the increase in women’s education levels increases women’s economic freedom and that higher earnings are the motivation for ending unhappy marriages, is valid for Turkey.To reveal the relationship between women’s economic conditions and divorce rates, the variables of female unemployment rate, female employment rate, and female labor force participation rate provided different results for the models in the years 2014 and 2019 than in the year 2008. Here, it is thought that different variables affect the relationship between these variables and divorce rates for Turkey after 2008. While the increase in the female unemployment rate and employment rate in 2008 had a decreasing effect on the divorce rate, the increase in labor force participation increased the divorce rates. However, for 2014 and 2019, the said relationship was reversed, while the increase in unemployment and employment rates increased the divorce rates, the increase in the labor force participation rate had a decreasing effect on the divorce rate. At this point, it can be thought that the increase in the unemployment rate experienced in the relevant years emerged independently of women’s education. On the other hand, the fact that the increase in labor force participation rates has a decreasing effect on divorce suggests that the increase in labor force participation occurs independently of women’s education and the nature of the work that society allows them to do.

Spatial Analysis of the Effects of Women’s Socioeconomic Status on Divorce Rates in Turkey

While union rights have been generally considered from the workers’ perspective in Türkiye, the union rights of civil servants have been significantly neglected. The relatively low proportion of civil servants in the total employment and late unionization of civil servants in comparison with workers could be accepted as among the most important reasons for this negligence. While only 14.28% of paid and salaried employees are civil servants, 72.63% of them had unionized as of July 2022. While workers avoid unions or are forced not to become union members due to various socioeconomic reasons, particularly due to insufficient job security in Türkiye, such a high union density rate for civil servants requires a close examination regarding civil servants’ union rights.Both the historical evolution and the context of civil servants’ union rights differ from that of workers. While the first legal framework on union rights for workers was drawn up in 1947, civil servants didn’t gain union rights de jure until 1965. Workers accessed the constitutional right to strike in 1961, while civil servants have only gained the right to organize and collectivelybargain so far. Furthermore, legal regulations have paved the way for union rights for workers; however, civil servants in particular have had de facto union rights since the 1990s. These days, some civil servant unions have close ties with political parties, but this relationship has injured both the individual and collective union freedoms of civil servants in Türkiye. The violation of civil servants’ union freedoms is strikingly in contrast with the high union density rate of civil servants, and this contrast is the main starting point of the paper.Both the Constitution (Art.51/I) and the Civil Servant Unions and Collective Agreement Act No. 4688 (Art. 14/I; Art. 16/I) have provisions on individuals’ union freedoms, but most civil servants are unable to choose a union freely and have been forced to become members of a so-called eligible union that has hot connections with the governing political party. However, civil servants prefer to be members of a union that prioritizes their assignments and designations. The legitimacy of civil servant unions largely depends on their position and distance toward politics. The civil servant union Memur-Sen is a clear example that shows how unions in particular gain power in terms of their relationship with the ruling political party. Memur-Sen increased its membership 2500% since 2002, which is when the first statistics on civil servant unions were published. While Memur-Sen had 41,871 members in 2002, Türkiye Kamu-Sen had 329,065 members and KESK had 262,348. These membership numbers have grown respectively to 1,054,642, 526,684, and 150,338 as of 2022. Therefore, an asymmetric union membership growth has occurred among civil servants’ unions over the past 20 years. Until 20 years ago, Memur-Sen had been a very minor confederation and has since increased its membership exorbitantly by providing incentives and resources to the union through the government. Consequently, Memur-Sen has played a significant role in increasing the civil servant union density rate thanks to its symbiotic relationship with the ruling party. These days, more than half of all unionized civil servants are members of Memur-Sen.Another important motivation for the high union density rate of civil servants is the collective agreement premium that has paved the way for a unionism that is supported financially by the state. In other words, the state finances the union membership fees of civil servants. Thus, union membership does not engender any costs for civil servants. As self-help organizations, unions should be independent from the state and employers; however, the collective agreement premium violates collective union freedoms and creates a symbiotic relationship between civil servant unions and the state. In addition, the state strikingly did not force unions to establish this relationship; Memur-Sen and Türkiye Kamu-Sen have consented and furthermore demand this relationship, while KESK strongly resists it.Having a centrist collective bargaining system whose representational structure is based on the majority instead of on a pluralism within the Civil Servant Unions Commission and giving the President a decisive role in the Civil Servants Arbitration Commission as a mandatory arbitration board resolves the collective disputes and strengthened the state’s direction of civil servant unionism. Therefore, the state has become a dominant actor that controls civil servant unions and determines all the procedures regarding collective bargaining and collective dispute resolution. This tendency has increased authoritarian corporatism and solidified pro-government union confederations.

The Paradox of "Civil Servant Unionism" in Turkey: Strong Unionism or Dependant Unionism?

Employers’ organizations have been set up to protect and develop the common economic rights and interests of capital owners. The competition among early capitalists had hampered the ability of this class to act collectively, at least regarding some issues. This made the early organizations transient and short-lived. However, the changes in labor relations that occurred over time reinforced the idea that defending the private interests of capital meant defending class interests, caused class consciousness among capital owners to increase, and saw organizations starting to take on more permanent forms.Capital owners developed several organizational forms with a range of functions in response to their various needs. During the early period of capitalism, employers generally acted within organizations that were not involved in industrial relations in order to protect the various economic interests they had difficulty doing on their own. Employers’ organizations and chambers were the main organizations in this context. The fact that capitalism had become the dominant production system through the Industrial Revolution and that class relations had emerged more visibly was effective in employers’ associations being established with a focus on industrial relations.In parallel with the increase in the size of the working class in this period, class consciousness emerged among workers. They acquired the ability to act collectively and established trade unions. The struggle of the working class resulted in the acquisition of the right to strike and collective bargaining. This struggle with trade unions was the primary motivations for employers to form associations focused on industrial relations. In addition, governments had enacted certain proworker policies and regulations in line with both the pressures of the working class as well as the democratization in politics. This situation caused employers to feel the managerial privileges property rights had granted them to be in danger and created the need for employers to act collectively against the state. This was another effective phenomenon in the establishment of employers’ associations. Lastly, employers realized the need for a collective movement in order to reduce the wage-based competition that often led to negative outcomes for them.Employers’ associations started to be seen in many sectors in the industrializedWestern countries in the second half of the 19th century and gained more centralized structures by merging and forming umbrella organizations in the 20th century. During this process, employers’ associations contributed to the formation of a stable industrial relations system by serving the proliferation and centralization of collective bargaining. They were also effective in creating legislation in line with representational activities and in this way have for a long time been one of the main actors guiding industrial relations. Since the last quarter of the 20th century, employers’ associations have been losing the strong position they had mostly gained through their struggles with trade unions, lobbying efforts with governments, and widespread public activities and have also started losing great numbers of members.This study discusses employers’ associations, whose fields of interest involve industrial relations, and examines the developments, activities, and effects these institutions have had on industrial relations in this context. The study discusses the course these organizations took throughout their historical process through the examples of countries in which employers’ associations had first developed and explores the reasons that led to the formation of employers’ associations, their emergence as significant players in industrial relations, and how they then losing their importance compared to previous periods. The article also addresses the struggles employers’ associations went through, the policies they adopted, and how they developed their fields of activity in order to protect their strength and minimize membership losses in the face of these circumstances in an attempt to determine the transformations employers’ associations have experienced.

The Changing Appearence of Employers’ Associations: A Review of Selected Countries

This study has been conducted to determine the values associated with Industry 4.0 and perceptions toward the concept and meaning of work and to compare the values held by workforce members of Generations X, Y, and Z. The purpose of this research is to provide a better understanding of these concepts and how they differ among the generations.Various definitions are found in the literature for Industry 4.0. According to Schwab (2017), the emergence of Industry 4.0 involves three key factors: speed, width-depth, and system effect. Some definitions describe Industry 4.0 as the autonomous operation of machines and production systems with the goal of reducing the human workforce (Görçün, 2016), while others define it as the control of physical processes in smart factories through cyber-physical systems that communicate and make decisions independently but under the control of a central system (Soyak, 2017).The concept of work has evolved over time and undergone numerous changes. In primitive societies, work was primarily a means of sustenance, but as agriculture developed, individuals began to produce excess goods beyond what was needed for their own survival (Sezal, 2014). The feudal system emerged with the advent of agriculture, and the end of feudalism occurred at the beginning of the Industrial Revolution. In the last 25 years of the 20𝑡ℎ century, developments in society such as an increase in education and welfare levels influenced individuals’ expectations and led to changes in the meaning of work (Keser, 2005).Communications and interactions among people have existed since the earliest periods of human history. These interactions and communications reflect the changes and developments that have occurred throughout history. Because changes and developmentscontinue to happen in every era, individuals born within certain time frames have been grouped into specific generations (Aygenoğlu, 2015), with multiple classifications of generations occurring in the literature. The most widely accepted classifications are as follows: the Silent Generation (1925-1945), Baby Boomers (1946-1964), Generation X (1965-1979), Generation Y (1980-1999), and Generation Z (2000 and later; Reeves &amp; Oh, 2008, pp. 296–297; Crumpacker &amp; Crumpacker, 2007, p. 351; Haeberle et al., 2009, p. 62; Keleş, 2011, p. 131; Kyles, 2005, p. 54; Lancaster &amp; Stillman, 2002, p. 59; Senbir, 2004, pp. 22–26; Yelkikalan &amp; Altın, 2010, pp. 1–2; Kuran, 2014, 2015; Türk, 2013; Twenge, 2013)..The research has developed a questionnaire with 72 questions and consisting of four sections: demographic questions, theWork and Meaning Inventory (Steger et al., 2011), the Expectation fromWork Life Scale (Jusoh, M, Simun, M., &amp; Chong, S. C., 2011), and the researcher-developed Industry 4.0 Scale. The demographic section includes questions about the participants’ gender, education level, age, employment status, profession, institution, length of service at the institution, position, and time spent in the workforce. The Work and Meaning Inventory used in the second section was adapted to Turkish and tested for its reliability and validity by Akın et al. (2013), who found a Cronbach’s alpha = .93. The third section uses the Expectation from Work Life Scale (Jusoh, M, Simun, M., &amp; Chong, S. C., 2011) which includes separate questions about one’s ideas of an ideal job and current job. The scale was adapted to Turkish by İşmen (2012) and has a Cronbach’s alpha = .89. The fourth section uses a scale regarding Industry 4.0 that was developed by the researchers and has a Cronbach’s alpha = .75.The questionnaire for this study was created using the online survey site www.smartsurvey.co.uk. Due to the survey being conducted online, stratified sampling was used to ensure easy access to the sample. A total of 435 people were reached, and the data were analyzed using SPSS. The level of significance was accepted as p &lt; 0.05 in the data analysis.When reviewing the overall study and the analysis results, the common views that had been found in the literature regrading intergenerational differences are not supported. However, this result is consistent with the findings of some studies that found no significant or meaningful differences among generations (Gürbüz, 2015; Costanza, 2012; Kowske et al., 2010; Sackett, 2002). This finding is backed up by literature that suggests the multiple generation theory to not be supported, which posits that different beliefs, values, behaviors, and attitudes are caused by the social, cultural, historical, and political events members of a generation experience during their lifetime (Gürbüz, 2015; Glass ,2007; Inglehart, 1997). This may indicate that popular classifications of generations inspired by the multiple generation theory may not be completely valid in Türkiye (Gürbüz, 2015, p. 52).This study has limitations in four areas. The first limitation is that the questionnaire was administered online, which means that face-to-face contact was not possible with the sample group and thus they may not have answered the questions honestly or accurately. The second limitation is that the study used a cross-sectional data collection method. In intergenerational studies a longitudinal data collection method may be more useful for identifying differences, as the values, attitudes, and behaviors of generations may change over time. The third limitation is that no existing scale is found in the literature regarding Industry 4.0, and the scale used in this study was developed by the researchers. While the scale includes important concepts related to Industry 4.0 and business life, it could be further developed in future studies. The final limitation is that the study was conducted only with individuals in different age ranges in Turkish society. A more holistic and illuminating study could be conducted in the future with an intercultural research plan.Future studies could benefit from develop a more comprehensive Industry 4.0 Scale and from conducting studies in cooperation with various companies. This would allow for more widely accepted results to be achieved regarding Industry 4.0.For future studies, itwould be beneficial to develop a more comprehensive Industry 4.0 scale and to conduct studies in cooperation with various companies. This would allow for more widely accepted results about Industry 4.0 to be achieved.

Digital platforms are entities that operate through digital spaces and mainly involve social media companies that have positioned themselves in various markets. Digital platforms began their journey as social media sites that enabled users to create social network connections with the help of profiles. The programmability of social media sites evolved these sites into platforms, while programmability changed the structure of the web. Today’s digital platforms are more often referred to as markets because of the many actors they have participating in various processes. Digital platforms generate revenue through user interaction; in return, content producers also help them generate revenue.Journalism has been deeply affected by the platformization of news. Digital spaces have changed traditional journalistic practices. Under the platform capitalism, digital spaces have curated individuals’ life styles and how they perceive, react, and see things. In return, journalism as an ethical practice has transformed itself as a result of the new modes of communication and commercialization. The rise of digital journalism has paved the way for new modes of sharing and producing news, which can easily be termed as producing content. News production has become dominated by the mechanisms that govern platform logic,a logic that lies in the mechanisms of datafication, commodification, commercialization, and consumption and that have affected the role of journalists in society.Instagram as a digital platform has changed and influenced individuals’ life styles, with influencer being the term used to refer to those who promote different life styles or products on Instagram. Brands and companies that effectively use the platform logic of Instagram generate revenue with the cooperation of influencers as a part of brand communication. Today’s influencers have a celebrity status and enjoy the different role social media has given them. This paper discusses the rise of the influencer journalist in 	relation to journalists’ role in society and how they have been affected by platform logic and commercialization. In fact, journalists have found defining their roles that have become difficult with the rise of digital journalism.The concept of platforms points to an infrastructure that supports the design and use of particular applications, such as operating systems, gaming devices, mobile devices, and digital formats.With the rise of digitalism, platforms have begun referring to central themes because platforms also provide opportunities for communication, interaction, and sales. A platform’s most important tenet is its programmability. The notion of programmability has enabled a change in the structure of the web. Today’s platforms are more often referred to as digital structures that exceed their technical connotations. Digital platforms are not simply technological tools that enable one to do things online such as chatting, sharing, commenting, searching, buying things, listening to music, or watching videos. However, these online activities actually shape the way people live and how societies are organized.The rise of search engines also means that news organizations somehow began to lose control over the news. Most professional news organizations started to provide digital journalism for their readers on the basis of fast, accurate, and comprehensive news coverage. However, this process changed how news is produced, distributed, and monetized. The production of news is designed to obey the mechanisms and the organizing principles of the platform ecosystem.The platform ecosystem has changed journalism practices overall with its principles. Digital platform dynamics have led journalists to struggle professionally with the change in the system. The rise of digital platforms, especially social media platforms such as Instagram, has transformed not just journalism but also journalism as a profession. The ethical and professional principles of journalism have been eroded, journalism began to be seen as influencing and starting to act with the logic of digital platforms. The corporate umbrella that protected journalists has been replaced by the principles of platform capitalism. The aim of this study is to examine the precarization of journalism as a profession under the dominant power of digital platforms.This paper concentrates on changing journalism as a profession under the dominant platform capitalism. The precarization journalism has undergone at the hands of platform capitalism has led the rise of influencer journalists. Precariat refers to the workforce that works in non-permanent, irregular, insecure, and mostly part-time jobs without the benefit of protective measures. Precarization in journalism as a result of digitalism has led journalists to work under insecure conditions and in freelance positions. Therefore, most journalists have had to adapt themselves to new roles and working conditions. These new conditions also require them to be influencer journalists. The aim of this paper is to examine the precarization of journalism as a profession under the dominant power of digital platforms.

Global climate change has been known to occur as a climate phenomenon for many years and has had an increasing effect, especially in recent years. When considering that human behaviors also lead toward the destruction of nature, extensive degradation is seen to occurs in the climate and ecology as a result of global climate change, and this condition brings many deficits to the agenda in terms of the diversity of living things and the preservation of atmospheric balance. Climate-related phenomena may result from many different geological, technological, and biophysical factors and may also present different results in different countries. In fact, these problems may vary based on human characteristics (e.g., age, gender, race).Climate migration is an important concept that has emerged in discussions centered on global climate change. Climate migration as a concept refers to the condition of individuals who willingly choose or have to leave their country or region for climate-related reasons and go to a different region or country other than their own. The literature is seen to prefer concepts such as environmental refugees and climate refugees for referring to these people, and a drawback is present pertaining to states’ use of these concepts.Although climate-centered subjects started coming to the agenda during the Industrial Revolution, these effects really started to stand out in the 20th century. The inclusion of the human factor in the coverage of environmental problems has demonstrated the fact that the problem is not only caused by climate. Climate change appears to be limited to certain regions, but a gradual increase in environmental problems has been occurring, and the severity of this witnessed change has intensified through natural disasters. Such a change fundamentally affects human lives. Migration cases have occurred on various continents as climatic conditions have changed, with people moving to different places. For example, the communities on the Pacific islands have moved to inner areas due to the erosion of coastal regions and fishermen have immigrated to other cities in Asia due to violent storms and ocean acid levels. These examples as well as the domestic migrations in Middle Asia due to climatic causes are among the communal reflections of the change being experienced.Climate refugees face many problems in terms of security. At the forefront of these problems is the climate-related security problem. Relocation that occurs due to climate change can take place between regions and even between countries. The most important of the security-related problems occurring due to climate involve food safety, food problems, and disease. When considering that the lack of adequate precautions may cause wars, disputes, and conflict-sourced crises and tensions, the climate refugee problem is known to not be able to be restricted to just one region; the present problem is a general problem for all humankind and constitutes a global threat.Climate refugees also face security problems due to their lack of legal status. Although these refugees face a change of place due to climate, the problem has different political, economic, cultural, and other aspects for different states. Another dimension of the climate refugee problem is their inclusion in temporary protection orders. This condition presents the point of view that focuses on how human rights should be extended to the issue in order to solve the present problem.Another aspect of the security problems climate refugees face is related to social life. Immigrating individuals have the aim of embracing life in their new location. The success refugees have in the phases of adapting in terms of this basic vital aim is related to the opportunities their immigration provides them. Refugees enter into a process that demands they act in accordance with different factors that cover life, social environment, and culture. Factors such as gender, age, and time it takes to adapt to the new culture can also be mentioned among the subjects that affect their ability to adapt.States’ perspectives toward climate migration are also draw attention. Although the prohibition against sending refugees back has the tendency to expand to cover climate-centered individuals, an uncertainty exists in this regard. This is due to the fact that states regard environmental rights as a third-generation human right. Thus, states’ investments in protecting their borders and security are at a much higher level than their investments to protect against climate change.Although the climate immigration problem seems to be a climate-based problem, this study covers different aspects of the problem and evaluates the status of individuals who’ve voluntarily or mandatorily left their regions and also evaluates the issue both in terms of refugees and states. The study has a theoretical basis. While dealing with global climate change, climate refugees, and the security problems refugees face, the need is also seen to examine issues such as the climate change-based security problem, the security problem experienced by climate refugees in terms of their legal status, and the security problem regarding social life. From this point of view, although climate immigration has started as a result of climate change, headings such as settlement, recognition, and discrimination demonstrate that immigration needs to be evaluated in expanding and diversified backgrounds. The approaches international regulations and states take toward climate immigration also present the fact that refugees will continue	to be discussed in the international arena well into the future.

The Mediating Role of Presenteeism in The Effect on of Job Insecurity in The Private Sector on Employee Performance

International non-governmental organizations (NGOs) that consider providing emergency assistance to immigrants who are caught trying to Turkey’s borders employ social workers through projects in these regions. Within this scope, the study interviews 15 social workers who work as field workers (SHU) regarding their work conditions, income levels, job security, exclusion, and professional difficulties using the semi-structured interview technique and examines the resulting data were examined by the program Maxqda. All social workers are employed full time, and all social workers apart from the project assistants were determined to work on-call on a 24/7 basis, with overtime being used as paid leave. While project assistants earn an average of 23,000 TL per month, 66% of the participants earn a monthly income of 16,000 TL or more. This amount is above the national average. Meanwhile, the foreign experts working as senior managers in offices are observed to receive 500%-600% higher wages than experts working in the field, and this results in discrimination:I think there is a difference in wages between foreigners and Turks. So, if I earn on a $1000-1,100 basis, they start at $5000. I think this is unfair. I work like a dog day and night while they take the world. (SHU1) According to 26.6% of social workers, the most important problem encountered in the profession is the uncertain work hours: Due to this job’s intensity, you don’t have much of a social life. The biggest problem for me is this. (SHU9) Again, according to 26.6% of the participants, the most important problem encountered in the profession is the project-based employment. Because all international organizations operating in border regions provide project-based employment, there is no job guarantee at the end of a project: Now I have experienced this before. All of these works are project-based, you sign a 1-year contract, but you don’t know what comes next. (SHU5) In addition, the environments encountered in the field are also among the problems that the participants have difficulty solving. These include refugees whose medicines were confiscated or children who were given sleep medicine so that they would not make a sound: When I started my career, I was affected by everything, but now I am not so easily affected. The cases I am affected by are as follows: I can still be influenced by children. Let me give an example: during the push back, a parent who has a child between the ages of 0-1- or 0-2 gives them sleep medicine so that the child does not cry. In such cases, they don’t know what the dosage should be. Of course, they unconsciously give a random amount. (SHU7) In the interviews, although the participants earn income above market conditions, their conscientious feelings rather than income was seen to increase their motivation to work. While the most important source of motivation for 80% of the participants consisted of human emotions, only 20% stated income to be effective: I find the income low because we work 24/7. It is difficult for families to leave their children at the beginning of the night or in the early morning. I am not doing this for financial reasons. I am motivated to help people. (SHU11) When asked about the method of coping with the problems they encounter or are exposed to, 40% stated having received or continuing to receive professional support. However, 26.6% of the participants stated having trouble with the psychologists who work at the institution. Despite not being professional, they overcome it in the context of friendship relations: We go through a lot of trauma, such as seeing a mother die in childbirth. We have colleagues who are psychologists. We talk to each other and help each other, but I don’t receive enough support. (SHU2) 13.3% of the participants feel that they’ve been exposed to discrimination in the field because they work with immigrants. Apart from this, 20% of the participants feel that they’ve been exposed to exclusion or discrimination by their friends or relatives due to similar reasons: It can happen in some villages. Or while some public servants thank you and hold you in high regard, others look down on you. (SHU1)&nbsp;

Working With Immigrants: A Qualitative Study on the Experiences of Field Workers

This research investigates the dynamics of knowledge production in social work, an applied multidisciplinary field whose institutionalization at universities in Turkey is rather recent and yet has been rapidly expanding since the early 2000s within the context of neoliberalization of higher education. It focuses on knowledge production at the master’s degree level, not only because it is considered the primary step in professional and academic expertise, but also because this education level has expanded with the commercialization of universities. With the neoliberal transformation in Turkey, especially since the beginning of the 2000s, the emphasis on university-private sector cooperation in Turkey, foundation (private) universities, and the commercialization of social work have exacerbated. This transformation re-drew the boundaries between scientific and applied knowledge in social work, which has been deprofessionalized and bureaucratized in the context of neoliberalization (Garrett, 2010; Healy &amp; Meagher, 2017; Macias, 2015; Randall &amp; Kindiak, 2008; Rasmussen, 2011; Specht, 1972). At this point, the present research poses the questions related to what social work master’s theses’ numbers, subjects, methods, and cases are, as well as how they are changing at a time when the field of social work expanded in universities in Turkey. These questions were addressed through document analysis of master’s theses in social work published within the 2005-2020 period to reveal the basic features of academic knowledge production in the field of social work in a changing Turkey.There were three stages in the data collection and analyses processes. First, the abstracts and full texts of a total of 674 master’s theses completed in the departments of social work, social services, and social work policies and management were retrieved from the Turkish Higher Education’s Thesis Center. They were examined in terms of descriptive information, such as the names of the university, advisor of the thesis, publishing year, and title. Second, research subjects, spatial case selection, data collection, and analysis methods were used on these compiled theses. Finally, the methodological integrity of these theses was further reviewed by looking at the coherence between their methods and sampling techniques.The findings indicate that, first, the number of master’s thesis in social work skyrocketed, especially after 2016, in line with the escalating number of post-graduate programs in social work in Turkey. However, this quantitative expansion has been experienced with an unequal geographical distribution. Most of the examined theses focused on Istanbul and Ankara, where most of the graduate programs are located. In contrast to the wider tendencies in the internationalization of higher education, the examined theses mainly focused on Turkish-specific cases, with very few incorporating an international or comparative approach.Second, the increasing number of master’s theses in social work brought about a diversity of research areas. While they were limited to a few topics, such as medical and psychiatric social work or family and marriage, topics like working life, children, youth, migration or poverty were recently included in social work master’s theses. This can be related to the multidisciplinary structure of social work departments stemming from the diversifying academic backgrounds of faculty members (Alptekin et.al., 2017, p. 15), as well as the newly emerging areas of employment in social work (Topuz &amp; Öz, 2014, p. 154). Similarly, research methods employed in social work master’s theses have also diversified. During the 2000s, quantitative research was nearly the only approach in social work, whereas in the last decade, qualitative or mixed methods have also become visible.Third, despite the increase in diversity in terms of research areas and methods, the investigation of these master’s theses raised questions about the production of scientific knowledge in social work at universities. As a result of the methodological review of the master’s theses in social work, it is seen that most theses lack basic methodological qualities, such as the correct identification of population and sample and appropriate employment of sampling techniques. The fact that the volume of such deficiencies does not alter according to time, type of university (public or private), or geography indicates an established low methodological standard among social work master’s thesis completed between 2005 and 2021 in Turkey. Based on these findings, this study argues that knowledge production in social work at the master’s level has expanded quantitatively and diversified in terms of research areas and methods, while moving away from the foundations of scientific knowledge. It has been bureaucratized through limited research scopes and standardized thesis writing processes, yielding the conclusion that it has transformed into a mass production process.

A Review of Discrimination and Labeling of Refugees Using the Example of Syrian and Ukrainian Refugees

The United Nations Sustainable Development Goals (UN SDG 10) seek to reduce inequalities within and between countries UN Türkiye, 2023). Countries have their own unique historical, social, cultural, and economic characteristics. In addition, currency fluctuations and the multiple data gathering and reporting methods contribute to this complexity. Learning from other countries’ experiences is difficult while trying to set a policy against income distribution inequality in a country.A list of measures is found for assessing income distribution inequality, and graphing methods involve frequency distributions, areto’s Law of Income Distribution, and Lorenz curves. Meanwhile, statistical methods include relative mean deviations, the coefficient of variation, the Gini coefficient, and the Palma Ratio.The most common measure of income distribution inequality is the Gini coefficient, with an ideal distribution corresponding to zero and total inequality corresponding to one. The Gini coefficient has no correlation to gross domestic product (GDP). The United States of America has a higher GDP than Türkiye, but both countries have similar Gini coefficients around 0.39-0.40.Income distribution inequality has grown from 0.50 in 1820 to 0.65 in 2010 (Hayes, 2022). The European Union reports an average Gini of 0.30 for Europe and 0.43 for Türkiye in 2021 (Europe Sustainable Development Solutions, 2022).Inequalities are related to development. The New Economics Foundation (NEF) set fıve pillars for explaining the wealth gap: 1) initial conditions (inheritance), 2) childhood (early access to mature health and education services), 3) external (globalization, liberalization), 4) national economy (structure, sectoral view), and 5) policy-taxes (government intention and tax system).This study uses a simulation to consider all the critical system interdependencies, constraints, complexities, and variability, with convenience being had in comparing scenarios involving low-risk, low-cost ways, causes, and/or cures to real-life problems (Berger, 2022).Goldratt Research Labs provided the programWealth Gap Simulator (v 1.2.4), a discrete event- and agent-based hybrid simulator. Its purpose is to test basic strategies in the quest to reduce the wealth gap (Goldratt Research Labs, 2023).The simulator uses three main structures: non-zero-sum wealth, zero-sum wealth with capped gains/losses, and zero-sum wealth with uncapped gains/losses (Goldratt Research Labs, 2023). In a non-zero-sum wealth structure, the total wealth of the simulated population can increase or decrease. This is a representation of free trade and capital mobility. In a zero-sum-wealth structure, the total wealth is conserved. This is similar to closed economies that prevent capital diffusions. “Capped” refers to limiting gains and losses from any trade transaction based on the involved minimum wealth. Similarly, “uncapped” refers not to having no limits on gains and losses in trade transactions by following the involved maximum wealth. In this structure, one is able to gain or lose in proportion to one’s wealth.The simulation has several parameters, such as number of traders, enforcement of unique trades, days of trading, capped or uncapped gains/losses, conservation of wealth, wealth tax, and tax redistribution (Goldratt Research Labs, 2023). These are the common ingredients in any policy alternative. Governments have a chance to assess their policy alternative using the simulation prior to a full-scale implementation.This study will test these parameters as scenarios-per-structure to assess the effect on the Gini coefficient. The number of traders has no effect on the Gini coefficient. The longer the days of trading, the higher the Gini coefficient becomes.Wealth tax is beneficial only if a part of the collected tax is redistributed to the poorest 20%. Increasing the transferred amount or switching to the poorest 50% or greater has no positive effect on the Gini coefficient. Saving poor people from the consequences of losses, especially in their first days of trade, is more effective than limiting gains to reduce the Gini coefficient.This study proposes a schedule that includes a short-term shock program, gradual increase of the wealth tax to 20%-50%, and a transfer of 20% of the obtained fund to the poorest 20% in order to reduce the inequality of the income distribution. Attention has been drawn to questions that are useful for contributing to decision-makers and for discussing on the political agenda.The following is a list of questions for future researchers. Could Türkiye leave NATO or the customs union? Could Türkiye reduce the budget of its Ministry of Defense? Could Türkiye go bankrupt? Do any of these options help reduce Türkiye’s Gini coefficient? Is there a reasonable target for a Gini coefficient? Is continuing to support the poorest segments forever sustainable?

Reducing the Wealth Gap with a Simulation-Based Proposal

The research on civil society and civil society organizations has had a long history. However, it also draws attention as a subject that has been increasingly addressed in recent years. In this respect, civil society and their respective organizations constitute an important field of study regarding social policy, because the qualitative and quantitative status of civil society is accepted as an indicator of the development of countries and societies. Although some issues occur that cannot be unanimously defined, civil societal understandings have developed by being shaped around certain cultural values in the lives of societies. In other words, the forms of organization that these understandings bring with them are inevitably formed with various qualities that change from one country to another. In this respect, the Federal Republic of Germany is a remarkable country. Comparative studies have characterized Germany as a model country regarding its welfare state classifications and categorization of civil society regimes. As a matter of fact, the social policy and welfare state approach that forms the basis of the social structure in Germany has also affected civil society organizations socioeconomically and legally and is an important factor in how they are positioned.In line with this, this study aims to determine the current situation of the understanding and organization of civil society in Germany. The main question here is how Germany is categorized as a country in civil society regimes and where is the situation heading. Therefore, this study examines the understanding and organization of civil society in Germany as one of the most politically and socioeconomically important countries in the world from the perspective of the transformation of social 	policy-welfare state understandings and makes an assessment of the current situation in the country.As in the rest of the world in recent years, the quantitative and qualitative development of organized civil society in Germany has received much attention. The political authorities are interested in various studies and practices and have supported the development of civil society through specific regulations. The analysis this study conducts shows that the first types of civil society organizations in German society in the modern sense were encountered in the 19th century. In this respect, a growing interest is seen to have occurred, one that has been intensifying since the 1990s. Germany can be said to have an above-average position in the world ranking in this regard, and its statistics that reveal the understanding of civil society to have developed through gradual diversification over the years is an indication of this. Unfortunately, no exact number can be given regarding the number of civil society organizations there, which are said to have increased especially after the German unification in 1990. However, research conducted in recent years helps to understand the volunteering and institutional infrastructure of civil society. In this context, both volunteerism and the number of civil society organizations (currently more than 656,000) have increased in Germany.Research on the understanding and organization of civil society in different countries shows that Germany is positioned differently from the Anglo-Saxonworld and from Scandinavian countries, aswell as its classification of social policy and existence as awelfare state. It is seen that the relations between non-governmental organizations and the state in Germany are strong and a corporatist approach is adopted. The fact that Germany is seen as one of the models of a corporatist welfare state in which civil society actors play an important role in the welfare mix actually indicates the presence of a wide space for civil society organizations alongside the state, especially regarding the provision of social services and practices to those concerned. First of all, this is the manifestation of the social policy-social state approach that developed in relation to the construction process of the German national state and is nothing more than a path dependency that has developed for over a hundred years.In Germany, the reforms in the welfare state and especially the social changes caused by demographic developments in recent years have produced important results by affecting the preferences of those in civil society organizations. The civil society organization has shown a growth trend simultaneously accompanied by a structural transformation. This is because the increase in non-profit limited liability companies and the trend toward the informalization of civil society participation has simultaneously paved the way for the weakening of the corporatist institutional foundations of the German civil society understanding. In other words, organized civil society in Germany has grown, and its main characteristic is transformation. The German civil society regime must therefore also seek a position in the context of the transformation of social policies and the welfare state. In this context, these societies can evolve partly toward a liberal civil society regime. This is because the increasing tendency toward ‘corporatization’ and ‘professionalization’ in civil society organization in Germany in recent years will give more space to the market, as well as in the liberal understanding of the civil society regime.

Civil Society in Germany: Its Conceptualization and Organization

Cinematography is a tool used extensively to influence the masses as a soft-power apparatus or as a big industry. In view of its universality in regards to the political, social, cultural, and economic messages conveyed to the audiences, cinema (i.e., movies) have been the subject for many scholars from different scientific fields. In particular, cinema has converted into a multidisciplinary and cross-cultural academic discipline in the social sciences over the last few decades. This has also been the case for scholars with expertise on topics such as labor studies, labor relations, labor economics, and social policy. The reason behind this reality is the fact that cinema involves socially realistic themes such as disadvantaged groups, labor movements, immigration, labor history, unionism, political disputes, industrialization, the problems of urbanization, cold war, and economic issues including economic crisis and reflects those sorts of issues directly into scenes. In addition, workers in the cinema sector and their problems with wages, conflicts with capital owners, unionistic struggles, and collective bargaining procedurals are other things that will be taken into account on the basis of cinema’s correlation with labor studies. Therefore, cinema has become the fundamental focus for labor scholars.Using the content analysis method, this article investigates the main dynamics of labor markets such as Akhi principles (the relationship between master and apprenticeship), agricultural capitalism and its laborers, trade unionism, labor consciousness, and the conflict between capitalism and socialism based on the movie İftarlik Gazoz (Aksu, 2016). The movie is about the economic as well as political outcomes of the military coups that took place in Türkiye in the 1980s within the context of the dramatic life story of Adem. While elucidating on the tragic events in the aftermath of these military coups, the movie clarifies the particular economic and political conditions of the era for a province in the Aegean Sea in line with the labor market dynamics that are stated well in advance. From this perspective, the movie can be referenced as an absolute panorama of social realistic happenings at the onset of the 1980s. The master-and-apprenticeship relationship between Cibar Usta, the seller of Turkish mineral water, and Adem, a primary school student, signifies the principles of the Akhi organization, whose roots date back to the 13th century in Anatolia. Sevket Aga, who possesses large acres of tobacco land, serves as a reference to capitalism in agriculture, while the unionizing efforts of Hasan, Sevket Aga’s son, regarding agricultural laborers signals the reality of trade unions. Again, Hasan’s academic struggles to make Adem into an intellectual man shed light on the issue of labor consciousness. Lastly, Cibar Usta’s challenges to combat large capital owners within the beverage sector demonstrates the conflicts between socialism and capitalism.The paper contributes to the literature in various ways. First and foremost, associating labor studies and the issues of labor relations (e.g., trade unionism, collective bargaining, socialism vs. capitalism, arbitration, mediation, strikes, labor vs. capital, lockouts) with cinematography is a contemporary approach that has gained great momentum over the last few years. This method has paved the way for overlapping theory with practice, which also accelerates students’ learning capabilities, especially for intangible concepts in the social sciences, and enriches teaching environments. Within this context of the principles of learning and teaching, visual and audial magic comes to the fore in how it stimulates learning and diversifies teaching. This strategy has also led to multidisciplinary and joint works that offer new insights for labor relations as an academic discipline.Meanwhile, the paper has several restrictions. Initially, the paper just analyzes a movie; however, more than one film could be subjected to academic analyses; this would result in more generalizable outcomes. Future researchers can be recommended to enlarge the scope of the analysis and utilize new software programs like Maxqda, Nvivo or Atlas for analyzing qualitative data.

One of the important matters in economic theory is the debate on income inequality. The role of the state and institutions in improving income inequality in developed and especially developing countries is gaining importance. In this context, it is necessary to determine the dynamics affecting income distribution to determine and create economic policies.The study analyzes the years between 1994 and 2017. The selected group of countries is known as the Fragile Five (Brazil, India, Indonesia, South Africa and Türkiye). In these countries, income distribution dynamics will be determined by using panel data analysis - CCE estimator. CCE is an estimator that derives coefficients on the basis of panel overall as well as cross-sectional units. Therefore, this estimator allows the analysis results to be interpreted in the terms of the panel overall and cross-sectional unit.The analysis of this study was executed by using eleven different variables. The GINI coefficient represents the income distribution as dependent variables. In addition, variables that are thought to affect income distribution inequality are policy interest, money supply, public expenditures, tax revenues, per capita national income growth, inflation rate, trade openness, financial openness, financial development and human capital data as independent variables.When the coefficients were appraised in terms of the panel as a whole, it was concluded that the variables x2 (broad money supply), x9 (financial development) and x10 (human capital) have statistically significant effects on y (GINI coefficient) used to represent the income distribution in the Fragile Five countries. Although these statistically significant effects in the terms of variables x2 and x10 are positive, the opposite x9 is founded negative. Accordingly, these findings in terms of panel overall mean that augmenting in broad money supply and human capital increases income inequality, while increasing in financial development decreases income inequality.The increase in human capital may not be sudden and total, and although there is an average increase in the country’s human capital, it is thought that the development of human capital and the increase in the number of qualified personnel lead to a widening of the income gap between a certain group of unqualified personnel and the existing one.For this reason, it is assumed that the increase in human capital will be reflected in the GINI figures after a certain level. In addition, the broadly defined money supply could change the saving and borrowing capacity in favour of high-income groups. The lower income group will be able to benefit less from monetary expansion than the upper income group, so the income distribution may deteriorate further.Financial development could impact income inequality through various channels. Improved access to financial services and opportunities may empower low-income individuals, thereby reducing inequality. However, if financial development benefits the wealthy or exacerbates financial market distortions, it can broaden income gaps, perpetuating inequality.&nbsp;When the coefficients are evaluated in terms of the cross-sectional units:In Brazil, it was concluded that variables x1 (policy rate), x3 (public expenditures), x6 (inflation rate), x9 (financial development) and x10 (human capital) have statistically significant effects on y (GINI coefficient) used to represent income distribution. Although these statistically significant effects in the terms of variables x1, x3, x6, and x9 are negative, the opposite x10 is founded positive. Accordingly, this finding, specific to Brazil, means that increasing in policy rate, public expenditures, and financial development decreases income inequality, while escalating in the human capital increases income inequality.&nbsp;In India, only variable x2 (broad money supply) has a statistically significant impact on y (GINI coefficient) used to represent income distribution. This statistically significant effect of x2 on y is found to be positive. Accordingly, this finding, specific to India, means that augmenting the broad money supply increases income inequalitySimilar to India, also Türkiye, only one variable, x10 (human capital), has statistically significant effects on y (GINI coefficient) used to represent income distribution. That statistically significant effect of x10 on y is founded positive. Accordingly, this finding, specific to Türkiye, means that an increase in human capital escalates income inequality.In addition to those findings, for both Indonesia and South Africa, it was concluded that the whole explanatory variables, which are thought to affect income distribution inequality, do not have statistically significant effects on y (GINI coefficient).&nbsp;

In Turkey, the social policies applied to the relatives of martyrs, veterans and veterans differ in the relevant legislation according to the type of event that caused them to be martyrs or veterans and the degree of their being affected by this event. It is thought that this study will clarify how by whom and under what conditions the social policies are applied. In the study, the rights provided on the basis of state institutions and their implementation have been examined and attention has been drawn to the adequacy level of these rights and the places where it is thought that there are deficiencies that need to be improved. The social policies implemented for the relatives of martyrs, veterans and veterans were evaluated in psycho-socio-economic terms.There are very few studies in the literature on social policies implemented for the relatives of martyrs, veterans and veterans. In this study, as in Erzincanlı’s study in 2020, it was revealed that the participants were largely satisfied with the social policies implemented, but differences between statuses were observed. In Karabulut’s study conducted in 2017, it was observed that the degree of satisfaction with the social policies implemented was high.In general, the problems encountered in the use of some positive privileges provided to individuals in the disadvantaged group negatively affect the relatives of martyrs, veterans and veterans who are already psychologically, sociologically and economically worn out. Instead of struggling to obtain the new rights they need, they must ensure that their existing rights are recognised.In this study, face-to-face interviews were conducted with 20 participants and content analysis was conducted in the light of the data obtained. In addition to the answers given to the questions during the interviews, observations were made. Because of the research, it was seen that the level of adequacy of the social policies utilised by the participants was high. In addition, it has been concluded that there are places that need to be developed according to the areas where social policies are utilised and are considered to be missing.When the participants were asked the question "How do you deal with these problems you face?", they said that they mostly found a solution by complaining to the necessary authorities. In particular, the General Directorate of Martyrs’ Relatives and Veterans, which was established in 2011 and started its activities within the Ministry of Family and Social Services as the General Directorate in 2018, played an active role in areas such as coordination and information of the rights provided and made their work easier. Participants see the Non-Governmental Organisations to which they are affiliated as another solution.Since the rights whose procedures are carried out by the SSI Presidency generally cover various payments in the field of economy, these payments are often not sufficient in today’s conditions. Since these payments differ according to those in various statuses, it is seen that these payments sometimes lead to inequality among the relatives of martyrs, veterans and veterans. In this context, it is thought that updating the payments according to today’s conditions and eliminating discrimination between statuses will improve the quality of life of service beneficiaries.The rights provided in terms of employment are generally not sufficient. The right to employment, which is of utmost importance in terms of standing on their own feet, is not sufficient as the number of relatives of martyrs and veterans increases. For example, when a martyr has 3 children, 2 of them can benefit while the other child cannot. This situation creates difficulties in terms of who will benefit, while on the other hand, it decreases the quality of life. The participants stated that they demanded support, especially for veterans engaged in agriculture. From this point of view, it is thought that it would be appropriate to provide various incentives to veterans who make a living with agriculture.It is known that they do not benefit equally from the rights provided in the field of health services, as in other rights, since there are status differences according to the laws. In addition, the fact that the personnel working mostly in health service providers are sometimes not informed about the legislation confronts the relatives of martyrs, veterans and veterans who are already there due to their illnesses with difficult situations. In this context, it is thought that informing public personnel about the procedures concerning the rights of martyrs, veterans and veterans’ relatives and diversifying and increasing the seminars held at this point will play an effective role in solving the problem.It has been observed that satisfaction with the rights provided in the field of education is generally high. However, it was observed that some of the participants did not benefit from the right to education for themselves or their children because such a right was not yet recognised when they were martyr relatives or veterans, and then they did not benefit from it when their children grew up. In addition, it was also observed that especially the soldiers who were martyred in the previous years were martyred while they were still single, so they did not have children who would benefit from the right to education. It was observed that the participants stated that they tended to refuse to receive education for their children. At this point, it is thought that organising seminars to encourage the children of martyrs and veterans to receive education will have effective results.&nbsp;While the relatives of martyrs, veterans and veterans who are generally satisfied with the rights provided by the Ministry of National Defence, it is seen that the right to use the military facilities, which is the most used, creates a problem when those with a certain status can enter while others cannot.It is thought that providing psychological support against post-traumatic stress disorder of martyrs’ relatives, veterans and veterans’ relatives, who are worn out due to the processes experienced, even if they do not show any symptoms, will increase the quality of life. In addition, it is thought that regular group work by multidisciplinary teams consisting of social workers and psychologists within the scope of psychosocial support will positively affect the quality of life.

In the last quarter of the 20th century, the structure of sectors and employment has changed and advances in technology have increased unemployment rates. On the other hand, changes in the production and organisational structures of workplaces, as well as the internationalisation of competition due to globalisation, have led to an increase in flexible forms of employment such as temporary and part-time work (Görmüş, 2019, p. 68).When discussing the labour market’s failure, unemployment is often the first issue that comes to mind, but underemployment is also a significant issue when considering the productivity loss it causes. Underemployment is undoubtedly a significant issue in terms of the wasteful use of resources, even though it does not have the same profound macroeconomic implications as unemployment (Dikmen, 2021, p. 212).In practically all developing countries, underemployment and unemployment in urban areas are still prevalent. In this regard, underemployment and unemployment are significant issues in Türkiye. People cannot withstand unemployment for a long time because it comes at a heavy cost. To end unemployment, unemployed people might need to take advantage of their current job chances. People are being used inefficiently in this situation (Küçükali and Özmen, 2019, p. 142). In other words, underemployment causes a loss of social welfare. This problem is more common in agriculture economies, where informal employment is widespread, and in medium- and small-sized underdeveloped or developing countries where businesses dominate the economy. In this respect, it can be stated that underemployment is an important problem area in Türkiye (Ünal and Gönülaçan, 2019, p. 130).&nbsp;Underemployment affects young people, women, and low-skilled workers globally. These individuals want full-time, permanent jobs but are often forced to accept temporary or part-time jobs. In general, the average education level of the labour force is increasing worldwide. However, despite the high educational attainment, the labour market often does not meet the needs of higher education. One consequence of this is the problem of overqualification, skills mismatch, or underemployment. Similarly, one of the major problems facing Türkiye is the inability of educated youth to find a job. In addition, another important problem area is that young people work in fields different from their qualifications or are employed on a temporary and part-time basis rather than full-time. As in other countries of the world, underemployment, which is a broadly defined element of unemployment in Türkiye, is an important social policy problem that points to the loss of productivity (Emeç, Üçdoğruk Birecikli and Kümbül Güler, 2020, p. 139-140).Time-related underemployment is an important issue that requires examination. The purpose of this research is to analyse the variables influencing time-related underemployment in Türkiye. The sample was derived from the microdataset for 2022 Household Labour Force Statistics from TURKSTAT. First, those who were employed and working during the reference week were chosen from among the 628,936 participants. Then, individuals working less than 40 h per week were included in the sample. In the third stage, people except for the heads of households and their spouses and children were eliminated. Finally, those who worked during the reference week but had 0 working hours were excluded from the sample. The final sample size consisted of 37.958 participants.In this research, time-related underemployment was the dependent variable. This variable was measured on the basis of respondents’ answers to the questions on employment, willingness to work more time and availability to work more time. Three categories were used to group the independent variables. Individual variables include gender, age, level of education, and marital status. Social variables included proximity, household size, and region of residence, whereas work-related variables included SSI registration and workplace situation. The research aims to answer two basic questions: (1) Are there statistically significant differences in time-related underemployment between the sub-sample groups? (2) To what extent do the independent variables used in the research explain the probability of being in time-related underemployment?The article is divided into three main sections. The first highlights the conceptual discussion of time-related underemployment and emphasises the issue’s importance in the literature. Following that, TURKSTAT data are used to present the current situation of affairs in Türkiye. In the second part, after the method and sample used were introduced, the analyses were carried out. The distribution of time-related underemployment among subsample groups is analysed using descriptive statistics. Mann-Whitney U and Kruskal– Wallis-H tests, which are non-parametric analysis techniques, were utilised for difference analyses since it was found by the normality test (Kolmogorov-Smirnov) that the data were not normally distributed. Finally, binary logistic regression analysis was used to analyse the variables that explain time-related underemployment. In the last section, the results are summed up and contrasted with the results of the previous studies in the literature.The results of the analyses that were carried out can be summed up. The difference analysis findings indicate that every variable used causes statistically significant differences in time-related underemployment. Most the sub-sample groupings show a considerable differentiation when pairwise comparisons between them are considered. The dependent variable’s change is explained by every independent variable, with the exception of household size, according to the findings of the binary logistic regression analysis. Together, individual, social, and work-related variables account for 19.2% of the risk of time-related underemployment.

The global population is rapidly ageing, a trend propelled by the combination of increasing life expectancy and declining fertility rates, thanks to advancements in health care and medical technology. This demographic shift necessitates the development of city policies that prioritize the well-being of senior citizens, ensuring they can lead healthy and harmonious lives. In this context, the significance of age-friendly cities and municipalities becomes even more pronounced, underlining the urgency of the issue.Population projections also show that Türkiye’s population is ageing rapidly. The decrease in childbirth and prolonged life expectancy are reasons for the population ageing. Age-friendly city and municipality practices are critically crucial for Türkiye, which is undergoing demographic change. The urgency of this issue cannot be overstated. In this sense, the World Health Organisation (WHO) Global Network of Age-Friendly Cities and Communities is vital in identifying different practices and using them as a model.TheWHOGlobal Network for Age-Friendly Cities and Communities, launched in 2010, plays a crucial role in meeting the needs of the ageing population. The network not only promotes age-friendly cities and communities but also facilitates the sharing of knowledge, experience, and good practices. The commitment of cities and communities to implement age-friendly practices, with the cooperation of various stakeholders, is a testament to the network’s influence. It provides guidance, resources, and information sharing, and organizes training programmes and workshops to ensure the effective implementation of age-friendly practices.A qualitative method was used in the study. The services provided by Muratpaşa, Kadıköy, Beşiktaş, Seyhan, Bornova Municipalities and Mersin Metropolitan Municipality, which are included in the WHO Age-Friendly Cities and Communities Network from Türkiye, were obtained through document review data collection method within the framework of the strategic plans of the member municipalities covering the years 2020-2024 and the annual reports published between 2020-2023. These documents were then analyzed using a content analysis approach. The findings were associated with the sub-themes of age-friendly cities published by WHO. Thus, the age-friendly activities of the Network member municipalities in Türkiye were revealed, providing crucial insights for the audience. In addition, the themes under which these services are concentrated have been associated.The world population and the population of Türkiye are ageing. Municipalities provide services within the age-friendly city concept, focusing on specific service groups. This study aims to reveal the current state of age-friendly city practices and the relationship between activities and sub-themes.This research focuses on identifying and tracking age-friendly city policies implemented by municipalities, particularly in Türkiye. It highlights the lack of studies evaluating age-friendly municipal practices in Türkiye and emphasizes the importance of the research. The findings show that municipalities generally focus on home health and care services for older adults, but there is a lack of activities offered in areas such as civic participation, employment, transport, accommodation, and physical structures. Increasing municipal service diversity can contribute to the happy and active aging of elderly citizens. Spreading elderly home-type applications can facilitate older adults’ access to services and help them easily follow authority and responsibility in services.During the COVID-19 pandemic, the policy development and implementation of the network of member municipalities for older adults were disrupted. There was a significant increase in demand for some services before and after the pandemic. Some of the services provided for older adults were not offered after the pandemic. It was concluded that a significant portion of these services were meaningful during the pandemic, while their provision became meaningless after the pandemic.In the activity reports for 2020-2023, duplicate data of the municipalities’ health and social service units were found. It is considered that there needs to be more clarity in authority and responsibility. For a solution, the unit responsible for determining the strategic plan must share the data in reporting. There are also various irregularities in the activity reports. It is observed that some data are shown under different headings by years, some are combined, and some data are not included at all. Maintaining the reporting method adopted by the Municipality within the strategic plan period will contribute to solving this problem.Six municipalities in Turkey are showing interest in age-friendly initiatives, aligning with global trends and WHO objectives. While progress has been made in infrastructure and healthcare, more comprehensive policies are urgently needed to address economic security and employment opportunities for older individuals. Immediate action is necessary to tackle these issues.

When extraordinary living conditions are combined with the existing limitations of the disabled, a dire picture emerges. For all these reasons, the disabled are included in the priority groups that need to be rescued and protected in conflict situations. There is a requirement in international law to help and protect civilians in conflicts. In cases where sufficient food, water and medical supplies cannot be provided, the delivery of humanitarian aid should be facilitated. Among those who need help in these environments, the most difficult to reach are the disabled, who are isolated from society, have limited mobility, and have difficulty communicating and obtaining information. In addition to the difficulties currently experienced by disabled individuals, the disabled population in Gaza tends to increase every day.While international organisations submit reports on the situation, they also call for an immediate permanent ceasefire. However, urgent ceasefire calls that do not have sanctions are not being met. The extent to which many international organisations and professional associations established with the discourse of human rights act in accordance with their missions when it comes to non-Western societies has begun to be questioned more around the world after October 7, 2023. These deprivations to which Gaza’s people and particularly disabled individuals are subjected provide a general picture of right violations in a wide range and systematically.The starting point of this study is to understand the current situation of the disabled people of Gaza, who are under threat of life on the one hand and have a double disadvantage of limited mobility on the other, and to examine their problems. In this context, the main problem of the study can be stated as discovering whether the disabled, who are one of the vulnerable groups, are able to use their basic rights in the conflict environment in Gaza, while they should be protected as a priority in the conflict environment, what the disabled people of Gaza with intersectional disadvantages experience, what international organisations are doing for the disabled in Gaza, and how the future of the disabled people in Gaza will be shaped.The titles and content of the study were also created in line with this problem in the light of the literature review and current developments. In this context, the study will first include the changing meanings and perspectives of disability throughout the historical process. In this section, a sequence will be followed from the traditional perspective to the human rights model in terms of perspectives on disability. Then, the ontological questioning of living a life that can be constantly monitored under a blockade will be made specifically for Gaza. Afterwards, the responsibilities of international organisations, the problems and basic needs of the disabled people in Gaza during the conflict will be discussed, and then the future of the disabled people in Gaza will be discussed.Although there are studies on the damage caused by the conflict environment and human rights violations in general due to Gaza being under blockade for many years and being in a conflict environment from time to time, there is no study in the Turkish literature that specifically focuses on the problems experienced by disabled people in Gaza. Therefore, this study aims to contribute to both disability studies and human rights studies by focusing on disabled people in Gaza.As a result of the political and economic policies implemented by Israel against Gaza under the blockade, restrictions on the mobility of people and goods, as well as discrimination, social exclusion, poverty and unemployment problems have made the lives of disabled people in Gaza even more difficult. In this regard, Human Rights Watch (HRW) (2023a) stated that including comprehensive restrictions on the movement of people and goods significantly affects disabled people. The systematic discrimination of disabled people has resulted in their exclusion from all kinds of economic and social activities. The rights of people with disabilities to live independently, to live a life worthy of human dignity, to employment, education, health and rehabilitation services are systematically violated. The needs of the elderly, the disabled and the patients who cannot leave their homes were not taken into account in Israel’s order to evacuate Northern Gaza (Human Rights Watch, 2024a). In particular, the fact that humanitarian aid does not meet the needs of people with disabilities poses a significant problem. People with disabilities continue to be forgotten victims of armed conflict. The impact of armed conflict on people with disabilities continues to be a subject largely ignored by all actors. There are at least one billion people with disabilities in the world, and a large portion of them live in states affected by the conflict (Priddy, 2019:74).In the armed conflicts in Gaza, people with disabilities of all ages experience more disadvantages than other population groups. While all this is happening, it is stated that concepts such as “human rights” and “human dignity and value” put forward by international organisations remain as meta-narratives. It is seen that disciplines that position themselves as human rights professions, along with international organisations, have not received the necessary reaction regarding Gaza. In this context, Algan et al. (2024) stated that social work, which is a human rights discipline and profession, has a passive attitude regarding Gaza. They stated that only written statements were made by the International Federation of Social Workers (IFSW), and that many roles and functions of social work such as advocacy, mediation, activism, community mobilisation and anti-oppression practises were not effective enough. Israel does not consider the situation of disabled individuals in random air strikes and evacuation orders. Despite the existence of international agreements on the rights of disabled people, disabled people in Gaza cannot benefit from these rights, the calls of international organisations are not met, and disabled people are subjected to natural selection. The human rights discourse turns into an ambivalent practise regarding Gaza.

In the present day, the discipline of “social policy” is mainly studied under the departments of Labour Economics and Industrial Relations (LEIR) since it includes topics such resolving problems of workers during production and reducing class conflicts. Apart from the departments of “Labour Economics and Industrial Relations,” courses and academic studies on “social policy” are also current in other departments such as social work, sociology, and public administration. Even though the development of social policy in Turkey is mainly covered by two prominent schools (Istanbul University and Ankara University), there are different opinions on the matter. The present study analyses the outlook of the academic projection of “social policy,” which has a long-standing tradition within the context of graduate theses. Narrowly defined, social policy aims to eliminate the conflicts, imbalances, and conflicts of interest that arise between employers and workers in the capitalist order, to harmonize between classes and to address the problems of industrial societies. Broadly defined however, social policy refers to studies that deal with issues of all social groups, covering common areas and producing solutions to problems. Social policy, which is one of the fundamental fields of the Labour Economics and Industrial Relations discipline, has spread to areas such as labour markets, labour, social security law, human resource management, sociology of work and organizational management, and work psychology.Difficult to define and limit, the scope of “social policy” is quite broad. In its fullest sense, it encompasses all policies aimed at making changes in the social structure. Even though its course of development differs from one country to another, the concept of social policy was influenced by the Industrial Revolution and conditions at that time and, in time, has become a scientific discipline. Its main feature can be defined as the aim of maintaining the continuity of the economic and social system by partly compensating and eliminating problems and adverse outcomes stemming from the system.&nbsp;In a narrow sense, social policy intends to eliminate inconsistencies, imbalances, and conflicts of interest emerging between employers and workers in the capitalist order and to maintain harmony between classes. It focuses on the problems of industrial societies. In a broad sense, it signifies the entire body of practices concerned with the issues of all social groups, covering social fields, and providing solutions for problems. In this context, social policy aims&nbsp;to offer solutions for the problems of all social groups by considering all social fields. Accordingly, it also includes factors like education, health, the protection of craftspeople, taxation policies, agriculture, and the cooperative system.&nbsp;While social policy grew as a scientific discipline and underwent changes and transformations in terms of practice, it mainly flourished under the departments of “Labour Economics and Industrial Relations” within the higher education system in Turkey. In other words, emerging and developing in parallel with the need for solutions to problems encountered in society, the discipline of social policy has also brought about the emergence of the department of “Labour Economics and Industrial Relations.” Nowadays, as a result of the diversification of social problems, the scope of the department has also widened within this context and, due to the rapid development of information technologies stemming from globalization, social policy has become more crucial. These developments have led to an increased interest in social policies and academic studies concerning social policy.&nbsp;Adopting a partly detailed perspective through the analysis of graduate theses, the present study attempts to answer the following questions:• How are the theses examined within the scope of the study distributed across years, graduate study levels, and universities? • How are the subjects of theses on “social policy” distributed? • Do the theses involve field research? • How are these theses connected with the definition and concept of social policy?These questions are answered within the framework of dimensions created based on the studies in the national academic literature.This study has a qualitative research design allowing the presentation of research results by reading the data one-by-one based on codes and categories. The qualitative research method was accepted as the most suitable research method for this study which aims to determine the thematic states of graduate theses, including the concept of “social policy” in their titles and analyze and comment on the theses thoroughly.&nbsp;The research population consists of 3836 theses written within the scope of “Labour Economics and Industrial Relations” in the database (National Thesis Centre) of the Turkish Council of Higher Education (CoHE). As for the study sample, it comprises 124 theses. The data obtained as a result of scanning using the keyword “social policy” in the “Title” tab in the “Detailed Search” section were transferred onto “Excel” spreadsheets, and MAXQDA Analytics Pro 2018 and the theses offering access to full texts were downloaded.&nbsp;The theses were classified according to publication years, levels of graduate study, and institutes. To ensure validity and reliability, the Excel data files created by the researcher based on the lists of theses from the CoHE database were presented to an expert for consultation. Based on the opinion of this expert, the keywords of the research questions were finalized.The document analysis method was employed in the study to analyze the content of the theses. The document analysis stages used in the present study can be listed as follows: “accessing documents,” “obtaining documents,” “analyzing the data,” and “using the data”.Due to the interdisciplinary nature of the concept, “social policy” covers a wide range of fields in academic studies. Following a general examination of research studies, it seems that the feared effect of the combination of the words “social” and “policy” does not occur. This issue, emphasized in the studies of Makal (2008), and Koray (2013), is worthy of further discussion. Just like this argument, the entire research is undoubtedly open to critique and further development. This is a qualitative study, and it is not independent of the value judgment, observations, and experience of the researcher. Given the number of studies conducted within the scope of this discipline in which each review is either the reason or outcome of another increase, a clearer picture regarding the subject matter will be revealed.

Türkiye’de Çalışma Ekonomisi ve Endüstri İlişkileri Lisansüstü Tezlerinin “Sosyal Politika” Bağlamında Değerlendirilmesi

The article below is a tribute to the centennial foundation of the International Labour Organization. Following deliberations over various various criticisms by the ILO, the Turkish legislature had enacted the new i legislation of Turkey, i.e. the Labor Unions and Collective Agreements Act of 7 November, 2012, no.6356 which constitutes the present legal framework of industrial relations in Turkey. Aiming to bring the labor relations law of Turkey into conformity with ILO norms on freedom of association as well as to find solutions to various practical problems of implementation, Act no.6356 carries various positive provisions, i.e.simplifying some of the earlier formal requirements; restrenghening the job security of the union shop steward; clarifying the rights of union administrators; abolition of the condition for public notary approval for the worker’s acquision of and withdrawal from union membership. But the Act also seems flawed in certain respects, i.e. uncertainties in the protection of the worker against acts of antiunion discrimination; maintenance of the socalled “double criteria” for collective bargaining authorization, ( that is , while seemingly reducing the first condition to 1/% from the previous 10% cent industry-level representation , making the union’s ability to achieve the authorization certificate more difficult due to forced mergers among industries ; certain strike restrictions in sectors not deemed to fall into essential services in the strict sense of the ILO; and suspension of strikes and lock-outs by the government due to reasons of general healt or national security where, in the absence of agreement between the parties, industrial conflict is to be suspended and the process must result in compulsory arbitration.More recently with a view to lessen the workload of labor courts, the amendment to the Labor Courts Act by Act no. 7036 dated 25 October 2017, has in the settlement of workers’ claims including reinstatement demands brought the precondition of calling on the process of ‘mediation’ before filing the lawsuit. Although mediation shall not entail a binding decision, it may lead the worker to accepting a lower amount than what he would be awarded under legal action in the court system.As the mandate of the so-called ‘mediation as a precondition for legal action’ encompasses requests for compensation in union-related dissmissals as well, the mediation technique may create consequences detrimental of the protection of freedom of association and as such is likely to be challenged before the Constitutional Court or to be brought to the agenda of the ILO.&nbsp;Furthermore, coupled with the declining rate of union density in Turkey, the prevalence of the so-called ‘single channel representation’ i.e. the absence of workers’ representatives and/or a works council system at least in workplaces where union shop stewards do not exist, seem lead to various voids which must be filled for the performance of various functions in the Turkish industrial relations system (e.g.collective layoffs) . Therefore this paper advocates the adoption of a ‘dual-channel representation system including labor labor unions and elected employee representatives’ who must be active anyhow as Turkey had ratified ILO Convention 135 in the year 1993.At a stage where the government’s avowed goal was to launch reforms to bring Turkish industrial relations into conformity with international norms on freedom of association, the outcomes of Act no. 6356 have been rather mixed, in some respects disappointing, in others encouraging. Various dimensions of Act no.6356 are clearly tilted against the interests of workers and labor unions Thus, despite the introduction of various positive elements and certain ameliorations made since the year 2012, Act no 6356 is still likely to continue being challenged in national and international fora.This article, based partly on the observations of the writer as the government representative in the supervisory organs of the ILO, is a general evaluation of the main changes brought about by Act no.6356 on freedom of association in Turkey as well as on a few a other amendments made after its passage in 2012. Despite the presence of the above-stated weaknesses, , it is clear that the present legal framework of industrial relations in Turkey represents a better-balanced and advanced stage than the previous legislative environments . In reaching this level of maturity, the impact of the ILO and the jurisprudence of the ILO’s Freedom of Association Committee, coupled of course with the contributions of the Turkish social partners should be acknowledged.

After the Second World War, European states attempted to overcome major economic difficulties by inviting guest workers to their countries in order to resolve the manpower deficit left by the war. Over time, however, immigrants who moved from developing countries like Turkey to Western European states abandoned their “guest worker” status and began to settle permanently in these countries. Because of this, immigrants’ cultural problems, identity issues and concepts of culturalization, integration, and assimilation began to be studied to a much greater extent in the fields of sociology and political science.Turkish labor migration to Germany started following an agreement signed between Turkey and Germany on October 30, 1961. In the first year, 6,800 Turks arrived in Germany, and their population steadily increased over the years. The Turkish population in Germany rose to 652,000 in 1971, 1,546,000 in 1981, and 1,780,000 in 1991. Turks who moved to Germany in the first decade following the agreement are considered to be the first generation of Turkish immigrants. Members of this generation had no information about Germany before their arrival and experienced serious difficulties in adapting to their new country. They were generally unskilled workers, they could not speak German, and they preserved Turkish values rather than assimilating German ones. As this group was seen by the Germans as temporary guest workers, integration policies were not applied to them&nbsp;The second generation of Turkish immigrants in Germany appeared from 1974 to 1984. They were the children of the first generation, or they came to Germany under the laws of family reunification. In fact, beginning from the 1980s, the German government sought certain ways to encourage Turkish immigrants to return to their country, but these efforts proved largely ineffective. Even if a number of Turkish immigrants returned to Turkey, their children opted to stay in Germany, and thus the Turkish population continued to increase. Members of the second generation could speak some German, and some of them were educated in German schools. Following the formation of the second generation, German officials realized that presence of Turks in Germany would be permanent, and accordingly initiated some policies to ensure the integration of next generations to German society.The third generation of Turkish immigrants is the product of these policies. These people are young, aged 18-29, and living in Germany. Compared to the previous generations, members of the third generation have a much closer relationship to German society. They were born and educated in Germany, they can speak German fluently and their friends are generally German. As they have also adapted to German culture and lifestyle to a great extent, it can be argued that the integration&nbsp;policies launched by the German state took root in this generation. Because of their proximity to German language and culture, these young Turks are quite active in the daily and professional life of Germany. On the other hand, they have not learned Turkish language and culture very well; they have some persistent conflicts with their families and previous generations. Alienation from Turkish identity is the most crucial problem in the overall structure of third generation.In this study, the process of migration and integration of Turkish immigrants in Germany is examined and a comparison of the first and third generation Turks is made. The article argues that the changing cultural dimension of the Turkish immigrants in Germany originated from state policies to bring third-generation Turks closer to German culture and society.

After the international norms of trade union freedom were determined by ILO Convention 87 (1948), a rapid increase in complaints about member states was observed. Since 1951, the ILO Administrative Council has used the Committee on Freedom of Association (CFA) for assistance in investigating these complaints.The Committee on Freedom of Association has also explained what procedures and principles it considers when reviewing and resolving complaints about member states: the first of its decisions is that it is not a judicial decision that compels the member state. According to the statement, a decision which is made is not intended to condemn a member state or a trade union organization; on the contrary, it aims to make trade union freedom valid in all countries by making use of the trilateral structure, which is the most prominent feature of the ILO.While making decisions, the second principle of the CFA is that it does not, as a rule, take into account the level of development of the complained country. The third principle is that the change of political regime or political power in a member state will not affect the previous decisions. The new political regime or the new government is under the obligation of producing solutions based on the decisions of the Committee in terms of trade union freedom.Lastly, the CFA requires that, in accordance with the decision of the Administrative Council with respect to multinational companies, the existence of a provision contrary to trade union freedom among the conditions of investment in another country shall never be tolerated.The reason why we choose the issue of strike is that employers’ associations in the ILO and in our country argue from time to time that the right to strike does not have a legal relationship with trade union freedom. The most important justification of the allegations in this regard is that there is no direct provision regarding the right to strike in Convention 87 or other legislation of the ILO regulating trade union freedom.For many years, the CFA has advocated a totally opposite view. According to them, the right to strike is an integral part of trade union freedom. In this case, it is not possible for trade unions to exclude the right to strike while freely regulating their activity programs.&nbsp;Based on this basic view, the CFA does not accept all actions where employees collectively agree to stop working as a legal strike within the framework of trade union freedom. For example, according to the CFA, a strike initiated by a trade union for purely political purposes does not fall within the framework of trade union freedom. As such, the CFA does not accept the strike which is done in order to prove that the trade union is the authority in collective bargaining. The CFA acknowledges that the issue of authority is a problem that needs to be examined separately.As such, the committee acknowledges that the right to strike may be restricted or even banned in basic services that threaten the health and safety of society. In the case of government officials in public service, the CFA accepts that high level bureaucrats who use public power on behalf of the state can be included in the scope of the ban on strikes. The Committee tries to clarify the concept of basic services in its decisions and gives examples from various business lines.The CFA has also made important decisions on peaceful solutions to ensure that workers do not lose their rights in the event of restrictions or prohibitions on the right to strike. According to the CFA, the peaceful solutions that are put into action in such a situation should definitely have gained the trust of parties through their impartiality and independence.It is determined that an independent body should decide for such strikes which are delayed for a certain period due to national security and general health, and if the government is the decision body, this postponement should be made with a good faith interpretation considering the narrow meaning of the words ‘national security’ and ‘general health’.&nbsp;If serious health and safety problems arise in society due to the prolongation of the strike and its widespread nature, it may be decided to meet the minimum needs of society by the decision of an independent body; however, as a result of this decision, the effect of the decision to strike should not diminish and the public image of the union should not decrease.

According to the referendum held in the United Kingdom (UK) in June 2016, the proportion of “leavers” was much higher. Since the referendum, the debate about the future of the European Union (EU) has progressed into a different dimension. In total, 51.9% of the citizens of UK voted to leave the EU as a result of the referendum where European skepticism was evident. This led to some doubts about the future integration model of the EU. In this period, many factors were observed as the impulsion that generated the mode of debates on the future of European integration. One of the most important and controversial factors at the EU level can be identified as migration. Especially after the Syrian Crisis, the number and the types of migrants coming from Syria to other regions were seen as a concern by many states in political, economic, and social terms. Even if the EU’s security and border management policies had taken root far before the start of the Syrian Civil War, the Syrians who escaped from the civil war have increased the security concerns of member states to the highest levels. In parallel with the increase of security concerns, the perception of the EU regarding migrants exists as a controvertible subject at a political level because of the differentiated approaches of EU members regarding this issue. Anti-immigration discourses have become a very effective form of populist expression in certain policy areas. One of the examples of this style of expression that has gained more ground in recent years can be observed in UK’s EU referendum process. In this context, evaluating anti-immigrant discourses in referendum campaigns presents important clues regarding the rise of Eurosceptic trends in the EU.In this article, discourses on immigration and migrants during the referendum campaigns are presented as one of the main drivers that paved the way for Brexit (Britain-exit). The instrumentalization of the immigrant opposition arose out of debates between the Conservative Party and the United Kingdom Independence Party (UKIP), and this provides an example of the position of migration in the EU. The rise of far-right politics and populist radical discourses are a defined problem that the EU must overcome and the UK referendum process is supposed to be held as a concrete sample regarding this problem. Therefore, as a tool of populist and far-right wing discourses, explaining the anti-immigration aspects in the UK’s referendum process is the main aim of this study. In this context, the presentation of the immigrants as an economic and social burden on the EU member states is a critically moot point that questions the future of the EU. So, as a factor that is pushing the discourses of the far-right wing, populists, and anti-immigrant can be defined as a risk for the EU and its normative characterization. This study aims to explain how anti-immigrant discourses can influence the campaign process and to what extent it affected the UK’s decision to leave the EU.According to the literature, Brexit has been held in terms of the process itself, and a future model of European integration is now on the agenda of many scholars&nbsp;in terms of the many risks that the EU has confronted. Even if Brexit does not seem like an astonishing step, it is a factor pushing anti-immigrant discourses that draw a considerable scene. Among the member states, UK has been defined as the representative of Eurosceptic tradition for a long time. In the EU, where there has been a developing culture of solidarity among member states in areas such as the Eurozone, the Justice and Home Affairs, and the Schengen Area, the separation of UK politics from the culture of solidarity has been assessed as the axis of European skepticism. When considering UK’s isolated preferences in some European level policy areas and its Eurosceptic tendency, we can evaluate Brexit as not being a surprising event. However, anti-immigrant discourses in the process can be evaluated as a challenging dimension. Anti-immigrant discourse has not only widened its influence in the UK’s political scene, it has reached a worrisome dimension in many other parts of the EU today. Therefore, analyzing the Brexit process presents a tangible outcome about to what extent anti-immigrant and populist discourses can widen their influence in the European Union.

Birleşik Krallık’taki Göç Karşıtı Söylemlerin Brexit Sürecine Etkisi

The Journal of Social Policy Conferences, which since 1948 has been published within the body of the Faculty of Economics, Labor Economics, and the Industrial Relations Department at Istanbul University, Turkey, plays an important part in the formation and maintenance of social policy tradition. With the stages, changes, and transformation it has undergone from 1948 to the present, the journal offers an outstanding academic setting for research in the field of social policy in Turkey. In addition, 1948 is an important year in terms of the International Labour Organization (ILO) conventions approved by Turkey. Turkey, which ratified only one ILO convention between the years 1932 and 1946, signed 11 conventions between the years 1946 and 1959. In this context, ILO, which is an important institution at international level in the field of labor relations and social policy, and the journal that created the first social policy corpus in Turkey were founded in the same period.The main hypothesis of this study is to highlight the importance within scientific and academic development of long-term academic publications being able to present to their readers the reflections of the social, political and economic developments of the periods with which they are concerned. Starting from this, the purpose of the study is to examine how ILO, which is one of the major international institutions in terms of industrial relations and working life, is reflected in the Journal of Social Policy Conferences as a journal that has been maintaining its publishing activities through 71 years.This study firstly presents the history of the Journal of Social Policy Conferences. Then, within the scope of “Qualitative Analysis of the Journal of Social Policy Conferences”, the articles in the journal are subjected to qualitative analysis regardless of periods. After that, the journal articles dealing with ILO, -and those covering the basic ILO conventions are examined under the title of “ILO in the Journal of Social Policy Conferences”.&nbsp;&nbsp;The literature review shows that different academic publications such as journals and graduate studies are analyzed through various qualitative research methods, namely document analysis, content analysis, and bibliometric analysis. With 71 years of history, the Journal of Social Policy Conferences is too deep to be analyzed through a single method. This is because when the origin and history of the journal is examined, it is clear that different periodizations can be made (e.g before and after 2003 according to the criterion of being a peerreviewed scientific journal; before and after 2009-2010 based on the criterion of transfer to the internet environment from the printed journal).In this article, the reflection of ILO in academia is presented through the Journal of Social Policy Conferences, the academic representative of the social policy field in the national arena. The fact that the study is the first one to subject the Journal of Social Policy Conferences to qualitative bibliometric analysis shows its originality. However, this originality also carries with it the difficulties of making an analysis that complies with the spirit of the journal. In this context, the study should be considered as an “exploratory” preliminary study that can guide future studies with how it all started and how it continued as well as the research method it employed.The database used in the research was created by transferring all the files in the journal archive to the Excel program through the DergiPark system. Analyses were performed on 830 files excluding the records coded as “Imprint, Editorial, Table of Contents”, “Editorial”, and “Foreword” from among the those included in the dataset created within the scope of the study.&nbsp;The calculation results indicate that the journal does not comply with the 80/20 rule, which states that 80% of all articles published in the journal should be written by 20% of the authors, and neither does it comply with Price’s law, which measures the productivity of the authors. However, it does comply with Lotka’s law, which measures the contribution to the literature. In light of the calculation made according to Lotka’s law, which is a quantitative estimation of how many articles the authors have contributed to the literature, it can be said that the 71-year journal will continue to contribute to the field as an academic platform in the following years as well.There are 30 studies directly containing the word “ILO” in their titles. This number amounts to 3.6% of the total number of studies. There are few studies directly addressing ILO which can be repeated within the scope of the journal covered in the present study as well.The Journal of Social Policy Conferences, which has grown and developed concurrently with the social policy history of Turkey, has aspects that, by maintaining its mission from tradition to future, flourish, create a tradition, sustain such tradition, and have a significant collective power.

Turkey has been caught unprepared for the influx of asylum seekers and migrants since the 1990s and the increasing number of refugees fleeing the Syrian war since 2011. Today, more than 3.5 million Syrians and over 300,000 non-Syrian asylum seekers are residing in Turkey. They are among the most disadvantaged groups in Turkish society. Turkey’s migration and asylum system has been undergoing a transition process since the early 2000s. Recently, the Law on Foreigners and International Protection (LFIP) in 2013 and the Regulation on Temporary Protection (RTP) in 2016 have been adopted to categorize and manage different asylum-seeker groups. The main difference between them is that non-Syrian asylum seekers can apply for international protection to be resettled to a third country and must register in a satellite city. Today, there are more than 60 satellite cities as defined by the Ministry of Interior Directorate General of Migration Management (DGMM). According to the Article 82-1 of Law on Foreigners and International Protection (2014), refugees and asylum seekers are only allowed to live in satellite cities for reasons of security and public order, and to prevent accumulation in big cities. Düzce is one of the satellite cities as defined by DGMM. More than seven thousand asylum seekers, mostly from Iraq, Syria, Iran and Afghanistan, are currently living in Düzce. This paper explores the difficulties of accessing social services and the social integration problems of asylum seekers in Düzce from a gender- and human rights-based social-work perspective.This paper is based on an empirical research using a qualitative approach and a snowball sampling method. In-depth interviews with 21 asylum seekers and two key informants from public institutions, Düzce Governorship and the City Branch of Migration Management, were conducted. In addition, several public institutions in education, health, and social services, as well as non-governmental organizations’ activities for asylum seekers, were investigated. The socio-economic support options in Düzce include free education for children, Turkish-language courses for adults, free access to health care (including free medications) and 120 TRY given by Kızılay Card to meet some requirements such as food and shelter. Also, some NGOs provide irregular economic support based on humanitarian aid. Our findings show that although asylum seekers are entitled to access some social services, including education, health services or employment, they have difficulties accessing them due to language barriers, work obligations, health problems, and gendered responsibilities.Asylum seekers cannot access healthy accommodations and usually face lowpaying or irregular employment and/or non-payment problems, social exclusion and stigmatization in Düzce; and these problems deepen their psychological problems&nbsp;caused by the war. In particular, female asylum seekers have serious problems meeting their daily needs, such as food and shelter, accessing to health care, and public services. As a result of limited access to psycho-social and economic support mechanisms, female asylum seekers face unique gender-based risks, including sexual harassment in their search for employment or aid.&nbsp;At the local level, the needs of asylum seekers are met through a “philanthropist” approach, where social workers are not involved. Asylum seekers consist of different groups, including children, youth, the elderly, disabled individuals, and single women, and they all have different problems and needs. Based on empirical research, some recommendations can be made to support asylum seekers more effectively. In general, these recommendations include the empowerment of asylum seekers via different support mechanisms, such as an easy access to multi-lingual information services, accommodation, and human rights-based socio-economic supports. Most importantly, in order to fight against gender-based violence, human rights based and gender-sensitive psycho-social and economic support mechanisms should be developed for female asylum seekers in Düzce and all over Turkey.

Derginin tüm giderleri İstanbul Üniversitesi tarafından karşılanmaktadır. Dergide makale yayını ve makale süreçlerinin yürütülmesi ücrete tabi değildir. Dergiye gönderilen ya da yayın için kabul edilen makaleler için işlemleme ücreti ya da gönderim ücreti alınmaz.

Yazarlar dergide yayınlanan çalışmalarının telif hakkına sahiptirler ve çalışmaları  Creative Commons Atıf-GayrıTicari 4.0 Uluslararası (<a href="https://creativecommons.org/licenses/by-nc/4.0/deed.tr" target="_blank">CC BY-NC 4.0</a>)  olarak lisanslıdır. CC BY-NC 4.0 lisansı, eserin ticari kullanım dışında her boyut ve formatta paylaşılmasına, kopyalanmasına, çoğaltılmasına ve orijinal esere uygun şekilde atıfta bulunmak kaydıyla yeniden düzenleme, dönüştürme ve eserin üzerine inşa etme dâhil adapte edilmesine izin verir.

Editörler, yayınlanan makalede, bulguları, yorumları ve sonuçları etkilemeyen küçük hatalar tespit edilirse düzeltme yayınlamayı düşünebilirler. Editörler, bulguları ve sonuçları geçersiz kılan büyük hatalar / ihlaller söz konusu olduğunda, makaleyi geri çekmeyi düşünmelidir. Yazarlar tarafından araştırma veya yayını kötüye kullanmaya yönelik olasılık söz konusu ise; bulguların güvenilir olmadığına ve yazarların kurumlarının olayı soruşturmadığına dair kanıtlar var veya olası soruşturma haksız veya sonuçsuz görünüyor ise, editörler endişe ifadesi yayınlamayı düşünmelidir. Düzeltme, geri çekme veya endişe ifadesi ile ilgili olarak <a href="https://publicationethics.org/resources/flowcharts/complete-set-english" target="_blank">COPE</a> ve <a href="https://www.icmje.org/recommendations/" target="_blank">ICJME</a> yönergeleri dikkate alınır.Geri ÇekmeDergi geri çekme durumunda <a href="https://publicationethics.org/sites/default/files/retraction-guidelines-cope.pdf" target="_blank">COPE Retraction Guidelines</a>’ı izler. Editör, aşağıdaki durumlarda bir makaleyi geri çekme hakkına sahiptir: <ul><li>Büyük bir hata (örn. yanlış hesaplama veya deneysel hata), uydurma öğeler  (örn. veri) veya tahrifat (örn. görüntü manipülasyonu) gibi bulguların güvenilmez olduğu sonucunu çıkarmaya dair açık kanıtlar varsa; </li><li>İçerikte intihal varsa; </li><li>Uygun atıf yapılmadan başka bir yerde yayınlanmışsa;</li><li>Kullanım izni olmayan materyal veya veri içeriyorsa;</li><li>Telif hakkı ihlali veya başka bir ciddi yasal sorun varsa;</li><li>Etik olmayan araştırma içeriyorsa; </li><li>Hakem değerlendirme sürecinin bozulduğuna veya manipüle edildiğine dair kanıt varsa;</li><li>Yazar(lar), editörün görüşüne göre, çalışmanın yorumlanmasını veya editörlerin ve hakemlerin tavsiyelerini önemli derecede etkileyebilecek, kritik bir çıkar çatışmasını açıklamamış ise.</li></ul>Geri çekme durumunda aşağıdaki adımlar izlenir:<ul><li>Makale başlığını da içeren geri çekme bildirimi derginin bir sonraki sayısında yayınlanır. Geri çekme bildirimi  içindekiler tablosunda sayfa nosu verilerek listelenir. </li><li>Elektronik versiyonda geri çekme bildirimi ile orijinal makale arasında link sağlanır. </li><li>Online makaleden önce geri çekme bildirimini içeren sayfa gelir; okuyucu daha sonra makalenin kendisine geçebilir.</li><li>Orijinal makale, her sayfadaki .pdf üzerinde “geri çekildiğini” belirten bir filigran dışında değişmeden kalır.</li></ul>Yasal Nedenlerle Makalenin KaldırılmasıAşağıdaki durumlarda, üst veriler (başlık ve yazarlar) hariç olmak üzere, makale metni kaldırılır ve makalenin yasal nedenlerle kaldırıldığını bildiren bir sayfa makalenin yerini alır. <ul><li>Makalenin karalayıcı içerik ihtiva ettiği veya başkalarının yasal haklarını ihlal ettiği tespit edilir ve geri çekmenin yeterli bir çözüm olmadığı düşünülürse;</li><li>Makale bir mahkeme kararına konu olmuşsa veya olacağına dair makul bir neden varsa;</li><li>Kamu sağlığı açısından önemli bir risk söz konusu ise;  </li></ul>

Dergide yayınlanan tüm yazıların korunmasını ve kalıcı olarak erişilebilir olmasını sağlamak için makaleler, ulusal bir arşiv sitesi olarak hizmet veren ve aynı zamanda LOCKSS'in içeriği toplamasına, korumasına ve sunmasına izin veren Dergipark'ta saklanmaktadır.Ek olarak, yazarların kendilerinin makalelerinin son PDF sürümünü Open Archives Initiative (<a href="https://www.openarchives.org/" target="_blank">https://www.openarchives.org/</a>) standartlarına uygun açık elektronik arşivlerde arşivlemeleri önerilir. Yazarlar, yayınladıkları arşiv versiyonundan, İ.Ü. Yayınevinin dergi web sitesinin URL'sine bağlantı sağlamalıdır.

Yapay Zeka konusundaki gelişmeler ve akademik yayıncılıkta görülen uygulamalar dikkate alınarak oluşturulan Yapay Zeka Politikası, yazarların, hakemlerin ve editörlerin bu türden teknolojilerin kullanımında uymaları gereken editöryal ve etik ilkeleri içerir. Yapay Zeka politikasının oluşturulmasında, aşağıdaki kaynaklar dikkate alınmıştır:Committee on Publication Ethics <a href="https://publicationethics.org/guidance/cope-position/authorship-and-ai-tools" target="_blank">(COPE) - Authorship and AI tools</a>; International Committee of Medical Journal Editors <a href="https://www.icmje.org/recommendations/browse/roles-and-responsibilities/defining-the-role-of-authors-and-contributors.html#four" target="_blank">(ICMJE) - Artificial Intelligence (AI)-Assisted Technology; World Association of Medical Editors  (WAME) Chatbots, Generative AI, and Scholarly Manuscripts</a><a href="https://www.icmje.org/recommendations/browse/roles-and-responsibilities/defining-the-role-of-authors-and-contributors.html#four"></a>Yapay Zeka destekli teknolojiler (Büyük Dil Modelleri [LLM'ler], sohbet robotları veya görüntü oluşturucular gibi), metin, görüntü, ses ve sentetik veriler dahil olmak üzere çeşitli içerikler geliştirebilmekte ve üretebilmektedir. Bu yetenekleri etik ve güvenli bir şekilde kullanıldığında üretkenliği artırabilir ve yeniliği teşvik edebilir; ancak insan yönlendirmesi olmadan kullanımında doğru olmayan ve taraflı sonuçlar; atıf verme konusunda eksikler ve hatalar; gizlilik ve fikri mülkiyet haklarının korunmasında eksiklikler; yazar ve yayıncıların haklarının potansiyel ihlali gibi riskler taşımaktadır. IUPress, Yapay Zeka kullanımı konusunda söz konusu riskleri bertaraf etmeyi amaçlayan aşağıdaki temel ilkeleri benimser:  <ul><li>İçerik üretiminde kullanılan (metin, şekiller, resimler ve kod dahil ancak bunlarla sınırlı olmamak üzere) her türlü Yapay Zeka ile ilgili ayrıntılar çalışmanın uygun bölümünde (bilgi notu olarak ve/veya metod kısmında) beyan edilmeli ve net biçimde açıklanmalıdır. </li><li>Hiçbir Yapay Zeka aracı hiçbir bilimsel çalışmada yazar olarak listelenemez. </li><li>Yazarlar, herhangi bir şekilde Yapay Zeka kullanımı durumunda da çalışmalarının doğruluğu, bütünlüğü ve özgünlüğünden sorumludur; başkalarının fikirleri, verileri, kelimeleri veya diğer materyallerini doğru referanslama ve atıf ile sunmakla yükümlüdürler. </li><li>Hakemler ve editörler gönderilen çalışmayı tamamen ya da kısmen hiçbir üretken Yapay Zeka uygulamasına yükleyemez. </li></ul>IUPress yayınlarının editöryal süreçlerinde, Yapay Zeka ile üretilmiş içerikleri tespit eden yardımcı araçlar editörlerin kullanımındadır. Öte yandan okunurluğu, dil ve grammeri iyileştirme ve geliştirme konusunda önerilerde bulunan Yapay Zeka araçlarının kullanılması yaygındır ve IUPress  yayınlarında bu türden Yapay Zeka araçları editörlerin ve yazarların gözetiminde kullanılabilir.

Yapay Zeka Politikası

<ul><li>Yazarlar, gönderdikleri çalışmayı oluştururken <a target="_blank">Yapay Zeka destekli teknolojiler (Büyük Dil Modelleri [LLM'ler], sohbet robotları veya görüntü oluşturucular gibi) </a>kullandılarsa, bunu  beyan etmekle yükümlüdür. </li><li>Yazarlar hem ön yazıda hem de sunulan çalışmanın uygun bölümünde (bilgi notu olarak ve/veya metod kısmında), hangi Yapay Zeka aracını ve hangi versiyonunu ne amaçla kullandıklarını açıklamalıdır. </li><li>Yapay Zeka destekli teknolojilerden yararlanılarak oluşturulan içeriğin ve alıntıların doğruluğu, geçerliliği ve uygunluğunun sağlanması, olası hata, tutarsızlık ve taraflı sonuçların giderilmesi yazarların sorumluluğundadır. </li><li>Yazarlar, Yapay Zeka destekli teknolojiler ile üretilmiş metinlerde intihal potansiyeli olduğunu dikkate alarak, olası intihali bertaraf etmek için orijinal kaynakları mutlaka kontrol etmelidir. Kontrol ettiğini ve kaynakların orijnal kaynaklar olduğunu teyid etmelidir.  </li><li>Yapay Zeka destekli araçlar (ChatGPT gibi) yazar olarak listelenemez çünkü çalışmanın doğruluğundan, bütünlüğünden ve orijinalliğinden sorumlu olamazlar ve bu sorumluluklar yazarlık için şarttır. Bu nedenle, Yapay Zeka destekli teknolojilerin kullanımını içeren tüm materyallerden yazarlar sorumludur. Yazarlar, makalede yer alan ve çalışmanın hipotezlerini, yorumlarını, sonuçlarını, sınırlamalarını ve çıkarımlarını bildiren tüm ifadelerin kendi fikirlerini temsil ettiğinden emin olmalıdırlar.  </li><li>Yazarların, Yapay Zeka araçlarını temel araştırmacı ve yazar sorumluluklarının yerini alacak, aşağıdaki şekillerde kullanarak oluşturdukları çalışmalar bilimsel yayıncılık ve yayın etiği ilkelerine aykırıdır ve bu türden çalışmaların yayınlarda yer almasına izin verilmez: <ul><li>Titiz revizyon olmadan metin veya kod oluşturma, </li><li>Sağlam bir metodoloji olmadan eksik verileri ikame etmek için sentetik veri üretimi,  </li><li>Özetler veya ek materyaller de dahil olmak üzere her türlü hatalı, sentetik içerik oluşturulması </li><li>Yapay Zeka kullanımı ile görüntü ve şekillerin (resimler, çizelgeler, veri tabloları, tıbbi görüntüler, görüntü parçacıkları, bilgisayar kodları ve formüller) veya orijinal araştırma verilerinin oluşturulması ve manipüle edilmesi (bir görüntü veya şekil içinde belirli bir özelliğin artırılması, gizlenmesi, taşınması, kaldırılması veya eklenmesi).</li></ul></li></ul>

Hakem sürecinde gizliliğin korunması, değerlendirilen çalışmanın bu süreçte paylaşılmaması veya kullanılmaması esastır.  <a></a><a href="https://publicationethics.org/sites/default/files/ethical-guidelines-peer-reviewers-cope.pdf" target="_blank">(COPE – Ethical Guidelines for Peer Reviewers</a>) <ul><li>Hakemler, kendilerine değerlendirme için gönderilen bir makaleyi veya herhangi bir bölümünü gözden geçirme, değerlendirme veya karar verme sürecine yardımcı olması için üretken Yapay Zeka araçlarına veya Büyük Dil Modellerine yüklememelidirler; zira hakemlerin bu türden Yapay Zeka araçlarına içerik yüklemesi yazarların gizlilik ve mülkiyet haklarını ihlal eder.  </li><li>Bilimsel bir makalenin incelenmesi, yalnızca insanlara atfedilebilecek sorumluluktur. Hakem değerlendirmesi için gereken eleştirel düşünme ve orijinal değerlendirme bu teknolojinin kapsamı dışındadır ve teknolojinin makale hakkında yanlış, eksik veya önyargılı sonuçlar üretme riski vardır. Hakem raporu ve karar mektupları, hakemlerin ve editörlerin gönderilen içeriğe ilişkin kişisel değerlendirmelerini yansıtmalıdır. Hakem, raporunun içeriğinden sorumludur ve hesap vermekle sorumludur. </li><li>Yapay Zeka araçları, hakem değerlendirmesi ile bağlantılı olarak hakem değerlendirme raporu dilinin kalitesini artırmak için (çeviri veya dil düzenlemesi için) sınırlı bir şekilde kullanılabilir. Böyle bir kullanım olduğunda, hakem raporu iletirken, kullanımı beyan etmelidir. </li><li>Bir başvuruda üretken Yapay Zekanın uygunsuz veya açıklanmamış kullanımından şüphelenen hakemler, endişelerini dergi editörüne bildirmelidir. </li></ul>

Editörler dergiye gönderilen makalelerin değerlendirme sürecinde gizliliğinin korunmasını sağlamakla yükümlüdürler, değerlendirilen çalışmanın bu sürece dahil olan taraflar dışında paylaşılmaması veya kullanılmaması esastır <a href="https://publicationethics.org/files/Code_of_conduct_for_journal_editors_Mar11.pdf" target="_blank">(COPE – Code of Conduct and Best Practice Guidelines for Journal Editors)</a>.<ul><li>Editörler, yazarların gizlilik ve mülkiyet haklarını ihlal edebileceğinden, gönderilen bir makaleyi veya herhangi bir bölümünü gözden geçirme, değerlendirilme veya karar verme sürecine yardımcı olması için üretken Yapay Zeka  araçlarına veya Büyük Dil Modelleri'ne yüklememelidir. </li><li>Bilimsel bir makalenin editoryal değerlendirmesini yönetmek, yalnızca insanlara atfedilebilecek sorumluluklar anlamına gelir. Üretken Yapay Zeka veya Yapay Zeka destekli teknolojiler, editörler tarafından bir makalenin değerlendirme veya karar verme sürecine yardımcı olmak için kullanılmamalıdır, çünkü bu iş için gereken eleştirel düşünme ve orijinal değerlendirme bu teknolojinin kapsamı dışındadır ve teknolojinin makale hakkında yanlış, eksik veya önyargılı sonuçlar üretme riski vardır. Editör, editoryal süreçten, nihai karardan ve bunların yazarlara iletilmesinden sorumlu ve mesuldür.</li><li>Editörler, karar mektupları veya yayınlanmamış araştırmaların özetlerini oluşturmak için üretken Yapay Zeka aracı kullanmamalıdır. </li><li>Editörler, uygun hakemleri bulma konusunda yardımcı olması için üretken Yapay Zeka araçlarını kullanabilir.</li><li>Editörler, gönderilen bir makalede veya gönderilen bir hakem raporunda üretken Yapay Zeka kullanıldığından şüphelenirse konuyla ilgili editoryal bir değerlendirme yapmalı ve politikayı göz önünde bulundurmalıdır. </li></ul>

Sosyal Siyaset Konferansları Dergisi, yayın etiğinde en yüksek standartlara bağlıdır ve <a href="https://publicationethics.org/" target="_blank">Committee on Publication Ethics (COPE)</a>, <a href="https://doaj.org/apply/transparency/#principles-of-transparency-and-best-practice-in-scholarly-publishing" target="_blank">Directory of Open Access Journals (DOAJ)</a>, <a href="https://oaspa.org/" target="_blank">Open Access Scholarly Publishers Association (OASPA)</a> ve <a href="https://www.wame.org/" target="_blank">World Association of Medical Editors (WAME)</a> tarafından yayınlanan etik yayıncılık ilkelerini benimser; Principles of Transparency and Best Practice in Scholarly Publishing başlığı altında ifade edilen ilkeler için adres: <a href="https://publicationethics.org/resources/guidelines-new/principles-transparency-and-best-practice-scholarly-publishing" target="_blank">https://publicationethics.org/resources/guidelines-new/principles-transparency-and-best-practice-scholarly-publishing</a>Gönderilen tüm makaleler orijinal, yayınlanmamış ve başka bir dergide değerlendirme sürecinde olmamalıdır. Her bir makale editörlerden biri ve en az iki hakem tarafından çift kör değerlendirmeden geçirilir. İntihal, duplikasyon, sahte yazarlık/inkar edilen yazarlık, araştrma/veri fabrikasyonu, makale dilimleme, dilimleyerek yayın, telif hakları ihlali ve çıkar çatışmasının gizlenmesi, etik dışı davranışlar olarak kabul edilir.Kabul edilen etik standartlara uygun olmayan tüm makaleler yayından çıkarılır. Buna yayından sonra tespit edilen olası kuraldışı, uygunsuzluklar içeren makaleler de dahildir.

Etik

Dergi araştırma etiğinde en yüksek standartları gözetir ve aşağıda tanımlanan uluslararası araştırma etiği ilkelerini benimser. Makalelerin etik kurallara uygunluğu yazarların sorumluluğundadır.- Araştırmanın tasarlanması, tasarımın gözden geçirilmesi ve araştırmanın yürütülmesinde, bütünlük, kalite ve şeffaflık ilkeleri sağlanmalıdır.- Araştırma ekibi ve katılımcılar, araştırmanın amacı, yöntemleri ve öngörülen olası kullanımları; araştırmaya katılımın gerektirdikleri ve varsa riskleri hakkında tam olarak bilgilendirilmelidir.- Araştırma katılımcılarının sağladığı bilgilerin gizliliği ve yanıt verenlerin gizliliği sağlanmalıdır. Araştırma katılımcıların özerkliğini ve saygınlığını koruyacak şekilde tasarlanmalıdır.- Araştırma katılımcıları gönüllü olarak araştırmada yer almalı, herhangi bir zorlama altında olmamalıdırlar.- Katılımcıların zarar görmesinden kaçınılmalıdır. Araştırma, katılımcıları riske sokmayacak şekilde planlanmalıdır.- Araştırma bağımsızlığıyla ilgili açık ve net olunmalı; çıkar çatışması varsa belirtilmelidir.- Deneysel çalışmalarda, araştırmaya katılmaya karar veren katılımcıların yazılı bilgilendirilmiş onayı alınmalıdır. Çocukların ve vesayet altındakilerin veya tasdiklenmiş akıl hastalığı bulunanların yasal vasisinin onayı alınmalıdır.- Çalışma herhangi bir kurum ya da kuruluşta gerçekleştirilecekse bu kurum ya da kuruluştan çalışma yapılacağına dair onay alınmalıdır.- İnsan öğesi bulunan çalışmalarda, “yöntem” bölümünde katılımcılardan “bilgilendirilmiş onam” alındığının ve çalışmanın yapıldığı kurumdan etik kurul onayı alındığı belirtilmesi gerekir.

Makalelerin bilimsel ve etik kurallara uygunluğu yazarların sorumluluğundadır. Yazar makalenin orijinal olduğu, daha önce başka bir yerde yayınlanmadığı ve başka bir yerde, başka bir dilde yayınlanmak üzere değerlendirmede olmadığı konusunda teminat sağlamalıdır. Uygulamadaki telif kanunları ve anlaşmaları gözetilmelidir. Telife bağlı materyaller (örneğin tablolar, şekiller veya büyük alıntılar) gerekli izin ve teşekkürle kullanılmalıdır. Başka yazarların, katkıda bulunanların çalışmaları ya da yararlanılan kaynaklar uygun biçimde kullanılmalı ve referanslarda belirtilmelidir.Gönderilen makalede tüm yazarların akademik ve bilimsel olarak doğrudan katkısı olmalıdır, bu bağlamda “yazar” yayınlanan bir araştırmanın kavramsallaştırılmasına ve dizaynına, verilerin elde edilmesine, analizine ya da yorumlanmasına belirgin katkı yapan, yazının yazılması ya da bunun içerik açısından eleştirel biçimde gözden geçirilmesinde görev yapan birisi olarak görülür. Yazar olabilmenin diğer koşulları ise, makaledeki çalışmayı planlamak veya icra etmek ve / veya revize etmektir. Fon sağlanması, veri toplanması ya da araştırma grubunun genel süpervizyonu tek başına yazarlık hakkı kazandırmaz. Yazar olarak gösterilen tüm bireyler sayılan tüm ölçütleri karşılamalıdır ve yukarıdaki ölçütleri karşılayan her birey yazar olarak gösterilebilir. Yazarların isim sıralaması ortak verilen bir karar olmalıdır. Tüm yazarlar yazar sıralamasını <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/7FE7AA181733489AB281E49F84F3C0B6" target="_blank">Telif Hakkı Anlaşması Formu'nda</a> imzalı olarak belirtmek zorundadırlar.Yazarlık için yeterli ölçütleri karşılamayan ancak çalışmaya katkısı olan tüm bireyler “teşekkür / bilgiler” kısmında sıralanmalıdır. Bunlara örnek olarak ise sadece teknik destek sağlayan, yazıma yardımcı olan ya da sadece genel bir destek sağlayan, finansal ve materyal desteği sunan kişiler verilebilir.Bütün yazarlar, araştırmanın sonuçlarını ya da bilimsel değerlendirmeyi etkileyebilme potansiyeli olan finansal ilişkiler, çıkar çatışması ve çıkar rekabetini beyan etmelidirler. Bir yazar kendi yayınlanmış yazısında belirgin bir hata ya da yanlışlık tespit ederse, bu yanlışlıklara ilişkin düzeltme ya da geri çekme için editör ile hemen temasa geçme ve işbirliği yapma sorumluluğunu taşır.

Baş editör, makaleleri, yazarların etnik kökeninden, cinsiyetinden, cinsel yöneliminden, uyruğundan, dini inancından ve siyasi felsefesinden bağımsız olarak değerlendirir. Yayına gönderilen makalelerin adil bir şekilde çift taraflı kör hakem değerlendirmesinden geçmelerini sağlar. Gönderilen makalelere ilişkin tüm bilginin, makale yayınlanana kadar gizli kalacağını garanti eder. Baş editör içerik ve yayının toplam kalitesinden sorumludur. Gereğinde hata sayfası yayınlamalı ya da düzeltme yapmalıdır.Baş editör; yazarlar, editörler ve hakemler arasında çıkar çatışmasına izin vermez. Hakem atama konusunda tam yetkiye sahiptir ve Dergide yayınlanacak makalelerle ilgili nihai kararı vermekle yükümlüdür.Hakemlerin araştırmayla ilgili, yazarlarla ve/veya araştırmanın finansal destekçileriyle çıkar çatışmaları olmamalıdır. Değerlendirmelerinin sonucunda tarafsız bir yargıya varmalıdırlar. Gönderilmiş yazılara ilişkin tüm bilginin gizli tutulmasını sağlamalı ve yazar tarafında herhangi bir telif hakkı ihlali ve intihal fark ederlerse editöre raporlamalıdırlar. Gönderilen ve ön kontrolü geçen makaleler iThenticate yazılımı kullanılarak intihal için taranır. İntihal kontrolünden sonra, uygun olan makaleler baş editör tarafından orijinallik, metodoloji, işlenen konunun önemi ve dergi kapsamı ile uyumluluğu açısından değerlendirilir. Seçilen makaleler en az iki ulusal/uluslararası hakeme çift taraflı kör hakemlik ile değerlendirmeye gönderilir; yayın kararı, hakemlerin talepleri doğrultusunda yazarların gerçekleştirdiği düzenlemelerin ve hakem sürecinin sonrasında baş editör tarafından verilir.

Hakemlik Hakkında

Baş editör, makaleleri, yazarların etnik kökeninden, cinsiyetinden, uyruğundan, dini inancından ve siyasi felsefesinden bağımsız olarak değerlendirirler. Yayına gönderilen makalelerin adil bir şekilde çift taraflı kör hakem değerlendirmesinden geçmelerini sağlar. Gönderilen makalelere ilişkin tüm bilginin, makale yayınlanana kadar gizli kalacağını garanti eder. Baş editör içerik ve yayının toplam kalitesinden sorumludur. Gereğinde hata sayfası yayınlamalı ya da düzeltme yapmalıdır. Baş editör; yazarlar, editörler ve hakemler arasında çıkar çatışmasına izin vermez. Hakem atama konusunda tam yetkiye sahiptir ve dergide yayınlanacak makalelerle ilgili nihai kararı vermekle yükümlüdür.Hakemler, araştırma, yazarlar ve/veya araştırmaya fon sağlayanlarla çıkar çatışması içinde olmamalıdır. Hakemler değerlendirmelerinin sonucunda tarafsız bir yargıya varmalıdırlar. DilDergide Türkçe ve İngilizce dilinde makaleler yayınlanır. Türkçe makalelerde İngilizce öz, anahtar kelimeler ve genişletilmiş özet olmalıdır. Ancak İngilizce yazılmış makalelerde geniş özet istenmez.Yazıların Hazırlanması ve Yazım KurallarıAksi belirtilmedikçe gönderilen yazılarla ilgili tüm yazışmalar ilk yazarla yapılacaktır. Makale gönderimi online olarak Dergipark üzerinden ya da <a href="mailto:sosyalsiyasetdergi@istanbul.edu.tr" target="_blank">sosyalsiyasetdergi@istanbul.edu.tr</a> adresine doğrudan yapılmalıdır. Gönderilen yazılar, yazının yayınlanmak üzere gönderildiğini ifade eden, makale türünü belirten ve makaleyle ilgili detayları içeren (bkz: Son Kontrol Listesi) bir mektup; yazının elektronik formunu içeren Microsoft Word 2003 ve üzerindeki versiyonları ile yazılmış elektronik dosya ve tüm yazarların imzaladığı <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/7FE7AA181733489AB281E49F84F3C0B6" target="_blank">Telif Hakkı Anlaşması Formu</a> eklenerek gönderilmelidir.<ol><li>Çalışmalar, A4 boyutundaki kağıdın bir yüzüne, üst, alt, sağ ve sol taraftan 2,5 cm. boşluk bırakılarak, 12 punto Times New Roman harf karakterleriyle ve 1,5 satır aralık ölçüsü ile ve iki yana yaslı olarak hazırlanmalıdır. Paragraf başlarında tab tuşu kullanılmalıdır. Metin içinde yer alan tablo ve şemalarda ise tek satır aralığı kullanılmalıdır.</li><li>Metnin başlığı küçük harf, koyu renk, Times New Roman yazı tipi, 12 punto olarak sayfanın ortasında yer almalıdır.</li><li>Metin yazarına ait bilgiler başlıktan sonra bir satır atlanarak, Times New Roman yazı tipi, 10 punto ve tek satır aralığı kullanılarak sayfanın soluna yazılacaktır. Yazarın adı küçük harfle, soyadı büyük harfle belirtildikten sonra bir alt satıra unvanı, çalıştığı kurum ve e-posta adresi yazılacaktır.</li><li>Giriş bölümünden önce 200-250 kelimelik çalışmanın kapsamını, amacını, ulaşılan sonuçları ve kullanılan yöntemi kaydeden makale dilinde ve ingilizce öz ile 600-800 kelimelik İngilizce genişletilmiş özet yer almalıdır. Çalışmanın İngilizce başlığı İngilizce özün üzerinde yer almalıdır. İngilizce ve makale dilinde özlerin altında çalışmanın içeriğini temsil eden, makale dilinde 5 adet, İngilizce 5 adet anahtar kelime yer almalıdır. Makale İngilizce ise İngilizce genişletilmiş özet istenmez.</li><li>Çalışmaların başlıca şu unsurları içermesi gerekmektedir: Makale dilinde başlık, öz ve anahtar kelimeler; İngilizce başlık öz ve anahtar kelimeler; İngilizce genişletilmiş özet (makale İngilizce ise İngilizce genişletilmiş özet istenmez), ana metin bölümleri, son notlar ve kaynaklar.</li><li>Çalışmalarda tablo, grafik ve şekil gibi göstergeler ancak çalışmanın takip edilebilmesi açısından gereklilik arz ettiği durumlarda, numaralandırılarak, tanımlayıcı bir başlık ile birlikte verilmelidir. Demografik özellikler gibi metin içinde verilebilecek veriler, ayrıca tablolar ile ifade edilmemelidir.</li><li>Yayınlanmak üzere gönderilen makale ile birlikte yazar bilgilerini içeren kapak sayfası gönderilmelidir. Kapak sayfasında, makalenin başlığı, yazar veya yazarların bağlı bulundukları kurum ve unvanları, kendilerine ulaşılabilecek adresler, cep, iş ve faks numaraları, ORCID ve e-posta adresleri yer almalıdır (bkz. Son Kontrol Listesi).</li><li>Kurallar dâhilinde dergimize yayınlanmak üzere gönderilen çalışmaların her türlü sorumluluğu yazar/yazarlarına aittir.</li><li>Yayın kurulu ve hakem raporları doğrultusunda yazarlardan, metin üzerinde bazı düzeltmeler yapmaları istenebilir.</li><li>Yayınlanmasına karar verilen çalışmaların, yazar/yazarlarının her birine istekleri halinde dergi gönderilir.</li><li>Dergiye gönderilen çalışmalar yayınlansın veya yayınlanmasın geri gönderilmez.</li></ol>

Derleme yazıları okuyucular için bir konudaki kaynaklara ulaşmayı kolaylaştıran bir araç olsa da, her zaman orijinal çalışmayı doğru olarak yansıtmaz. Bu yüzden mümkün olduğunca yazarlar orijinal çalışmaları kaynak göstermelidir. Öte yandan, bir konuda çok fazla sayıda orijinal çalışmanın kaynak gösterilmesi yer israfına neden olabilir. Birkaç anahtar orijinal çalışmanın kaynak gösterilmesi genelde uzun listelerle aynı işi görür. Ayrıca günümüzde kaynaklar elektronik versiyonlara eklenebilmekte ve okuyucular elektronik literatür taramalarıyla yayınlara kolaylıkla ulaşabilmektedir.Kabul edilmiş ancak henüz sayıya dahil edilmemiş makaleler Early View olarak yayınlanır ve bu makalelere atıflar “advance online publication” şeklinde verilmelidir. Genel bir kaynaktan elde edilemeyecek temel bir konu olmadıkça “kişisel iletişimlere” atıfta bulunulmamalıdır. Eğer atıfta bulunulursa parantez içinde iletişim kurulan kişinin adı ve iletişimin tarihi belirtilmelidir. Bilimsel makaleler için yazarlar bu kaynaktan yazılı izin ve iletişimin doğruluğunu gösterir belge almalıdır. Kaynakların doğruluğundan yazar(lar) sorumludur. Tüm kaynaklar metinde belirtilmelidir.
