The city of Erzurum was likely founded to protect from Iranian attacks against Anatolia in 415-422 and had been at the forefront of military and commercial importance due to its position at the intersection of the most important roads and suitable location for defense. Because the city is the only entrance gate opening to Anatolia for the important roads coming from the Caucasus and Iran, it became the location for the main castle that determined the fate of the Anatolian defense against the armies that attempted to enter Anatolia from the east in antiquity and the Middle Ages. The city served as a base for the movements of the Ottoman State toward the east for a large part of th modern age. Since the 19th century, the city had been the Ottoman State’s main fortification against attacks from Russia and its southern expansion. In the Russo- Turkish Wars of 1828-1829 and 1877-1878, Erzurum suffered great losses. The area of the city has grown with commercial activities and shrank due to wars and invasions.Having maintained its feature of being a lively trade center throughout history, Erzurum was greatly affected by the economic depression of the Ottoman State. The status of the local treasury was partially relieved once taxes started being collected, but these were not enough for meeting the demands. Various commissions were established under the chairmanship of Governor Nazım Bey to prevent the economic crisis, encourage the development of local industry, and make improvements in agriculture, horticulture, and cattle breeding. Most of the 80,000 saplings brought from Tortum were planted on the Pasinler Plain, and every effort was made to get the public interested in tree cultivation. A large number of bulls were imported from Russia in order to improve animal husbandry, and these were put into the service of cattle breeders in Pasinler Plain. Erzurum is a very rich region in terms of mineral deposits, and mining explorations were given priority there in order to meet fuel needs. with significant mineral deposits also having been identified there.Road construction and repair works were carried out in Erzurum from 1901-1904 within the scope of public works activities. Various public buildings such as Gureba Hospital (for the Poor), Industry School, and Erzurum Prison were built, and in the same period, the transport roads were shifted to Kiği and Erzincan, and repairs were made to the existing roads to Hasankale and Trabzon. Meticulous attention was also paid to the division of labor and control of the work. Repairs and reconstruction of buildings that had been destroyed or damaged as a result of the earthquake were completed in a short time.The activities of Armenian committees in the Caucasus in Erzurum continued to increase at the beginning of the 20th century. However, Armenian agitators found the most suitable place for their activities to be around Muş, and the group crossed the border from Russia and settled in the Ottoman countryside. Various Armenian organizations and various events that took place on these dates formed the basis of the Sasun Uprising. Constant orders were given from Istanbul to establish tranquility in the region, even asking for the smallest rumor to be investigated. Ensuring and preserving peace in the region became a priority issue. The measures taken prevented the committee members from crossing the Russian border, with even stricter measures being taken to prevent gangs from crossing the border. The regional tours by Governor Nazım Bey were also effective in establishing calm in the city.Conflicts between Kurdish tribes continued in full violence at the beginning of the 20th century, similar to the previous period. A series of conflicts occurred involving theHaydaran, Celali (Jalali), and Hasenan tribes, the three most influential tribes in the region, and these clashes resulted in loss of life and property. Full control of the tribes that disturbed the peace in the region was unachievable. This study has only been able to include some of these conflicts, as providing a comprehensive catalog of these conflicts is impossible, even the ones that occurred in Erzurum Province, which was least affected by inter-tribal hostility compared to other regions.This study discusses the political, administrative, disciplinary, and socioeconomic statuses of Erzurum Province between 1901-1904. In particular, the study includes various judicial events, inter-tribal conflicts, income-expenditure items, mineral deposits, and forest resources of the province, as well as various public works services. The study was prepared by making use of documents from the Ottoman Archives and from the British Consulate involving the reports from Harry H. Lamp, Charles S. Hampson, and Avolon Shipley, who had been British Consuls in Erzurum.

Political, Economic, and Social Life in Erzurum (1901-1904)

The Dardanelles have maintained their importance in world politics throughout history due to its strategic location along trade routes. In the 19th century when the Ottoman Empire had lost power, the Dardanelles frequently came to the fore. Aware that the rivalry between the European states which had started at the end of the 19th century was gradually heading toward war, the Ottoman Empire requested an alliance in this rivalry, first from England and then from France. However, once the empire received a negative response from both states, it had to approach Germany. The Ottoman Empire signed the Turkish-German Treaty on August 2, 1914 with the support of Austria in order to lift the isolation into which it had been pushed.One of the most important fronts in World War I was the Dardanelles Front. Due to the events on the Gallipoli Peninsula having affected many countries in different ways, this place became one of the focal points of the war. Because of its strategic importance, many newspapers sent journalists to the region to inform their readers about the developments on the Dardanelles Front, with journalists from countries such as Germany, Austria-Hungary, Sweden, Denmark, the Netherlands, Spain, Bulgaria, and the USA coming to Türkiye.During World War I, the approaches of the Spanish newspapers and magazines following the war on the Çanakkale Front changed according to their political stances. The Spanish press transmitted news directly from centers such as Istanbul, Athens, Berlin, Bordeaux, Bucharest, London, Moscow, Paris, and Rome, as well as from Ottoman, French, English, Greek, German, Italian, and Soviet newspapers. While the Entente forces were withdrawing from Çanakkale, the ABC newspaper reporter Jiariro Buceno from Spain came to Türkiye on January 3, 1916, and war reporter Enrique Dominguez Rodino came on January 10, 1916.This study attempts to reveal how the Spanish press presented the events in the Dardanelles Front to their readers, which events they conveyed the most to their readers, and how they approached these events. This study adopts the qualitative research approach and uses the document analysis method to systematically analyze the content of written documents. The newspapers and magazines examined within the scope of the study were accessed from the archives of Hemeroteca Digital and the ABC newspaper, which are affiliated with the Spanish National Library (Biblioteca Nacional de España) in Madrid. This research attempts to examine the issues that were relevant in all the Spanish newspapers and magazines that were published and accessed during the years of the Dardanelles Campaign.Although Spain being a neutral country had created a freer news environment for the press, the Spanish press cannot be said to have acted completely objectively. The distinction between the Entente and the Alliance that was seen in the Spanish public during the war was also seen in the Spanish press. The political stances of newspapers and magazines were also reflected in the news about the Dardanelles Campaign. Although the Spanish newspapers reported various news based on the press of the Central Powers, they can be said to have mostly benefited from the press of the Allied Powers. Again, some press organs were seen to share the viewpoints of the Entente or the Allied Powers within the framework of their publishing policies. In general, the Spanish press attributed the defeat of the Allied Powers at Gallipoli to the Germans’ support of the Turks and the mistakes the Entente Powers had made, including those who’d approached the Turks moderately. By concentrating on why the Allies lost rather than on why the Turks won, the Spanish press focused on the lack of coordination between the Entente forces, tactical errors, and the geographical difficulties of Çanakkale. Although the Spanish press often ignored the Ottoman Empire’s struggle to defend the region, one should note that some newspapers and writers gave the Turks proper credit.

The results obtained from archive data reveal military censorship to have been applied to the cinema during World War I. However, to say that this prohibition was entirely reciprocated in the social base is difficult, because even though the projection of unethical films was banned, the most significant proof against this was the continued showing of such films in several cinemas in Istanbul.The Ottoman State applied censorship primarily to communications, the press, cinema, theatre, and other entertainment (lu’biyyat) fields during World War I. State power had increased due to war conditions and brought with it new supervision and control styles. The censorship applied to telegraphs and letters carried the right to privacy to a delicate point. All these control mechanisms were designed to prevent 	information from falling into enemy hands and to inhibit propaganda activities.In this sense, World War I presented an important turning point in the history of censorship and state supervision because the war started being seen as not only the conflict of armies but also the conflict of societies. A failure in the interior could lead to a defeat in the front. Thus, sustaining public opinion became obligatory. This case ensured that all communication systems, the press, and modern arts such as cinema and theatre would be subjected to censorship. Using the restrictions imposed in this manner, numerous regulations controlling what could or could not be expressed in cinema were made.Film censorship in the Ottoman State was primarily carried out by military censorship committees. However, serious problems were experienced in practice. The heavy workload of the military censorship committees led to the disruption of the duty of film censorship. In this respect, the censorship system halted as the films containing political content that were required to be censored could not be analyzed carefully. This case was changed by order of the Department of Supreme Military Command, and the duty of film censorship was left to the Police Directorate. Any film that was not approved by the government censorship could not be released. When examining the films that had been censored during World War I, military images in favor of the Allied Powers, war and propaganda films belonging to the Allied Powers, unethical films, films with separatist content, and films that could disrupt political relations between the Ottoman government and other states were seen to have been forbidden. The Ottoman General Staff realized the cinema censor by modeling judgments and the censor transactions that its allies Austria and Germany had applied to cinema and theatre. Cinemas were allowed to show Ottoman army parades that would evoke patriotic feelings, army wars, ethical films, and films consisting of pages belonging to the history. Additionally, army images in favor of the Allied Powers as well as unethical and separatist films were forbidden.The most striking point regarding cinema censorship was that cinema censorship for children became an issue during the war. Scenes of murder cases occurred in many films during movie screenings in Istanbul. How these scenes negatively affected children’s mental health drove the Ottoman authorities to act. In order to prevent children from being harmed by staging these scenes, a regulation was planned to be made that children under 16 would not be allowed in public cinemas. In this sense, an article was added to the draft law titled Tiyatro, Sinema ve Buna Mümasil Lu’biyat Mahallerinin Sureti Küşad ve İdareleri Hakkında that was presented to the Council of State on August 19, 1916. Within this scope, the plan was to forbid children under 16, ages when they need upbringing and protection, from entering cinemas and theatres at any time, instead they would only be allowed to view cinema and theatre shows on Fridays and holidays based on their level of education and age.

The Ottoman Military’s Censorship of Cinema in World War I

French warships often passed by the Teke Sanjak (current day Antalya), a major harbor city in the Mediterranean even prior to World War I and sometimes caused inconveniences. However, not only the central province of Antalya but also other towns within provinces such as Alanya, Kaş, and Kalkan were of great value to the Entente. The primary foci of the Entente, however, were the island of Meis (Megisti/Castellorizo) and the town of Kaş, which was located across from the island.Ottoman local authorities were aware of the activity on the coast. They had even notified their command centers that certain measures needed to be implemented prior to the war. However, no measures could be put in place due to shortcomings such as financial difficulties and the lack of a navy to ensure coastal control, thus no response could be made to the passages, inspections, blockades, and even attacks by French ships. As a result, the French began to increase their naval activity, especially after April 1915, and carried out intensive surveillance activity on the coasts from Marmaris to Mersin during World War I. Their activities eventually resulted in the blockade of some harbors, with these harbors even being subjected to attacks at certain periods.France’s primary objective was to establish control of the coast of Antalya and to prevent the mobility of German submarines. However, they didn’t act just for this objective. They also engaged in actions such as sinking boats they encountered, capturing the supplies contained in these boats, plundering, extorting the land, putting inhabitants in various kinds of distress, and bombarding civilian settlements. The French even bombed the Antalya Gureba Hospital in violation of international conventions. The Ottoman authorities, however, were unable to take any action other than protesting against such attacks or sending diplomatic notes.The French threatened numerous locations within the province of Antalya. However, their primary focal points were the island of Meis and the Kaş district. The French planned to turn Meis into an intelligence/espionage center and thus hamper the possible mobility of German submarines. With this goal in mind and in order to establish control near Meis, they also occupied Andifli, the center of Kaş, as well as the village of Kale.From November 11, 1914 when the Ottoman Empire officially entered the war until the beginning of 1917, the French navy continued to conduct surveillance without facing any resistance; they blockaded certain areas and did not hesitate to bomb important points. In January 1917, however, things changed. Ottoman forces were able to first sink the British aircraft carrier, HMS Ben-My-Chree, in Meis harbor on January 11, 1917; then sinking the French warships Paris II on December 13, 1917 and Alexandra on March 8, 1918 off the Cape of Calis. These efforts were successful due to the effective military plans of the Commander of the Brigade Şefik Bey, Regiment Commander Hulusi Bey, and Artillery Captain Mustafa Ertuğrul Bey. The sinking of these warships hampered France’s activities, with the attacks on the port of Antalya and other places within the province ceasing once the war ended.The present study focuses on the French blockade on the coast of Antalya from the date the Ottoman Empire entered World War I until the end of the war. The fact that the Mediterranean coast has been neglected in the literature, despite constituting a significant aspect of the war, and the fact that attacks and blockades in the province of Antalya have not been analyzed individually are the reasons for why this study has been conducted. This research mostly employed the Ottoman Archives of the Presidency of the Republic of Türkiye State Archives. Additionally, in order to make a comparative analysis, some French publications of the period were also consulted. Furthermore, various other sources were also utilized, including the memoirs of Artillery Captain Mustafa Ertugrul who sank the British aircraft carrier and the two French warships.

People’s Houses were a popular subject in the written history the Turkish Republic since the late 20th century. Studies about these houses have focused mainly on the idea of populism and the People’s Houses that were found in the big cities. People’s Houses and the People’s Rooms in smaller towns gained relatively less attention. In this regard no study has been made about the People’s Houses in Safranbolu and Karabük. During the research on filling this gap, many documents related to them have been found in the Republican Archives. This article explains the activities of the People’s Houses and the People’s Rooms in smaller towns, their goals, and the problems they encountered using the distinctive examples of Karabük and Safranbolu.The idea to establish People’s Houses was closely connected to the idea of explaining the reforms to the people. In this respect Atatürk himself gave speeches about the need for an organization to properly function as a cultural branch of the Republican People’s Party (RPP). Before the foundation of People’s Houses, the Turkish Hearths had been trying to carry out this mission. But some of the members of the Turkish Hearths were involved with the Free Republican Party’s propaganda. The suspicion against these members excited the idea of founding an organization connected directly to RPP. The Third Great Congress of the Republican People’s Party took place on May 10-18, 1931, during which the decision was made to establish People’s Houses in 14 city centers.Atatürk and RPP used the People’s Houses to begin transmitting their ideas, changes, and reforms to the people more directly. As stated above, the main drive of this organization was to create a more understanding and loving society with a national consciousness. In this regard, a People’s House generally consisted of 9 sub-branches: Language, history, and literature; fine arts; theatre; sports; social assistance; public education; libraries and publications; peasantry; and museums and exhibition. For most of the People’s Houses, each of the sub branches operated efficiently in their field to achieve the abovementioned goals.Between 1932 and 1950, 478 People’s Houses and 4,322 People’s Rooms had been opened. In this respect, the People’s House in Safranbolu was founded on July 24, 1932. The establishment had six branches. The first chairman of the People’s House in Safranbolu was Nuri Işıtan, and the managing board had seven members. The main activities of the People’s House of Safranbolu consisted of literacy courses; football and volleyball tournaments; giving briefings about raising animals, beekeeping, and new agriculture methods; and organizing theatre shows. People showed great interest, especially in the theatre shows and briefings. The most intriguing briefing was about parachuting.The most important problem regarding the People’s House in Safranbolu was the construction of a new building. The activities of the People’s House were hindered greatly due to the lack of a proper building.The foundation of Karabük in 1940 is directly related to the iron and steel plant located there. In 1944, the population of Karabük rose to nearly 6,000. The rapid growth of the town enabled the notables of the region to demand opening a People’s House. The most active branch of the People’s House of Karabük was the acting department. People extensively participated in the shows of the acting department. The most important problem at the People’s House in Karabük also involved the construction of a new building. Due to not having a building of its own, the People’s House in Karabük was not able to perform fully.As stated above, People’s Houses were directly related to the Republican People’s Party, and after the elections in May 1950, the Democrat Party started viewing the People’s Houses as a threat to the party and decided to shut them all down.

The advance of the Soviet administration in the Caucasus and the establishment of its own system there appear to have taken place over a short time. However, the government took many years to consolidate itself in the region. The government’s imposition of the new system on the Muslim Turkish society was carried out more slowly and painfully, and one can see the effects of ties with Türkiye in this process in terms of religion, language, culture, and history.During this time, the Soviet administration began to doubt even those who worked for it and chose to take the necessary measures. People who faced accusations such as being a traitor and enemy were punished before they could prove their innocence. In addition, those who had relations with the administration of the former Azerbaijan Democratic Republic and with Türkiye can be seen to have been kept in the foreground. For example, Haydar Tahirov was an agent for a spy organization according to intelligence information, which claimed he was in secret contact with the members of the Musavat party, the Turkish consulate in Baku that had operated in secret in the first years of the Soviet administration. At the same time, teachers who’d come from Türkiye were also suspected of having secret contact with Türkiye. This forced them to leave the country, as they were seen as potential opponents of the revolution and regarded as the main enemies of the new system.The Soviet leadership explained the negative attitude they had toward Turkish subjects through the suspicion that they were anti-Soviet. Allegations were also made against the Turkish government for supporting Musavat members because they had taken refuge in Türkiye and were making anti-Soviet propaganda there. The Soviet government ordered the liquidation of Muslim organizations and also demanded the Azerbaijani politician Mehmed Amin Rasulzade be expelled from Türkiye.When adding how the system had failed to fulfill its promises to this situation, the reactions in society were seen to increase even more. The people’s expectation of having a more prosperous life with the new administration became a problem when this expectation was not met. The heavy taxes and the failure of the land reforms prevented positive changes in people’s living conditions. Peasants had an important place in the production chain and stated having problems with the taxes, land management, land reforms, health, courts, and cooperatives. They voiced their complaints against the Communist Party, the Soviets, and their representatives. The peasants found the agricultural tax extremely heavy and unjust and also opposed the seizure of land they considered to be their own.The Soviet administration’s attitude toward religion also caused negative reactions in the society. In particular, its attitude regarding religious life disturbed the Muslim Turks.. Mullahs were afraid to teach people religious knowledge because the Soviet government had specifically forbidden the teaching of God’s Laws in schools. The mullahs even avoided performing rituals and praying for the deceased at funerals.During World War II, oppression and pursuits became more frequent. The government tried to secure itself by forcing Muslim Turks living on the border to migrate from their places. Frequent decrees regarding immigration were signed and promptly implemented to bring the front under full control. The government even gave awards to those who carried out these implementations well. During the years when Stalin implemented a policy of repression, tens of thousands of intellectuals, military personnel, scientists, writers, teachers, and clergy were exiled from Muslim Turkish lands.This study deals with these problems consistently with the aim of reaching a conclusion by applying the comparative historical method, which allows internal and external causal relations to be established. This research has benefitted in particular from materials from the State Archive of the Russian Federation (GARF), The Russian State Archive of Socio-Political History (RGASPI), and the Archives of the Office of Political Parties and Social Movements of the Presidency of Azerbaijan (ARDSPIHA).

The Status of Turkish Subjects in The Soviet Union (1923-1953)

Axel Waldemar Persson (1888-1951) was an important name in the world of archaeology and prominent for his archaeological excavations in Greece and Türkiye. He was a professor of Classical Archaeology at Uppsala University and had an international reputation. The education he received, the excavations he carried out, and his personal characteristics also had an important share in this fame. Persson had come to the forefront with his more instructive personality and drew a moderate human profile; he also had the power to shape the events in his own direction with the importance he attached to bilateral relations and his maneuvers that could be considered almost political. In fact, this power would influence the Swedish Crown Prince Gustaf VI Adolf, and Persson’s most important reference in his work would be the Crown Prince.One of the countries where Persson requested to dig was Türkiye. Although he had tried to obtain excavation permission in Türkiye as of 1934, his attempts unfortunately had had negative results, the reason being that the military authorities had found the planned excavations to be inconvenient. Persson did not give up, though. During the Swedish Crown Prince’s visit to Türkiye in the autumn of 1934, he repeated his request to perform an excavation, and the Crown Prince was effective in changing this by mentioning his name to the one who was in charge of evaluating the situation. After lengthy correspondences and assessments and citing the importance of Turkish-Swedish relations, Persson’s excavation in Türkiye was accepted on the conditions that he not enter military zones and that he remain under the supervision of an officer. The excavation permit was formalized by the decree signed by President Mustafa Kemal Atatürk on June 3, 1935. Persson was now in Türkiye and began archaeological excavations at Milas Genciktepe in June right after the decree had been issued. The work of the Genciktepe Excavation was echoed in the press as well as in the scientific world in the following period. Persson made statements to the newspapers from time to time, enlightening the public about his work and increasing his recognition. The professor talked about the beauties of Türkiye and the Turkish people in his discourses, praising them and emphasizing the importance he had attached; thus, he had found a way to be loved and accepted not only in the world of science but also in the eyes of the public.Professor Persson was in Türkiye for many years, although his time there was interrupted occasionally. Among his works in Türkiye, the Milas Genciktepe Excavation had a pioneering quality. During this excavation, the discovery of important artifacts belonging to the Carians and the great expense required to transfer these to the Izmir Museum for exhibition led to the works needing to be kept in Milas. The most suitable place for preserving and exhibiting the works was the Firuz Bey Mosque. Therefore, administration of this structure was requested to be transferred from the Waqf administration to Maarif. The main reason for requesting Firuz Bey Mosque be turned into a museum was to preserve the finds found in the Genciktepe excavations Persson had carried out. This situation clearly revealed Persson’s influence in the request for Firuz Bey Mosque to be converted into a museum. Various official institutions, especially the Prime Minister’s Office, followed an attitude in favor of this mosque being open for worship. As a result, the artifacts from the excavations were transferred to İzmir. In other words, the request had been denied.Persson had increased his reputation with Milas Genciktepe and would also direct the Labranda Excavation in the following years. His post as head of excavations there lasted from 1948-1951. Persson returned to his country and died in 1951 due to a stroke. The excavation continued with Gösta Säflund from the same university. In other words, the importance of Swedish archaeologists and moreover the Uppsala school had increased pertaining to excavations in Türkiye.Despite Persson’s contributions to archaeological studies in Türkiye, unfortunately no independent study describing his excavations here could be found. Therefore, this article aims to detail Persson’s excavation process in Türkiye and to mention the work he did. The study uses a literature review, archive search, and document analysis as its methods. Based on the obtained information and findings, Persson is seen to have left behind a well-known and appreciated name in the world of science, to have inspired many students to grow up as scientists, and to have contributed to many works in the literature. Although he had suffered interruptions, he did devote almost a quarter of his life to his work in Türkiye and is concluded to have taken his important place in the history of Turkish excavations.

Since the 1980s, global events have taken place on Earth whose effects have continued for many years and affected many cultures economically, philosophically, religiously, socially, and politically. Some mass events that have developed since the 1980s have formed the agenda of the art and museum community, because being nourished by rich experiences and environments is necessary for artistic production. Therefore, one of the most productive ways to do this involves the importance of interdisciplinary relations in art. Trying to understand life without experiencing the many branches of art, from literature, cinema, theater, philosophy, and music to caricatures, can produce fruitless results. Many museums and art galleries in Türkiye are in contact with global developments in the world. Art environments preserve collections and exhibitions according to their artistic functions. However, contemporary museums have been trying to create an agenda with the aim of raising social awareness and attracting attention by processing national and international developments using their artistic abilities. One of the most important breakthroughs of contemporary museums and artistic spaces is their undertaking of the mission to be spaces that aim to produce social benefit with their fresh views about society.Museums interpret the cultural norms of the city they serve by sociologically filtering them in terms of individuals and the society. They are meeting places for art lovers and individuals from all walks of life and are also both physical and communication areas where social changes are discussed. As a result, museums are places that bring fresh air to the concepts of communication and social interaction theoretically and practically and are conceived as being mirrors of society. Museums have given direction to social events in certain ages. They have undertaken tasks on behalf of the people, sometimes regarding a manifesto and other times regarding how to build the world of the future. Museums have also involved the language of war, the legitimacy of partisan actions, and fantastically offensive slogans. In some societies, museums have even held positions radical enough to support acts of anarchy.Works of art are largely affected by social, economic, and political factors and are shaped intellectually, socially, and financially as the product of their time. In this way, the 1980s are considered as a milestone in Türkiye, a time when some issues were seen in favor and against Türkiye. The most important of these is the 1980 Turkish coup d’état. This coup affected many financial, economic, political, and social areas, and art began to follow a different path after it. Trying to create a world civilization in the cultural field has caused countries to become alienated from their own cultures.The mass events that emerged in the globalizing world have changed the fate of many societies, and their effects have continued for many years. The geographical, political, historical, religious, social, and economic effects of the events that took place since the 1980s regarding the history of humanity still continue today. The events that had wide repercussions have been attempted to be expressed using different combinations in the art world as well. The close relationship between art and social events have enabled mass issues to come into being with an aesthetic style. Social events can be likened to the fountain from which artists feed.This study uses document analysis and the scanning method. The events mentioned in this study have had great global importance and been processed by the arts and artists to create social awareness. Some of the principles of museums and art environments involve contributing to creating social awareness toward the social conditions, currents and contradictions, class relations, and conflicts of their age, as well as the religious, intellectual, economic, and political developments that have resulted from these.

Space is the main subject of architecture, and although it has tried to be defined physically through its function, form, and boundaries, space is actually a place that includes society; it is where social relations take place and is the scene of social events. Spaces are also social phenomena because as the scene of social events, they give direction and shape and contain complex social activities. For this reason, spaces carry traces of social life, as they are built by people who are social beings; they are spaces where life takes place. A space woven with social events in this context should be evaluated alongside social and humanitarian activities.The study aims to reveal how social developments affect spatial development through the change and transformation of a public space. The Samsun Fair is one of the oldest public spaces in the city of Samsun and has been taken as the study area. Foundedin 1963 as the Samsun 19 May Black Sea Fair and registered as the first national fair of Anatolia, this fair helped the city develop economically, socially, and culturally and managed to reach a large number of users on local and regional scales. In fact, with the attraction potential exceeding the regional borders out as far as the country’s borders, the original name of Samsun 19 May Black Sea Fair, which referenced the region, was changed to the Samsun Fair. However, despite being so important for the region, city, and society where it was located, the fair lost its effectiveness and power over time and was transformed through exposure to physical interventions. Since its transformation, the fair area has become a layered texture as a multifunctional public space that includes public as well as sociocultural structures.In this context, the study consists of a reading and interpretation based on the dialectic of space and society, which entails how the economic, political, and sociocultural changes experienced in Türkiye and Samsun have penetrated this space starting from the ideal of producing a public space and looking at its spatial and functional development to when it started losing its attractiveness and its eventual closure and subsequent transformation. Places and individuals have a direct dialectical relationship with economic, political, and sociocultural developments and are envisaged to be able to provide important traces of the social development of both Türkiye in general and Samsun locally. In this way, the transformation of the fair and the fairgrounds can be better understood.For this reason, the study works to reveal the economic, political, and sociocultural dynamics in order to understand the space through a reading of the space and of the collective memory. While reading the space aims to reveal and interpret the physical development, the change and transformation of the Samsun Fair, and the social dynamics behind all of these, the collective memory reading aims to reveal these dynamics and values through urban memory. The study used the methods of reading based on urban sociology and the interviewing technique to reveal the social variables that have affected the fair. The study then gathered, evaluated, and presented the data obtained from the readings using direct quotations in order to examine and interpreted them.As a result, the study has found the interaction experienced without sharing a common public space to reveal a new spatial rupture. Social dynamics are also revealed to have changed the public uses, and the social values feeding the urban memory have also been damaged in accordance with this. Destruction and continuity are seen to exist in the collective memory due to the place being separated from the city. No new memory layer has been able to be built for this place due to the change in spatial practices over time.

Understanding The Samsun Fair As a Public Space Through Social Dynamics

As a result of the military’s seizure of power on September 12, 1980, important changes occurred in Türkiye. The most important action of the military regime was the closure of all political parties, many unions, and associations. Many changes were made to the Constitution after its adoption in 1982, especially ones that violated fundamental freedoms and rights. The leaders of closed political parties received a ten-year political ban as a result of the Constitution. The 1982 Constitution also contained important regulations regarding local governments. The most important of these was the provision that “special forms of administration can be introduced for large settlements”. Thus, the establishment of “metropolitan municipalities” in cities such as Istanbul, Ankara, and Izmir would be possible.The country was governed by the National Security Council (NSC), which was formed by soldiers until the 1983 elections. In 1983, only a few parties were permitted to establish, and Turgut Özal’s Motherland Party (ANAP) won the elections. The Populist Party (HP) and the Nationalist Democracy Party (MDP) were the other two parties that the soldiers let compete in the elections. As the second and third parties, they undertook the opposition task in the Parliament. The Social Democracy Party (SODEP), True Path Party (DYP), and Welfare Party (RP), which were not allowed to participate in the elections, constituted the extra-parliamentary opposition. SODEP and HP were the continuations of the closed Republican People’s Party (CHP), while the DYP was the continuation of the closed Justice Party (AP).According to the constitution, local elections were supposed to be held in 1984. For this purpose, for the first time, an election law regarding local elections was prepared. Despite the President’s veto, the measure was approved by the Parliament with the support of ANAP. The opposition also applied to the Constitutional Court for the annulment of the law, claiming that it was unconstitutional. Their objections were dismissed. In the adopted law, there was also an article regarding the granting of the authority to establish metropolitan municipalities to the government through a decree law. Using this authority, the government decided to establish metropolitan municipalities in Istanbul, Izmir, and Ankara with Decree-Law No. 195. With the enacted decree, district municipalities were established in areas that were previously organized as branches of the Istanbul Municipality. These municipalities were also within the boundaries of the metropolitan municipality. They were endowed with mutual duties and powers.The adopted election law and the Decree Law contained anti-democratic provisions. The voting age was set at 21 by law, and youngsters were prevented from participating in politics. The Minister of Interior Affairs was given the authority to dismiss the mayor against whom an investigation was carried out. The governor, who was a government representative, was also given the power to approve the municipalities’ budgetpreparation authority. Additionally, it was agreed that the municipal council elections to be held every five years and to implement a % threshold requirement in order to be elected. The promises of the candidates for the Istanbul Metropolitan Presidency elections focused on problems such as metro construction, transportation, traffic, cleaning, and slums. ANAP, the ruling party, tried to attract the attention of the voters by dealing with the issue of granting title deeds to the slums before the election. ANAP ran a campaign to suggest that voters would receive more service if they chose their candidate. ANAP emphasized that the ideological debates before September 12, 1980, dragged the country into a dead end, and that presidents and administrators who did business should be elected instead of ideological fights. The other parties could not have much influence on the voters with their fragmented structure. ANAP’s promises put the opposition parties in a difficult position.ANAP won the national elections held on March 25, 1984, as well as Dalan, ANAP’s candidate for Istanbul Metropolitan Municipality. ANAP also became the first party in all districts of Istanbul and showed the victory in 1983 was not accidental. Istanbul is the major voting hub for political parties, and the party that has the majority across the nation has received more votes from Istanbul voters than the national average. In a way, the elections in Istanbul were the ones that chose the winner in Türkiye. As a result of the election campaigns, Istanbul voters voted for the party rather than the candidate, and they showed their belief that the power opportunities would flow more to the municipality where a candidate of the ruling party was elected. The rhetoric of the opposition parties was not effective in the election. Voters were disinterested in the emphasis on democracy that they used to criticize ANAP’s concrete and populist projects.

Cyprus has for many years attracted international attention due to its strategic location. The island came under Ottoman rule in 1571. In 1878, British forces took over the island from the Ottoman administration, in exchange for protection against Russian attacks. In response to the entry of the Ottoman Empire into the First World War on the side of Germany, Britain added the island unilaterally to its own territory on 5 November 1914. During the negotiations in Lausanne, the Turkish side accepted that Cyprus belonged to Britain. The declaration of the establishment of the Turkish Republic of Cyprus took place on 16 August 1960, with both Turkish and Greek Cypriots taking part in the administration of the country. However, the Republic of Cyprus was not able to continue for long. Clashes resumed on the island after Makarios attempted to restrict the rights acquired by the Cypriot Turks in the 1960 constitution.Following the collapse of the Republic of Cyprus in December 1963, Turkish Cypriots established their own administration on the island. First, a separate Turkish administration called “General Committee” was established in 1964. Then, in November 1967, the Provisional Turkish Cypriot Administration was established. Thus, Turkish Cypriots tried to ensure their security in a more organized way. Britain did not support the steps taken by the Turkish Cypriots on the island. After Turkey’s 1974 military intervention, the Autonomous Turkish Cypriot Administration was established in October 1974 in the north of the island. On February 13, 1975, the founding of the Turkish Federated State of Cyprus (TFSC) was announced.Against this background, this study deals with the response of the British parliament to the declaration of the establishment of the TFSC by Turkish Cypriots in 1975. One of the countries that reacted strongly to the Turkish military intervention on the island in 1974 was Britain. The announcement of the establishment of the TFSC also provoked a strong reaction from Britain. In the statements made by the British government, the establishment of the TFSC was declared to be an “undesired development”. This study examines the approach of British MPs to the TFSC through discussions in the House of Commons.The first result of the study shows that British MPs did not support the announcement of the establishment of the TFSC. British MPs reacted to this and they questioned whether the British government knew about this announcement beforehand. British MPs also sought an answer to the question of why the government had not taken any steps to prevent the establishment of the TFSC. British government officials emphasized in their statements that they did not know that the founding of the TFSC would be announced. In addition, they expressed with certainty that the newly established Turkish administration would not be recognized by Britain. Another point that the study draws attention to was that because Ankara supported the TFSC, some MPs wanted the British government to “punish” Turkey. Moreover, one member of parliament wanted the British government to work for the suspension of Turkeys’ UN membership. However, British government officials stated that they did not support such a proposal.Some MPs expressed in the British parliament that Britain, which is one of the guarantor states in Cyprus, should take more initiative in seeking a resolution to the Cyprus problem. In response to this proposal, government officials pointed out the necessity to continue negotiations between the Turkish and Greek Cypriots for peace in Cyprus. British deputies expressed that there would be no results from long-standing inter-communal talks. They argued that the British government should follow a more active policy for peace in Cyprus. Government officials disagreed with these suggestions and stated that Britain could not act alone. Other guarantor states in Cyprus would have to agree together on a solution. Thus, the government did not take into consideration the active policy proposal for a solution to the Cyprus problem. Finally, another issue that came up after the announcement of the establishment of the TFSC was the situation of British citizens on the island. Some MPs proposed to open an official representative office within the boundaries of the TFSC for British citizens. However, British government officials opposed this proposal.&nbsp;As a result, MPs in the British parliament did not accept the announcement of the TFSC. Furthermore, there were deputies who said that the Turks should not be declared solely responsible for the Cyprus problem. However, this view did not cause any change in the policy of the British government and the TFSC was not recognized by the British government.

THE PERCEPTION OF BISMARCK IN THE OTTOMAN EMPIRE: THE CASE SPECIFIC TO ABDULHAMID II

At the end of the Second World War, a fast decolonization process started in the British Empire. This situation re-triggered the sovereignty debate in Cyprus. Repre-sentatives of the Greek Cypriots had been trying to make Cyprus a territory of Gree-ce for many years. Enosis, which meant the annexation of the island to Greece, was a strong feeling among Greek Cypriots. They also wanted to take advantage of the decolonization process. However, Great Britain did not favor the annexation of the island to Greece due to its interests in the Middle East. Great Britain favored making a more libertarian constitution on the island instead of enosis. The Greek Cypriots responded to this approach of the British government by declaring that they would never step back from the enosis.Enosis was not only prevented by Britain’s interests in the Middle East. Tur-kish Cypriots were also strongly opposed to enosis. Because Turks living on other islands, especially in Crete, had to leave their homeland due to Greek pressure, they were concerned the same outcome would happen on their own. That is why the Tur-kish Cypriots defended the continuation of the British rule on the island, or it should have been given to Turkey, which was the former owner of the island. On the other hand, Turkey was also against enosis because Turkey saw the enosis as an instrument of the expansionist politics of Greece. Despite the Turkish Cypriots’ and Turkey’s objections, Greek Cypriots insisted on demanding Enosis.The date of 18 October 1950 was a turning point for enosis because of Maka-rios III, whose original name was Mikhail Christodoulos Mouskos, was elected as archbishop. Makarios was ready to use all the facilities of the church for enosis. Eno-sis was a historical task, a national and religious issue for him. For that reason, he regarded leading the struggle for enosis as a great honor. According to Makarios, there were two ways to achieve enosis: diplomacy or armed struggle. He applied all the diplomatic methods he knew between 1950 and 1955. In this context, he organi-zed demonstrations in Athens and Nicosia; directed the public opinion, sought sup-port from the Greek lobby in the USA; and pressured the British administration.&nbsp;&nbsp;All the diplomatic initiatives of Makarios and Greece failed to persuade Bri-tain for enosis. Therefore, Greece applied to the United Nations to obtain the right of self-determination for Cyprus on August 16, 1954. However, the United Nations rejected Greece’s application. In the same period, besides diplomatic initiatives, an armed terrorist organization was established to carry out terrorist acts on the island, but this organization declined to take any action until the United Nations made its decision on Cyprus. The name of this&nbsp;organization was EOKA. It was founded under the leadership of retired Colonel Grivas and Makarios, and its aim was to carry out enosis through terrorist attacks.&nbsp;&nbsp;The establishment activities of EOKA began secretly in 1951, and had comp-leted all preparations by 1 April 1955. EOKA carried out all its activities on the is-land mostly through youth organizations such as PEON and OHEN. The Cyprus Church provided financial support to EOKA. Thanks to this financial support, the necessary weapons could be purchased. In order to become a member of EOKA, it was necessary to be Greek, a supporter of enosis and not be a communist. Therefore, EOKA was a pan-helenic fascist organization whose purpose was limited to enosis. Consequently, EOKA cannot be described as an organization that is fighting against colonialism to gain independency for its own folk because it wanted only enosis, not national independence. It was clear that EOKA’s motivation to resort to armed struggle against the British colonial administration was never independence.

TURKISH PRISONERS SENT TO INDIA BY THE BRITISH IN THE FIRST WORLD WAR

This study’s purpose is to provide information about Ali Saib Bey, who was in service in various provincial offices in the Ottoman State for many years and was the author of the annex which constitutes the main subject of the article. On the other hand, another purpose of the study was to determine the issues and recommendations stated in the annex and reveal whether these recommendations were realized through archive documents.The civil service life of a public servant who served in the Ottoman provinces for many years will be examined in this study. Many issues such as his duties, assignments, and rewards taken by this officer in the provinces will be revealed in this section. In addition, the presentation of the annex that Ali Saib Bey wrote was also important in terms of showing what problems he had in Shkoder, which would come out shortly after the Ottoman Empire, and what recommendations were put forward to overcome these problems. The question of whether these recommendations were taken into consideration were examined through documents in the Presidential Ottoman Archives. It is thought that the findings obtained within the framework of this annex, which reveal the central-provincial relations and have not been studied before, will contribute to the history of this territory.The first step in the method followed during the study was to collect data about the civil service life of Ali Saib Efendi, the owner of the annex. Later, it was evaluated in accordance with the original partition by making content analysis of the annex. And then, the documents obtained as a result of the review carried out in the Presidential Ottoman Archive on the subjects mentioned in the annex were compared. The studies conducted on the related territory were utilized for the data related to Shkoder. In this respect, the main source of the study was the annex of Ali Saib Bey and the documents obtained in the Presidential Ottoman Archive.Ali Saib Bey, the son of a soldier father, started his career as a correspondence clerk in Malatya sanjak at a very young age and served in many parts of the country. Ali Saib Efendi, who came to Shkoder with his position as a provincial letter officer on February 1, 1909, also served as deputy governor of Shkoder during this duty. Ali Saib Bey, who briefly summarized his civil service life in this way, wrote an annex dated October 29, 1911 that formed the subject of this study. Initially, he transferred the geographical borders and population information of the province. In the section titled political and social situation and urgent needs of Shkoder, he emphasized the issue of Malesori, for which he was also assigned. One of the important determinations he made was that it was the most important problem of the people in this place to be in ignorance and misery. Also, the efforts of Austria and Italy to influence here are another issue that was mentioned in the annex. It was understood from the statements of Ali Saib Bey that they took the hearts of the people through the great investments they made in the region and that even some of the Muslims in the Malesori region left their religions for this reason. It was a remarkable determination that the people in Malesori and Shkoder took refuge in the patronage of Montenegro, which was their enemy. An important determination in this section was that the Ottoman ambassador in Çetine was acting as if he were supporting Montenegro. After this section, Ali Saib Bey gave information about the law that he defined as “not fit for civilization and humanity” under the title of Dukakin Law. The next title was education. In the annex stating that Shkoder was not at the desired level in education, it was worth noting that many of the teachers with insufficient salaries did not know Ottoman Turkish. The most important recommendation in this section was that an industrial school should be opened there. Under the title of Public Works, it mentioned that the situation of the roads was very bad and that it was necessary to do something as soon as possible. Another point mentioned in this section was that foreign engineers and conductors did not want to go to their places owing to various excuses. Under the public order title, it determined that the coast of Shkoder Lake, up to Boyana and Drac, was open to smuggling and that it was a necessity to set up observation towers in suitable places on the coast, and he emphasized the necessity of installing a telephone line between them. In the title on agriculture, he stated that agriculture was done in the old way due to the financial deficiencies of the people. Therefore, he emphasized that it was necessary to increase the capital of the agricultural bank there and to open the branch of the bank in some towns. Opening a sample field on which Ali Saib Bey was standing was one of the recommendations put into practice. Another important determination in this section is that Shkoder was very rich in terms of forest but it was not utilized properly. Under the heading of civil service, some significant opinions were given about administrative arrangements that needed to be made by giving the current administrative division of Shkoder. The most noteworthy of these was the proposal to assign the Muslims or Christians in Shkoder, who could speak the local language, as the head of the district. Under the heading of officers to be assigned to Shkoder, it was requested that the unqualified ones be taken from there and replaced by experienced officers, and that the salaries and liabilities of the officers who would work there should be made regularly. The most striking point in the headline of politics to be implemented in Shkoder was that almost all of the people across the province had an attitude towards the government and that the people of the territory should not behave violently as a result of their nature, but it would not also result in being too soft. The only thing to do was to meet in the middle. It was another recommendation that mobile doctors should be assigned there and that these doctors should constantly treat people who were sick in the villages and mountains and make the state propaganda. Finally, it was recommended that the loyalty of the people to the state should be provided through the Muslim and Christian opinion leaders and that the financial support should be provided to poor people as much as possible.The annex written by an officer who worked in different parts of the Ottoman Empire as the correspondence clerk of Shkoder was an important document in order to understand center-provincial relations. There were some recommendations by Ali Saib Bey that were realized as well as those that could not be realized due to financial difficulties. As a result, thinking about how to manage Shkoder better and how to handle the current problems, Ali Saib Bey explained these issues in detail. However, neither this annex nor the efforts of the Ottoman State yielded any results, and Shkoder came out of the hands of the Ottomans as a result of the Balkan Wars.

The Ottoman Empire, which joined the First World War on the side of the Central Powers, had to fight actively on many fronts due to its strategic and geopolitical position. These fronts stretched from the Caucasus to Iraq, from the Suez Canal to the Dardanelles. In addition, Ottoman forces also operated in areas that were not actively involved in conflict, taking active or passive defensive measures. The Ottoman Empire’s Deputy Commander-In-Chief in Thrace carried out military operations in case of a military landing by the Allied forces and as such took various measures in the Black Sea, Marmara, western Anatolia and around Iskenderun.&nbsp;The Ottoman Empire’s Western Anatolian coasts being under the threat of the British and French Navy , and having the assistance of the Allied Forces to carry out air operations with aircraft carriers wherever they wanted, led to the deployment of aviation units by the Ottoman Commander-in-Chief in the relevant regions.The Ottoman Empire entered the First World War with six aircraft at the beginning of the war. After some time, the Ottoman Empire was in active at the front with 1500 personnel and 450 aircraft which were received from its ally Germany. At the beginning of the war, the Ottoman Deputy Commander-in-chief sent two aircraft to the Dardanelles and one plane to Izmir, taking into account the strategic and geopolitical situation of the Dardanelles and Izmir region. Over time, air troops were deployed in the region with aircraft from Germany and the amount of aircraft was increased.At the beginning of the First World War, measures were taken by sending planes around Çanakkale and Izmir, and in 1915, also to the Dardanelles Front battles began with the offensive of the Allied Forces. On March 18, 1915, the Allies did not succeed in their naval operation, followed by a landing on the Gallipoli peninsula on April 25, 1915. However, the Entente forces withdrew from the region at the beginning of 1916, failing to achieve any success as a result of the joint defence of the Turkish land, air and naval forces.After the victory of the Turkish forces in the Dardanelles, the Allied forces carried out operations until the end of the war in the western Anatolia region with the air and&nbsp;naval forces they had gathered in the islands . The Allied tactical operation was aimed at maintaining the control of the Straits and preventing entry and exit from there. Consequently, the region was constantly supervised by both sea and air elements due to its strategic importance. In addition, from time to time western Anatolian coasts, cities and ports were harassed and bombed by Allied naval and air elements.The activity of the Allied forces was marked by the formation of 1st and 6th divisions in and around Çanakkale, which included the Western Anatolia region, and 5th and 12th divisions around Izmir, in order to follow, explore, monitor and report the situation to the command levels as quickly as possible. The possibility and expectation that the Entente forces would make a landing over Gallipoli or Izmir after the battles of the Dardanelles made the formation of the air defense forces mandatory in addition to the precautionary measures of the Ottoman State. The aim was to secure the capital Istanbul with air troops from the relevant regions in the Dardanelles and to advance against the Allied Air Forces. It was also intended to preempt possible landings into the region with the air forces in Izmir.The Aegean Sea and the islands were monitored by the units and platoons established, and from time to time the allied bases there were bombed. Air battles took place with the aircraft of the Allied forces. From the point of view of the opposing forces, the strategic importance of the Ottoman territory led to Allied aircraft carrying out aerial attacks on Istanbul and Izmir from time to time. Although these aerial attacks did not affect the outcome of the war, they played their part in terms of psychological effects. The Allied elements demonstrated effectiveness, particularly by bombing strategic public institutions, air bases and warships.The headquarters of the British Air Force in the Mediterranean was assembled and directed at a command post in Malta. The air operations against Istanbul and Izmir were carried out by the air units based at Mondros, under the command of Colonel Gordon. After the battles of the Dardanelles, 34 French and British aircraft based on the islands in the Aegean Sea operated on Western Anatolia. French aircraft served in Bozcaada, and a Greek aircraft station that was under the supervision of the Greek Ministry of War, was located in Mondros. Meanwhile, a base between Thasoz and Lesbos served the Entente aircraft. All these squadrons were managed under the command of the commander at Mondros.Turkish coasts were blockaded from 1915. French naval forces were completely under the control of Beirut, Iskenderun, and the Antalya coasts. The French, assisting their naval forces, began to conduct aerial reconnaissance from the Egyptian ports and the small islands of Ruad and Meis between Cyprus and Syria. Upon the increase of enemy activities in the Aegean Sea and Izmir region, the 5th Airborne Division was assigned the task of reconnaissance and control against the Entente activities in the region. In this context, flights were made from the islands of Chios, Sisam, Rhodes, Lesbos and Kösten (Uzunada), and mobility in the region was monitored.&nbsp;From all academic studies carried out on behalf of the history of aviation thus far, it can be seen based on archival documents that no studies have been conducted on the topic of the air operations carried out in the western Anatolia region after the Gallipoli victory. Having remedied this with this study, aviation activities realized in the said region have now been examined in the light of archival documents.

Recent Period Turkish Studies - Yakın Dönem Türkiye Araştırmaları is the official publication of Istanbul University Institute of Ataturk’s Principles and Reforms. It is an open access, peer-reviewed,and regionally concentrated international journal  that targets audiences primarily in historically related regions in the neighbourhood of Turkiye; such as Balkans, Eastern Europe, Eastern Mediterrenean, Central Asia, and Middle East,   The journal has been published biannually  in June and December. It was founded in 2002.  

The journal publishes original articles and studies from the disciplines of history, History of the Republic of Turkey, Atatürk’s Principles and History of Turkish Reforms, Ottoman History, sociology, literature, art history, law, political science and economics within the framework of Modern Turkish and World History. The objective of the journal is to contribute to science by publishing research articles and reviews in Turkish, English, German and French.

The journal publishes, research articles and reviews evaluating and criticizing the studied subjects and presenting new and remarkable opinions on the basis of a rich bibliography. Translations related to the field and texts of unpublished papers that were previously presented at a scientific congress; introductory letters about treatises, personalities and scientific activities about the Turkish National Struggle and Republic of Turkey are included in the journal as well.

All expenses of the journal are covered by the Istanbul University. Processing and publication are free of charge with the journal. There is no article processing charges or submission fees for any submitted or accepted articles.

Yakın Dönem Türkiye Araştırmaları-Recent Period Turkish Studies, İstanbul Üniversitesi Atatürk İlkeleri ve İnkılap Tarihi Enstitüsü’nün yayınıdır. Açık-erişimli, bilimsel, hakemli ve bölgesel odaklı uluslararası bir dergidir; öncelikle Türkiye’nin tarihsel olarak ilişkili olduğu bölgeler olan Balkanlar, Doğu Avrupa, Doğu Akdeniz, Orta Asya ve Orta Doğu’dan akademisyenleri, okurları ve yazarları hedefler. Yılda iki defa Haziran ve Aralık aylarında yayınlanır. Derginin başlangıç tarihi 2002’dir.

Dergi, yakın dönem Türk ve Dünya Tarihini ilgilendiren tarih, Türkiye Cumhuriyeti Tarihi, Atatürk İlkeleri ve İnkılap Tarihi, Osmanlı Tarihi, sosyoloji, edebiyat, sanat tarihi, hukuk, siyaset bilimi, iktisat disiplinlerinden özgün araştırmalara dayanan çalışmaları yayınlanmaktadır . Derginin amacı Türkçe, İngilizce, Almanca ve Fransızca araştırma, inceleme, derleme yazıları yayınlamak suretiyle bilime katkı sağlamaktır. 

Dergi odaklandığı alanlarda boşluğu dolduracak özgün araştırmalara dayanan makaleler; incelenen konuları zengin bir kaynakçaya dayanarak değerlendiren, eleştiren ve bu konuda yeni ve dikkate değer görüşler ortaya koyan araştırma, inceleme ve derleme yazıları yayınlar.

Alanla ilgili çevirilere ve durumun belirtilmesi koşulu ile daha önce bir bilimsel kongrede sunulmuş ancak yayınlanmamış bildirilerin metinlere; Milli Mücadele ve Türkiye Cumhuriyeti ile ilgili eser, şahsiyet ve ilmi faaliyetlerin tanıtım yazılarına da dergide yer verilir.

Derginin tüm giderleri İstanbul Üniversitesi tarafından karşılanmaktadır. Dergide makale yayını ve makale süreçlerinin yürütülmesi ücrete tabi değildir. Dergiye gönderilen ya da yayın için kabul edilen makaleler için işlemleme ücreti ya da gönderim ücreti alınmaz.

Yakın Dönem Türkiye Araştırmaları-Recent Period Turkish Studies, yılda iki defa yayınlanan (Aralık-Haziran) bilimsel, açık erişimli ve hakemli bir dergidir. Orijinal, yayınlanmamış ve başka bir dergide değerlendirme sürecinde olmayan, her bir yazar tarafından içeriği ve gönderimi onaylanmış yazılar değerlendirmeye kabul edilir. Makale yayınlanmak üzere Dergiye gönderildikten sonra yazarlardan hiçbirinin ismi, tüm yazarların yazılı izni olmadan yazar listesinden silinemez ve yeni bir isim yazar olarak eklenemez ve yazar sırası değiştirilemez.İntihal, duplikasyon, sahte yazarlık/inkar edilen yazarlık, araştrma/veri fabrikasyonu, makale dilimleme, dilimleyerek yayın, telif hakları ihlali ve çıkar çatışmasının gizlenmesi, etik dışı davranışlar olarak kabul edilir. Kabul edilen etik standartlara uygun olmayan tüm makaleler yayından çıkarılır. Buna yayından sonra tespit edilen olası kuraldışı, uygunsuzluklar içeren makaleler de dahildir.İntihal Ön kontrolden geçirilen makaleler, iThenticate yazılımı kullanılarak intihal için taranır. İntihal/kendi kendine intihal tespit edilirse yazarlar bilgilendirilir. Editörler, gerekli olması halinde makaleyi değerlendirme ya da üretim sürecinin çeşitli aşamalarında intihal kontrolüne tabi tutabilirler. Yüksek benzerlik oranları, bir makalenin kabul edilmeden önce ve hatta kabul edildikten sonra reddedilmesine neden olabilir. Makalenin türüne bağlı olarak, bunun oranın %15 veya %20'den az olması beklenir.Çift Kör Hakemlikİntihal kontrolünden sonra, uygun olan makaleler baş editör tarafından orijinallik, metodoloji, işlenen konunun önemi ve dergi kapsamı ile uyumluluğu açısından değerlendirilir. Editör, makalelerin adil bir şekilde çift taraflı kör hakemlikten geçmesini sağlar ve makale biçimsel esaslara uygun ise, gelen yazıyı yurtiçinden ve /veya yurtdışından en az iki hakemin değerlendirmesine sunar, hakemler gerek gördüğü takdirde yazıda istenen değişiklikler yazarlar tarafından yapıldıktan sonra yayınlanmasına onay verir.

Dergi açık erişimlidir ve derginin tüm içeriği okura ya da okurun dahil olduğu kuruma ücretsiz olarak sunulur. Okurlar, ticari amaç haricinde, yayıncı ya da yazardan izin almadan dergi makalelerinin tam metnini okuyabilir, indirebilir, kopyalayabilir, arayabilir ve link sağlayabilir. Editörler, yayınlanan makalede, bulguları, yorumları ve sonuçları etkilemeyen küçük hatalar tespit edilirse düzeltme yayınlamayı düşünebilirler. Editörler, bulguları ve sonuçları geçersiz kılan büyük hatalar / ihlaller söz konusu olduğunda, makaleyi geri çekmeyi düşünmelidir. Yazarlar tarafından araştırma veya yayını kötüye kullanmaya yönelik olasılık söz konusu ise; bulguların güvenilir olmadığına ve yazarların kurumlarının olayı soruşturmadığına dair kanıtlar var veya olası soruşturma haksız veya sonuçsuz görünüyor ise, editörler endişe ifadesi yayınlamayı düşünmelidir. Düzeltme, geri çekme veya endişe ifadesi ile ilgili olarak <a href="https://publicationethics.org/resources/flowcharts/complete-set-english" target="_blank">COPE</a> ve &#65279;<a href="https://www.icmje.org/recommendations/" target="_blank">ICJME</a>&#65279; yönergeleri dikkate alınır.

Dergide yayınlanan tüm yazıların korunmasını ve kalıcı olarak erişilebilir olmasını sağlamak için makaleler, ulusal bir arşiv sitesi olarak hizmet veren ve aynı zamanda LOCKSS'in içeriği toplamasına, korumasına ve sunmasına izin veren Dergipark'ta saklanmaktadır.Ek olarak, yazarların kendilerinin makalelerinin son PDF sürümünü Open Archives Initiative (<a href="https://www.openarchives.org/" target="_blank">https://www.openarchives.org/</a>) standartlarına uygun açık elektronik arşivlerde arşivlemeleri önerilir. Etik

Yakın Dönem Türkiye Araştırmaları- Recent Period Turkish Studies araştırma etiğinde en yüksek standartları gözetir ve aşağıda tanımlanan uluslararası araştırma etiği ilkelerini benimser. Makalelerin etik kurallara uygunluğu yazarların sorumluluğundadır.<ul><li style="text-align: left;">Araştırmanın tasarlanması, tasarımın gözden geçirilmesi ve araştırmanın yürütülmesinde, bütünlük, kalite ve şeffaflık ilkeleri sağlanmalıdır.</li><li style="text-align: left;">Araştırma ekibi ve katılımcılar, araştırmanın amacı, yöntemleri ve öngörülen olası kullanımları; araştırmaya katılımın gerektirdikleri ve varsa riskleri hakkında tam olarak bilgilendirilmelidir.</li><li style="text-align: left;">Araştırma katılımcılarının sağladığı bilgilerin gizliliği ve yanıt verenlerin gizliliği sağlanmalıdır. Araştırma katılımcıların özerkliğini ve saygınlığını koruyacak şekilde tasarlanmalıdır.</li><li style="text-align: left;">Araştırma katılımcıları gönüllü olarak araştırmada yer almalı, herhangi bir zorlama altında olmamalıdırlar.</li><li style="text-align: left;">Katılımcıların zarar görmesinden kaçınılmalıdır. Araştırma, katılımcıları riske sokmayacak şekilde planlanmalıdır.</li><li style="text-align: left;">Araştırma bağımsızlığıyla ilgili açık ve net olunmalı; çıkar çatışması varsa belirtilmelidir.</li><li style="text-align: left;">İnsan denekler ile yapılan deneysel çalışmalarda, araştırmaya katılmaya karar veren katılımcıların yazılı bilgilendirilmiş onayı alınmalıdır. Çocukların ve vesayet altındakilerin veya tasdiklenmiş akıl hastalığı bulunanların yasal vasisinin onayı alınmalıdır.</li><li style="text-align: left;">Çalışma herhangi bir kurum ya da kuruluşta gerçekleştirilecekse bu kurum ya da kuruluştan çalışma yapılacağına dair onay alınmalıdır.</li><li style="text-align: left;">İnsan öğesi bulunan çalışmalarda, “yöntem” bölümünde katılımcılardan “bilgilendirilmiş onam” alındığının ve çalışmanın yapıldığı kurumdan etik kurul onayı alındığı belirtilmesi gerekir.</li></ul>

Makalelerin bilimsel ve etik kurallara uygunluğu yazarların sorumluluğundadır. Yazar makalenin orijinal olduğu, daha önce başka bir yerde yayınlanmadığı ve başka bir yerde, başka bir dilde yayınlanmak üzere değerlendirmede olmadığı konusunda teminat sağlamalıdır. Uygulamadaki telif kanunları ve anlaşmaları gözetilmelidir. Telife bağlı materyaller (örneğin tablolar, şekiller veya büyük alıntılar) gerekli izin ve teşekkürle kullanılmalıdır. Gönderilen makalede tüm yazarların akademik ve bilimsel olarak doğrudan katkısı olmalıdır, bu bağlamda “yazar” yayınlanan bir araştırmanın kavramsallaştırılmasına ve dizaynına, verilerin elde edilmesine, analizine ya da yorumlanmasına belirgin katkı yapan, yazının yazılması ya da bunun içerik açısından eleştirel biçimde gözden geçirilmesinde görev yapan birisi olarak görülür. Yazar olabilmenin diğer koşulları ise, makaledeki çalışmayı planlamak veya icra etmek ve / veya revize etmektir. Fon sağlanması, veri toplanması ya da araştırma grubunun genel süpervizyonu tek başına yazarlık hakkı kazandırmaz. Yazar olarak gösterilen tüm bireyler sayılan tüm ölçütleri karşılamalıdır ve yukarıdaki ölçütleri karşılayan her birey yazar olarak gösterilebilir. Yazarların isim sıralaması ortak verilen bir karar olmalıdır. Tüm yazarlar yazar sıralamasını <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/50820B6B44BF4741BF802244D5C926E7" target="_blank">Telif Hakkı Anlaşması Formunda</a> imzalı olarak belirtmek zorundadırlar.Yazarlık için yeterli ölçütleri karşılamayan ancak çalışmaya katkısı olan tüm bireyler “teşekkür / bilgiler” kısmında sıralanmalıdır. Bunlara örnek olarak ise sadece teknik destek sağlayan, yazıma yardımcı olan ya da sadece genel bir destek sağlayan, finansal ve materyal desteği sunan kişiler verilebilir.Bütün yazarlar, araştırmanın sonuçlarını ya da bilimsel değerlendirmeyi etkileyebilme potansiyeli olan finansal ilişkiler, çıkar çatışması ve çıkar rekabetini beyan etmelidirler. Bir yazar kendi yayınlanmış yazısında belirgin bir hata ya da yanlışlık tespit ederse, bu yanlışlıklara ilişkin düzeltme ya da geri çekme için editör ile hemen temasa geçme ve işbirliği yapma sorumluluğunu taşır.

Baş editör, makaleleri, yazarların etnik kökeninden, cinsiyetinden, uyruğundan, dini inancından ve siyasi felsefesinden bağımsız olarak değerlendirirler. Hakem atama konusunda tam yetkiye sahiptir ve dergide yayınlanacak makalelerle ilgili nihai kararı vermekle yükümlüdür.Hakemler, araştırma, yazarlar ve/veya araştırmaya fon sağlayanlarla çıkar çatışması içinde olmamalıdır. Hakemler değerlendirmelerinin sonucunda tarafsız bir yargıya varmalıdırlar. Gönderilmiş yazılara ilişkin tüm bilginin gizli tutulmasını sağlamalı ve yazar tarafında herhangi bir telif hakkı ihlali ve intihal fark ederlerse editöre raporlamalıdırlar. Hakem, makale konusu hakkında kendini vasıflı hissetmiyor ya da zamanında geri dönüş sağlaması mümkün görünmüyorsa, editöre bu durumu bildirmeli ve hakem sürecine kendisini dahil etmemesini istemelidir.Değerlendirme sürecinde editör hakemlere gözden geçirme için gönderilen makalelerin, yazarların özel mülkü olduğunu ve bunun imtiyazlı bir iletişim olduğunu açıkça belirtir. Hakemler ve yayın kurulu üyeleri başka kişilerle makaleleri tartışamazlar. Hakemlerin kimliğinin gizli kalmasına özen gösterilmelidir. Bazı durumlarda editörün kararıyla, ilgili hakemlerin makaleye ait yorumları aynı makaleyi yorumlayan diğer hakemlere gönderilerek hakemlerin bu süreçte aydınlatılması sağlanabilir.

Daha önce yayınlanmamış ya da yayınlanmak üzere başka bir dergide halen değerlendirmede olmayan ve her bir yazar tarafından onaylanan makaleler değerlendirilmek üzere kabul edilir. Gönderilen ve ön kontrolü geçen makaleler iThenticate yazılımı kullanılarak intihal için taranır. İntihal kontrolünden sonra, uygun olan makaleler baş editör tarafından orijinallik, metodoloji, işlenen konunun önemi ve dergi kapsamı ile uyumluluğu açısından değerlendirilir.Seçilen makaleler en az iki ulusal/uluslararası hakeme çift taraflı kör hakemlik ile değerlendirmeye gönderilir; yayın kararı, hakemlerin talepleri doğrultusunda yazarların gerçekleştirdiği düzenlemelerin ve hakem sürecinin sonrasında baş editör tarafından verilir.

Hakemlik Hakkında

Gönderilmiş yazılara ilişkin tüm bilginin gizli tutulmasını sağlamalı ve yazar tarafında herhangi bir telif hakkı ihlali ve intihal fark ederlerse editöre raporlamalıdırlar.Hakem, makale konusu hakkında kendini vasıflı hissetmiyor ya da zamanında geri dönüş sağlaması mümkün görünmüyorsa, editöre bu durumu bildirmeli ve hakem sürecine kendisini dahil etmemesini istemelidir.Değerlendirme sürecinde editör hakemlere gözden geçirme için gönderilen makalelerin, yazarların özel mülkü olduğunu ve bunun imtiyazlı bir iletişim olduğunu açıkça belirtir. Hakemler ve yayın kurulu üyeleri başka kişilerle makaleleri tartışamazlar. Hakemlerin kimliğinin gizli kalmasına özen gösterilmelidir. Bazı durumlarda editörün kararıyla, ilgili hakemlerin makaleye ait yorumları aynı makaleyi yorumlayan diğer hakemlere gönderilerek hakemlerin bu süreçte aydınlatılması sağlanabilir.

Daha önce yayınlanmamış ya da yayınlanmak üzere başka bir dergide halen değerlendirmede olmayan ve her bir yazar tarafından onaylanan makaleler değerlendirilmek üzere kabul edilir. Gönderilen ve ön kontrolü geçen makaleler iThenticate yazılımı kullanılarak intihal için taranır. İntihal kontrolünden sonra, uygun olan makaleler baş editör tarafından orijinallik, metodoloji, işlenen konunun önemi ve dergi kapsamı ile uyumluluğu açısından değerlendirilir. Baş editör, makaleleri, yazarların etnik kökeninden, cinsiyetinden, uyruğundan, dini inancından ve siyasi felsefesinden bağımsız olarak değerlendirir. Yayına gönderilen makalelerin adil bir şekilde çift taraflı kör hakem değerlendirmesinden geçmelerini sağlar.Seçilen makaleler en az iki ulusal/uluslararası hakeme değerlendirmeye gönderilir; yayın kararı, hakemlerin talepleri doğrultusunda yazarların gerçekleştirdiği düzenlemelerin ve hakem sürecinin sonrasında baş editör tarafından verilir.Hakemlerin değerlendirmeleri objektif olmalıdır. Hakem süreci sırasında hakemlerin aşağıdaki hususları dikkate alarak değerlendirmelerini yapmaları beklenir.-Makale yeni ve önemli bir bilgi içeriyor mu?-Öz, makalenin içeriğini net ve düzgün bir şekilde tanımlıyor mu?-Yöntem bütünlüklü ve anlaşılır şekilde tanımlanmış mı?-Yapılan yorum ve varılan sonuçlar bulgularla kanıtlanıyor mu?-Alandaki diğer çalışmalara yeterli referans verilmiş mi?-Dil kalitesi yeterli mi?Hakemler, gönderilen makalelere ilişkin tüm bilginin, makale yayınlanana kadar gizli kalmasını sağlamalı ve yazar tarafında herhangi bir telif hakkı ihlali ve intihal fark ederlerse editöre raporlamalıdırlar. Aksi belirtilmedikçe gönderilen yazılarla ilgili tüm yazışmalar ilk yazarla yapılacaktır. Makale gönderimi online olarak ve <a href="http://rpts.istanbul.edu.tr" target="_blank">http://rpts.istanbul.edu.tr</a> adresinden erişilen <a href="http://dergipark.gov.tr/login" target="_blank">http://dergipark.gov.tr/login</a> üzerinden yapılmalıdır. Gönderilen yazılar, makale türünü belirten ve makaleyle ilgili detayları içeren (bkz: Son Kontrol Listesi) kapak sayfası; editöre mektup, yazının elektronik formunu içeren Microsoft Word 2003 ve üzerindeki versiyonları ile yazılmış elektronik dosya ve tüm yazarların imzaladığı Telif Hakkı Anlaşması Formu eklenerek gönderilmelidir. <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/766744E809F149E2BA81FA92CBBCE72A" target="_blank">Kapak Sayfası</a> ve <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/3AFB3D1E49CB441B8A3231E89A543986" target="_blank">Telif Hakkı Anlaşması Formu</a> eksiksiz doldurulmalıdır. 1. Çalışmalar, A4 boyutunda, sol taraftan 4 cm, üst, alt ve sağ taraftan 2,5 cm. boşluk bırakılarak, 12 punto Times New Roman harf karakterleriyle ve 1,5 satır aralık ölçüsü ile ve iki yana yaslı olarak hazırlanmalıdır. Dipnotlar var ise, bu sınırlar içinde kalmalıdır ve 10 punto ile yazılmalıdır. Paragraflardan önce ve sonra 6 punto boşluk bırakılmalıdır. 2. Makalenin çeşitli, kısım, bölüm, altbölümlerinin başlıkları 14 punto ile yazılmalıdır. Başlıklardan önce ve sonra 6 punto boşluk bırakılmalıdır. 3. Başlık ve alt başlıklar sayfanın son satırı olarak yazılmamalıdır; sonraki sayfada yer almalıdır. Bir paragrafın ilk satırı sayfanın son satırı, paragrafın son satırı sayfanın ilk satırı olarak yazılmamalıdır. 4. Kısaltmalar, tablo, şekil ve sembol listeleri, önsöz, özetler, kaynaklar, ekler, metin içindeki tablo ve şekillerin isim ve açıklamaları ve dipnotlar 1 satır aralık ölçüsü ile yazılmalıdır. 5. Yazar/yazarların adları ve bilgileri çalışma metninde yer almamalı, yazara/yazarlara dair tüm bilgiler makale dosyası ve Telif Hakkı Anlaşması Formu ile birlikte sisteme yüklenecek olan Kapak Sayfasında belirtilmelidir. Kapak sayfasında, makalenin başlığı, yazar veya yazarların bağlı bulundukları kurum ve unvanları, kendilerine ulaşılabilecek adresler, cep, iş ve faks numaraları, ORCID ve e-posta adresleri yer almalıdır. 6. Giriş bölümünden önce 100-200 kelimelik çalışmanın kapsamını, amacını, ulaşılan sonuçları ve kullanılan yöntemi kaydeden Türkçe ve İngilizce öz ile 600-800 kelimelik İngilizce genişletilmiş özet yer almalıdır. Çalışmanın İngilizce başlığı İngilizce özün üzerinde yer almalıdır. İngilizce ve Türkçe özlerin altında çalışmanın içeriğini temsil eden, 5 adet Türkçe, 5 adet İngilizce anahtar kelime yer almalıdır. 7. Çalışmaların başlıca şu unsurları içermesi gerekmektedir: Makale dilinde başlık, öz ve anahtar kelimeler; İngilizce başlık, öz ve anahtar kelimeler; İngilizce genişletilmiş özet, ana metin bölümleri, kaynaklar, tablolar ve şekiller. 8. Çalışmalarda tablo, grafik ve şekil gibi göstergeler ancak çalışmanın takip edilebilmesi açısından gereklilik arz ettiği durumlarda, numaralandırılarak, tanımlayıcı bir başlık ile birlikte verilmelidir. Demografik özellikler gibi metin içinde verilebilecek veriler, ayrıca tablolar ile ifade edilmemelidir. 9. Dergide yayınlanan yazıların tüm sorumluluğu ve belirtilen görüşler yazarlara aittir; İstanbul Üniversitesi Atatürk İlkeleri ve İnkılap Tarihi Enstitüsü bir sorumluluk yüklenmez. 10. Yayın kurulu ve hakem raporları doğrultusunda yazarlardan, metin üzerinde bazı düzeltmeler yapmaları istenebilir.

Yazım Kuralları

Atıflar (Referans, Gönderme) Makalede, başka kaynaklardan yapılan alıntılar,  ya aynen aktarılır veya özü değiştirilmemek kaydıyla kaynak çalışmayı yapanın kendi cümleleriyle özetlenerek yahut yorumlanarak verilir. Her iki durumda da alıntı yapılan kaynağa (metin, tablo, şekil ve benzeri dahil) mutlaka atıfta bulunulmalıdır. Bu konuda aşağıdaki ilkeler uygulanır: a. Kaynaktan aynen alınan bilgiler (alıntı), çift tırnak içinde (“.....”) gösterilirler. Makaleyi hazırlayanın, kaynaktaki bilginin özünü değil, biçimini değiştirerek yaptığı alıntılar ise,  çift tırnak arasına alınmadan gösterilirler. Her iki alıntı türünde de ilgili kaynağa mutlaka atıf yapılır ve atıfların her birine, sayfa altı dipnot şeklinde birbirini izleyen numara verilir. b. Makalede, kaynaktan aynen aktarılan bilgilerin tamamı verilebileceği gibi, örneğin cümle, paragraf veya sayfalar halindeki bilgilerin sadece belli kısımları da verilebilir. Bu durumda, cümlelerde belli kelimelerin, çeşitli cümlelerin, paragraf ve sayfaların atlanarak verildiğini göstermek üzere, atlanan yerler üç nokta (...) ile belirtilir. c. Başka kaynaklardaki bilgilerin aynen aktarılması durumunda, kaynaklarda noktalama işaretleri ve çeviri yanlışları dahil olmak üzere harf, cümle, tarih, yer vb. gibi yanlışlıklar da tekrarlanır. Makale yazarı, kaynak metindeki yanlışlıkları düzelterek vermek isterse, o zaman doğru bilgi, yanlış bilgiden hemen sonra bir parantez içinde gösterilir. d. Kaynaklardan aynen yapılan alıntılar, bir cümleyi aşmayacak uzunluktaysa, makale metni içinde verilirler. Daha uzun alıntılarda,  alıntının ilk ve son satırları ile makale metni arasında en az çift aralıklı boşluk bırakılarak, alıntı ile metnin ayırt edilmesi sağlanır.  Bu tür alıntılar için, makale metninde kullanılan puntodan daha küçük punto kullanılır.Referans Dipnotları İle İlgili KurallarReferans dipnotlarında, ilgili kaynağa ilk kez referans veriliyorsa, eserin tam künyesi (yazar adı soyadı, eser adı, varsa çeviren/editör/derleyen bilgisi, yayınlandığı yer, yayınevi ve tarih) verilmelidir. Recent Period Turkish Studies - Yakın Dönem Türkiye Araştırmaları is the official publication of Istanbul University Institute of Ataturk’s Principles and Reforms. It is an open access, peer-reviewed,and regionally concentrated international journal that targets audiences primarily in historically related regions in the neighbourhood of Turkiye; such as Balkans, Eastern Europe, Eastern Mediterrenean, Central Asia, and Middle East, The journal has been published biannually in June and December. It was founded in 2002.
