When we look at the situation before peyk, it can be seen that communication was of vital importance for people in many periods of history. In communication, the idea of delivering the news quickly and quickly has pushed people to develop new communication methods. As a matter of fact, from the beginning, this need was met by fire towers and runners, as well as pigeons and messenger horsemen were used. In the Ottoman Empire, communication was carried out through the messenger system in the early periods. Ulaklar fulfilled their duty of bringing and taking the official documents notified to them. At the same time, there were also officials who provided private postal services, and these were called sai. Apart from these officials who provided the private and official communication system, it is seen that there were also some runners who were responsible for conveying the messages of the palace by running over long distances. The class they form is called peykler. The expansion of the borders of the Ottoman Empire in a short time revealed the need for faster and more reliable communication between the central government and local administrations. In this sense, in addition to the official Ottoman Ulak system, special persons outside this system, especially those in the sultan's entourage and who would be responsible for quickly reporting his news to the necessary places, were also appointed within the palace organization. These people were called peyk, meaning the messenger who sees the "emergency postal service" in today's sense. While the peykler were a class that served as a kind of "emergency mail service" in the early days, especially due to their ability to run fast, as the state gradually grew, they became a ceremonial company that showed magnificence. They started to fulfill their duty as "ceremonial company" along with the left-handed people in various ceremonies such as the Sultan's departure for a campaign, Friday prayers, and holiday celebrations, and they displayed a magnificent appearance with their fancy clothes. Peykler have been an important subject that attracted the attention of travelers visiting the Ottoman geography. As a matter of fact, Menavino and Nicolas de Nicolay, who were among the first to talk about the planets, stated that they were of Iranian origin. As a matter of fact, the similarities in training messenger runners between the Ottoman Empire and the Safavid Empire in the 16th and 17th centuries indicate the existence of organizational transfer between the two states. Because it is seen that there is a natural interaction in terms of the trial exam applied to the peykler. For example, Jean Chardin, who was in Isfahan during the reign of Shah Suleiman of Iran, talks about the exam held for the selection of peykler and shares similar information. In travelogues, while the prominent features of the peykler were included, their speed was frequently mentioned. Because it has been emphasized that they can travel further than a horse can. It was stated that they never rested while doing this, and even if the task ended, they continued the journey with another task. Regarding their ability to move so fast and travel long distances, several travelers have shared that they learned that their spleens were removed. Peykler definitely took part in processions such as Alay-ı Humayun, Eid Regiment, Prince Regiment, Friday Regiment, Surre Regiment. In the sultan's processions, they presented a visual feast to the audience with their appearance, demeanor and movements, especially to increase the ostentation. These processions were watched not only by the public but also by foreigners who came to visit the country or lived in the country. Therefore, the sultan's regiments served as international mirrors reflecting the image of the Ottoman world. As a matter of fact, this was one of the reasons why so much importance was given to the organization of the processions.Peykler were the objects that attracted attention while performing their duties. Because they sometimes tied them to their knees, sometimes to their ankles, and sometimes to their waists. While the cymbals were traveling rapidly, these bells naturally made sounds. Therefore, this voice announced that the sultan's messenger was coming and ensured that the road traveled was evacuated. It can also be said that it helps keep rhythm while running. Another ingredient that the peykler kept with them was rose water. During the journey, they both carried an ax in their hands and kept rose water. Therefore, they sprinkled this rose water on the people they met on the roads, and in return, people could bestow money on them. They also carried sweet-smelling and breathtaking candies with them. It is thought that these candies have soothing properties during travels, and even correspond to today's menthol or mint candies. It is seen that the marbles, which serve a similar function, are carried in the peykler mouth and facilitate breathing.&nbsp;

An Important Class in the Ottoman Communication Organization and Alay-ı Hümayun: Peykler

Road construction and repair activities, which have an important place in the transportation sector, have been effective in meeting needs such as nutrition, shelter, and security throughout history. However, they have become an area that creates a catalytic effect within the concept of economic development introduced in the 19th century.Since the second half of the 19th century marked the beginning of a period full of social, economic, and cultural innovations for the Ottoman Empire, road construction and repair activities also played an important role in this innovation and transformation.In the same period, the scarcity of expenditures related to public works in the budget of the Ottoman Empire continued until the Tanzimat Period, which is considered the beginning of the Renovation Period. However, while agricultural production maintained its weight in budget data during the Renovation Period, market research deeply affected the Ottoman Empire with the decrease in production costs of European countries that completed their industrialization. The Free Trade Agreement signed in 1838 brought the Ottoman Empire to the brink of destruction. This destruction continued from the establishment of the Public Debt Debt Administration (Düyûn-ı Umûmiye) until the State of the Republic of Turkey paid off the debts incurred by this institution.&nbsp;These economic, political, and military developments have made it essential to take steps regarding road construction and repair activities, which are among the transportation activities.The reforms carried out in almost every field after the Tanzimat period became more evident in the second half of the 19th century. At this point, the Right Arm Route on Anatolian lands has become an important area of action within the scope of the projects planned to be implemented. Many pilot applications have been implemented on this route.&nbsp;The impact on road construction and repair activities that emerged with the 1861 and 1864 Regulations shifted to a different point with the change in the administrative structuring in line with the 1871 Regulations. Sultan II of the Constitutional Monarchy and Armistice Period took place in the Renewal Period. Abdulhamid employed many local and foreign engineers who were experts in their fields in the state bureaucracy. Through the research carried out by these engineers, he determined the contribution of road construction and repair activities to economic development, giving special importance to road construction and repair activities. Hendese-i Mülkiye and Sanayi-i Nefise Schools fulfilled an important institutional duty in this period.As a result of the commercial privileges obtained by England on Anatolian lands, it became a great need to transport Western products from port cities to inland centers quickly and without disruption. The most important reason underlying the decrease in profitability rates for Western merchants was that the old Classical-era roads were found to be neglected and inadequate, and this situation was reported by merchant representatives and presented to the central government. The reports and requests that mobilized the administrators of the period tried to implement road construction and repair practices according to their degree of importance.As an example of this situation, the name of Umûr-ı Ticaret ve Nafia Nezareti was changed to II. It can be shown that it was changed to the Ministry of Public Works within the framework of the modernization efforts of the Abdulhamid Period. Because the complex structure of this ministry, which was called by different names during the period we conducted research, and its frequent mergers and separations with other ministries, prevented the process of road construction and repair activities from proceeding effectively and efficiently.The impact of road construction and repair activities on the economic structure should be sought in providing opportunities for social and economic contacts rather than being carried out according to superior standards. For this reason, the activities of engineers and bureaucrats involved in the work carried out in this field were vital to the Ottoman Empire.The aim of minimum cost and maximum efficiency in road construction and repair activities is planned within the framework of the concession procedure and the Labor Taxpayer Law. The Ottoman administrators aimed to relieve the budget in the steps they took in this regard. However, the example of the Izmir-Ankara Road and some disruptions within the framework of the Labor Taxpayer Law made it necessary to resort to different solutions in this regard.&nbsp;Within the scope of this information, we can express the increase in effectiveness and efficiency in road construction and repair activities with the increase in foreign trade data. While foreign trade data for the years 1840-1849 showed a low trend, a remarkable increase of approximately 160% in commercial income was observed between 1880 and 1889. Faster and safer deliveries due to the activation of roads connecting to ports played a major role in this increase.Road construction and repair activities carried out from the Anatolian Right Branch Route to Istanbul, the capital of the period, also caused a long-term population increase.As a result, road construction and repair activities have been examined in two periods of economic history. The First is the Classical Period. During this period, road construction and repair activities in Anatolia were in the form of repair and maintenance of roads from the Roman Period and the Seljuck Period. In short, existing roads were tried to be preserved, but a new road network was not planned. The second period is the Renewal Period. The study is, ıt was prepared in the light of archival documents, as the road construction and repair activities on the Anatolian right arm route increased in the 19th century and the functionality of new institutions increased. In this regard, the changes in agricultural production, import and export figures, and the development of industry in this regard, with the effect of the development of road construction and repair activities in the Hüdavendigâr, Aydın, Konya, Adana Provinces with the administrative division made within the framework of the provincial regulations of 1864 and 1871.&nbsp;The economic activity on the Right Arm Route during the period we are considering was at a higher level than that on other routes and made significant contributions to the economies of the cities along the route

Highway Construction and Repair Activities on the Anatolian Right Branch Route in the Period 1850-1909 and Their Effects on the Economic Structure

Throughout history, humans have utilized agricultural control methods against animals that they have held responsible for the productivity losses they have experienced in agriculture. In both the Ottoman and Republican Periods, expenditures were made from state budgets to ensure the struggle was carried out under state supervision, and regulations were issued when necessary. The first law against harmful animals was enacted on April 19, 1913. This law remained in force until it was renewed during the Republican Era, and then a new law was enacted on January 10, 1924. New articles were added to the law in 1931 to address the increasing population of field mice and to implement control measures. In regions where local governments issued extermination orders, men between the ages of 18 and 50 were obligated to cull a specified number of animals. Those who did not participate in the culling efforts were also fined. A limb from each culled animal was submitted to commissions established by local governments as evidence. If necessary, the weapons and ammunition used during the culling were provided by the military, with the condition that they would be returned to the military upon completion. Agricultural pest control measures were implemented against crows, sparrows, starlings, field mice, and wild boars, which were considered harmful to agriculture due to their consumption of crop seedlings, seeds, and fruits. Local and central governments sometimes used traditional methods such as miraculous waters, plant-based poisons prepared, or firearms when controlling against birds, field mice, and wild boars. At other times, they have tried to achieve definitive results with scientifically produced drugs. Firearms and poisons were used in culling efforts against birds. Incentive payments were made by the commissions established in each province to those who shot birds with a firearm and surrendered their feet, and to those who destroyed their nests and collected their eggs. The culling of birds has been a subject of debate during both the Ottoman and Republican periods. While one group views birds as beneficial for eating insects that are harmful to agriculture, another group considers it necessary to kill them because they eat crops and reduce productivity. Field mice, nesting in groups around agricultural lands, damage crops by gnawing. During periods of increased rodent populations, government officials have implemented agricultural control measures against these animals. Methods such as miraculous waters, traps, and hora devices with poisonous gas, viruses, and poisoned pellets have been used to eradicate field mice. In the 1930s, a large-scale fight against field mice was initiated by the Ministry of Agriculture. As a result of these efforts, some places have been completely cleared of mice. In some places, mice populations have been reduced, preventing them from causing widespread crop damage. Wild boars have been farmers' primary enemies due to their ability to adapt to various habitats worldwide and their omnivorous diet. To protect agricultural lands, local administrators occasionally organized hunts in which wild boars were killed with firearms, and their tails and ears were submitted to authorities as proof. Additionally, viruses and poisons causing infectious diseases among wild boars were used in culling efforts. Culling efforts against birds and field mice have not always been carried out effectively because farmers think that these animals are a disaster sent by God and killing them is a sin. Since wild boars were considered haram for Muslims, they were culled wherever they were seen.

Animal Culling as a Method of Agricultural Control from Ottoman Empire to Republic of Türkiye (1850-1938): Birds, Field Mice and Wild Boars

In the 1880s, Mehmed Emin Efendi, one of the important scholars of the 19th century, wrote a treatise entitled Risāla al-irshādiyya fī beyān al-fābūr wa'l-fabruka wa't-tiligrāf, which has an anti-technical content. This treatise, written in Arabic, is of great importance as it directly reflects the response of a segment of the Muslim citizens in the Ottoman Empire to the process of Westernization. However, despite its importance for understanding the westernization process of the Ottoman Empire, the treatise has not been the subject of sufficient academic analysis.This article has been written with the aim of providing a comprehensive analysis of the aforementioned treatise and contributing to future research in this regard. For this purpose, this article is structured around the following content: The first objective of the article is to dispel the doubts about whether the author of the treatise was Mehmed Emin Efendi, and thus to put an end to the debates about the authorship of the treatise. In order to make this goal possible, the Arabic original of the treatise, which was previously unavailable, was found and through this text, a definite conclusion was reached that the author of the treatise was Mehmed Emin Efendi.&nbsp;After identifying the author of the treatise, the article also questions why Mehmed Emin Efendi, a religious scholar with no interest in technical matters, decided to write an anti-technical treatise. At this point, the scholarly and personal life of Mehmed Emin Efendi is analyzed and it is pointed out that he was one of the late representatives of the Qadizādelis school, which, as a scholarly tradition, was characterized by its extremely strict and rigid approach to understanding/interpreting religious texts. The article also pays special attention to the fact that Mehmed Emin Efendi was the leader of the Fatih Sofus, an extremely conservative community, and that this group lived a somewhat isolated life in the Fatih district of Istanbul, away from everyone else. It was thought that all this information about Mehmed Emin Efendi and his circle could provide an answer to the question of what kind of social environment Risāla al-irshādiyya was written in.From this point on, the article focuses on understanding how Mehmed Emin Efendi justified his opposition to technique. At this point, the following observations were made: Mehmed Emin Efendi acknowledges the benefits of technical inventions. However, he also believes that these innovations led to some changes in the lives of Muslims. Above all, technical innovations offer people a more comfortable and convenient life. However, Mehmed Emin Efendi does not believe that making people comfortable is the right thing to do. Mehmed Emin Efendi's mentality sees this world as intrinsically evil and renders all efforts to make it more prosperous meaningless. According to him, the more comfortable people become, the further they move away from God. Because as people use new technological devices, after a while they get the idea that they are self-sufficient and as a result they forget God. However, according to him, this world is not a place of comfort for people, but a place to accumulate provisions for the Hereafter.&nbsp;Another important reason for Mehmed Emin Efendi's opposition to technology was that the inventors of these innovations were Westerners, that is, non-Muslims. According to him, this was a very dangerous development. Because the existence of new inventions began to shake the idea that Muslims were superior to non-Muslims. Westerners began to feel and express their superiority over Muslims because they had pioneered the invention of technical tools, and more importantly, even Muslims accepted this idea. So much so that Muslims now admire Westerners, whom they should have been hostile to, and almost take them as role models. Mehmed Emin Efendi believes that Muslims can only escape from this dangerous situation by moving away from everything originating from the western world, and he includes technological inventions in this category

An official publication of the Department of the History of Science, Faculty of Letters, Istanbul University, Osmanlı Bilimi Araştırmaları (Studies in Ottoman Science) is a peer-reviewed bi-annual international academic journal. Founded in 1995, it is the oldest academic journal in its field in Turkey. As of 2024, the print version has been stopped. The journal has become an online-only publication.

The journal Osmanlı Bilimi Araştırmaları publishes peer-reviewed original research articles (in Turkish and English), review articles and articles in translation on the history of science technology and medicine. Research notes, addendum, book reviews and reports of scientific meetings in the field are also accepted.

The journal covers research on the history of science, technology and medicine especially dealing with the historical aspects of scientific institutions; the development of scientific disciplines and techniques; the transmission of scientific and technical knowledge among various societies; the translation of scientific and technical books; the science education; biographies of scientists and many other themes of the history of science. History of pharmacy is also included in the scope. Focus is given on the history of scientific activities in Turkey during the Ottoman Empire (14-20th c.) and occasionally during the Turkish Republic (beginning as from 1923). The historical studies dealing with science in former Ottoman territories such as the Middle East and the Balkans, are also welcomed.

Editors may resubmit manuscript for similarity check at any peer-review or production stage if required. High similarity scores may lead to rejection of a manuscript before and even after acceptance. Depending on the type of article and the percentage of similarity score taken from each article, the overall similarity score is generally expected to be less than 15 or 20%. Double Blind Peer-Review After plagiarism check, the eligible ones are evaluated by the editors-in-chief for their originality, methodology, the importance of the subject covered and compliance with the journal scope. The editor provides a fair double-blind peer review of the submitted articles and hands over the papers matching the formal rules to at least two national/international referees for evaluation and gives green light for publication upon modification by the authors in accordance with the referees’ claims.

The journal is an open access journal and all content is freely available without charge to the user or his/her institution. Studies in Ottoman Science-Osmanlı Bilimi Araştırmaları adheres to the highest standards in research ethics and follows the principles of international research ethics as defined below. The authors are responsible for the compliance of the manuscripts with the ethical rules.- Principles of integrity, quality and transparency should be sustained in designing the research, reviewing the design and conducting the research.- The research team and participants should be fully informed about the aim, methods, possible uses and requirements of the research and risks of participation in research.- The confidentiality of the information provided by the research participants and the confidentiality of the respondents should be ensured. The research should be designed to protect the autonomy and dignity of the participants.- Research participants should participate in the research voluntarily, not under any coercion.- Any possible harm to participants must be avoided. The research should be planned in such a way that the participants are not at risk.- The independence of research must be clear; and any conflict of interest or must be disclosed.- In experimental studies with human subjects, written informed consent of the participants who decide to participate in the research must be obtained. In the case of children and those under wardship or with confirmed insanity, legal custodian’s assent must be obtained.- If the study is to be carried out in any institution or organization, approval must be obtained from this institution or organization.- In studies with human subject, it must be noted in the method’s section of the manuscript that the informed consent of the participants and ethics committee approval from the institution where the study has been conducted have been obtained.

Fund raising, data collection or supervision of the research are not sufficient for being accepted as an author. The author(s) must meet all these criteria described above. The order of names in the author list of an article must be a co-decision and it must be indicated in the <a href="https://cdn.istanbul.edu.tr/file/JTA6CLJ8T5/CD6036D23EAB4EA3BD0F169E2C40EFC2" target="_blank">Copyright Agreement Form</a>. The individuals who do not meet the authorship criteria but contributed to the study must take place in the acknowledgement section. Individuals providing technical support, assisting writing, providing a general support, providing material or financial support are examples to be indicated in acknowledgement section.All authors must disclose all issues concerning financial relationship, conflict of interest, and competing interest that may potentially influence the results of the research or scientific judgment.When an author discovers a significant error or inaccuracy in his/her own published paper, it is the author’s obligation to promptly cooperate with the Editor-in-Chief to provide retractions or corrections of mistakes.

Only those manuscripts approved by its every individual author and that were not published before in or sent to another journal, are accepted for evaluation.Submitted manuscripts that pass preliminary control are scanned for plagiarism using iThenticate software. After plagiarism check, the eligible ones are evaluated by editor-in-chief for their originality, methodology, the importance of the subject covered and compliance with the journal scope.The editor hands over the papers matching the formal rules to at least two national/international referees for double-blind peer review evaluation and gives green light for publication upon modification by the authors in accordance with the referees’ claims.

The journal publishes manuscrits in Turkish and English. Preferably, the manuscript should not exceed 10,000 words (not including notes) and 120 notes.2. The title should be written with capital letters (12 point, bold), sub-headings in lower case letters (11 point, bold).3. For research articles; reviews, research notes and translations in English, an abstract of 150- 200 words (excluding keywords) in English is to be added to the first page of the article; optionally an abstract of 150-200 words (excluding keywords) in Turkish can be added as well. For non-English articles; an abstract of 150-200 words in the language of the article, an abstract of 150-200 words in English, and an extended abstract of 600-800-words in English should also be included. Maximum 10 keywords will be provided underneath both of the abstracts. Each keyword can include more than one word. No abstract and bibliography are needed for research notes, addendum, book &amp; scientific meeting reviews, and letters to the editor. While uploading addendum, book review and letter to the editor files on the DergiPark system, please enter the first paragraph of the article in the abstract section.4. Appendixes, with related bibliographical references,are placed after the main text, and before the bibliography. Their references should be included in the bibliography.5. Centuries and dates should be written in full: fifteenth century, 29 October 1923. For dates please use BCE and CE in English texts and MÖ and MS in Turkish texts.6. Studies in Ottoman Science - Osmanlı Bilimi Araştırmaları has adopted the “notes and bibliography” documentation system preferred by many in the humanities, including those in literature, history, and the arts. This style presents bibliographic information in notes and, a bibliography. Authors who would send proposals to the journal are kindly invited to follow the examples given below when writing the footnotes and compiling the bibliography.
